For any Muslim nation to survive in a rapidly developing world, morally and spiritually, politically and economically, socially and educationally, emotionally and psychologically, the administration and management of this level of education, in particular, must not be subjected to the whims and caprices of opportune politicians. In order to highlight the envisaged administrative and cultural problems in the development of Islamic education in Nasarawa State, this paper briefly addresses itself to probing such questions as: What should be the aims of Islamic education? How should Islamic educational policy be determined? what should be the role of Nasarawa State Government in the development of Islamic educational policy? How can the support and co-operation of other groups and agencies be enlisted? What cultural aspects should be considered in developing Islamic education in the State. Sample for the study was drawn from four of the most prominent secondary schools in Keffi, viz: Federal Government College, Keffi; Government College, Keffi; Government Secondary School Kofa Housa, Keffi; and Government Day Secondary School Yelwa, Keffi. It was hypothesized that Participants from these schools would differ significantly on their sources of contact with substances use. These problems lead to the establishment of AU and African Peer Review Mechanism to address such challenges. However, the study stands to assess the overall impact of African Peer Review Mechanism on governance performance of African states. In view oj the above assertion, the researchers have employed qualitative method of research with secondary sources and content analysis technique for information gathering and data analysis respectively. The researchers also utilised theory of integration as the suitest and valuable theoretical underpinning that best explained the situation wider study. The study has found out that A frican stagnation, and indeed retrogression in the socio-economic cum political development spheres can be largely attributed to the steady poor governance experienced by many African states. The study has recommended that the success of APRM is premised on the involvement of African citizens and the resolution of many questions as single out in the APRM accord such as electoral democray and human rights violations in African countries.Item Open Access AGRICULTURAL SECTOR AND SUSTAINABLE DEVELOPMENT: EVIDENCE FROM NIGERIA: 1999-2020(Department of Economics, Nasarawa State University, Keffi., 2021-06-06) Ewa, Agyo Ismaila; Akawu, Francis A.; Henry, Ahmed EggonThis study therefore examined the impact of agricultural sector on sustainable development in Nigeria from 1999 to 2020. The research design adopted in the study was the ex-post facto research design and the study was anchored on the Solow-Swan model economic model. The study analyzed the secondary data collected using the ARDL method of analysis. Study findings revealed that Agricultural output has a significant impact on the sustainable development in Nigeria within the study period. Agricultural sector employment however was observed to insignificant to sustainable development in Nigeria. It was observed from the study that government expenditure has a significant effect on sustainable development in Nigeria. While foreign exchange earnings was observed to be insignificant to sustainable development in Nigeria. Based on the study findings the study recommended that Agricultural sector must be enhanced to contribute more to the nation's output and this can be achieved through mechanized fanning. The study also recommended that government needs to provide policy supports to diverse aspect of agricultural production to increase employment opportunities. Finally, the study recommends that Government agricultural expenditure, both capital and recurrent expenditure must be judiciously directed to achieve utmost efficiency.Item Open Access AL-IMAM BUN RUSHD AL-MALIKYYI AND HIS STAND ON STIPULATION OF THE GUARDIAN IN THE MARRIAGE, THROUGH HIS BOOK: BIDAYATUL-MUJTAHID WA NIAHYATUL-MUQTASID(Department of Islamic Studies, Nasarawa State University Keffi, 2014-05-13) Abdul-Wahab, Abdul-Qadir Ibrahimالحمد لله, والصلاة والسلام على نبيّه محمد المصطفى, وعلى آله وصحبه أجمعين. وبعد: فهذا المبحث يتناول:عـرض وتحليل لموقف الإمام ابن رشد المالكي في اشتراط الولي في النكاح من خلال كتابه: (بداية المجتهد ونهاية المقتصد)،ثم عرض البيان للجواب على آرائه وموقفه فى هذه المسألة. الإمام ابن رشد هو مالكي المذهب، ويعتبر كتابه بداية المجتهد ونهاية المقتصد من أشهر كتب الفقه المقارن على مذهب الإمام مالك. والمعروف الثابت فى مذهب المالكية هو اشتراط وجود الوليّ فى النكاح، موافقًا لرأي عامة العلماء فى الإسلام إلّا قليل مخالف، فلايصح النكاح فى الإسلام إلّا بوليّ. ولكن الإمام ابن رشد خالف مذهب المالكية في هذه المسألة وخالف الجمهور، ومال ميلا شديدا إلى رأي القائلين بعدم وجوب الوليّ فى النكاح حسب رأي بعض الحنفية، وانتصر لذلك ابن رشد انتصارًا شديدًا. وعلى رغم من علو منرلة ابن رشد فى العلم والفقه، فإنه قد أخطأ فى حمله الإنكار الشديد على وجوب الوليّ فى النكاح، علمًا بأنه لا غرابة فى وجود بعض الأخطاء فى أقواله التى تـخالف فيها الحقائق الثابتة بالحجج والبراهين الواضحة فى مصادر التشريع الإسلامي، وذلك لتأثّره بالعلوم الفلسفية، ثـمّ لصفته البشرية التى يعتريها العجز، فإنّ لله الكمال. ولعل من الأخطاء الملحوظة على ابن رشد موقفه الشديد فى إنكار الوليّ فى النكاح، مخالفةً لما عليه عامة العلماء منذ القديم، وقوله بعدم إشتراطه فى النكاح، وتجويزه زواج المرأة نفسها أو غيرها بدون ولـيّها. ففى هذا المبحث محاولة متواضعة من الباحث فى عرض شبهات الإمام بن رشد وحججه فيما ذهب إليه فى هذه المسألة، مع الجواب عليها على ضوء أقوال العلماء القدماء، بناء على الحجج من الكتاب والسنة وأقوال السلف من الصحابة والتابعين والأئمة المجتهدين فى حدود الأدلة الشرعية، وذلك حتّى لا يكون القارئ – وخاصة طلاب العلم المبتدؤون – فى حيرة ودهشة في ترجيح والعمل بـرأي الجمهور العلماء بوجوب وضرورة وجود الوليّ فى النكاح مع إطلاعه على ما ذكره الإمام ابن رشد في هذه المسألة في كتابه بداية المجتهد ونهاية المقتصد. ويتناول هذا المبحث فى عرض هذه المسألة العناصر التالية: - التعريف الموحز بالإمام ابن رشد. - تعريف الولي ومنزلته في النكاح. - حجج الإمام ابن رشد لموقفه من عدم اشتراط الوليّ في النكاح والجواب عليها. - الخاتمة، والله الموفّق.Item Open Access Analysis of Organizational Reform and Effectiveness in Nigeria's NDLEA(Department of Sociology, Nasarawa State University Keffi., 2020-02-11) Bilyaminu, Suleiman MuhammedItem Open Access Analysis of Water Supply, Demand and Distribution in Okene Town, Kogi State, Nigeria(Department of Environmental Management, Nasarawa State University Keffi, 2022-03-06) Alkali, Mohammed; Anzaku, I.M.Water is one of the most valuable natural resources for existence of any form of life. This study investigates the sources of water supply and distribution in Okene Town, Kogi State. To this end, data on various aspect of water supply such as sources of water, frequency of supply and uses of water were collected. The random sampling technique was used to select a total of 120 households for the survey to generate data which were analyzed in descriptive and inferential statistics and presented in tables, graphs and charts while the Chi square analytical technique was employed in testing the postulated hypothesis guiding this work and concludes that there is no significant variation in water supply in Okene Town. The Economic Approach as well as The Impact Analysis Approach were used in the analysis demand, supply and consumption of water by households. The findings from this work shows that most respondent within the study area get their water from pipe borne source, after moving a distance of between 20- 40 meters and employ the water to domestic uses. Households are faced with a number of domestic water supply problems including irregular water supply, long distance from water supply source, inadequate coverage of pipe distribution networks and inadequate fund to procure water such problems were tackled by provision of street boreholes, street wells, rain harvesting systems and provision of long lasting water project such dams and tap by Plateau State Water board. It was recommended that, government should make and execute policies that are targeted towards providing sufficient sources of water supply and distribution for the residents of Okene Town. People should adopt a self-help approach to solve the problems of water supply for domestic purposes, much can be achieved where the community unite together and involve in self-help projects.Item Open Access An Analytical Rhetorical Study of the Metaphorical Depiction in the Court of "Irwa al-Atshan" by the poet Zayan bin Abi Bakr Al-Kashnawi(Department of Arabic Studies, Nasarawa State University Keffi, 2020-03-03) Idris, Zubair Tungaهذه المقالة عبارة عن محاولة من الباحث تهدف إلى تسليط الضوء على ما في ديوان "إرواء العطشان" للشاعر زيان بن أبي بكر الكشناوي من الصور الكنائية؛ بغية الوقوف على جَمال قصائد الشاعر وقيمتها البلاغية، وإبراز ما تحمله من التصوير الرائع الراقي، إذ فيها ألوان من الصور الكنائية الثلاث، وهي: الكناية عن الصفة، وعن الموصوف، ثم عن النسبة. وتهدف كذلك إلى إظهار ما قام به بعض الشبان في نيجيريا من مسايرة ركب البلاغة. وقد استخدم الباحث المنهج الاستقرائي والتحليلي لإنجاز هذا العمل، وبنى موضوع المقالة على النقاط التالية: نبذة عن الشاعر وأعماله الأدبية، ثم قامت المقالة بعرض نماذج من الصور الكنائية، بعد تمهيد بسيط عن مفهوم الكناية عند اللغويين والبلاغيين؛ وظهر من خلال ذلك أن الشاعر كان يستمد صوره من عصره وبيئته، ثم توصلت المقالة إلى نتائج، منها: أن الشاعر قد استوظف الصور الكنائية الثلاث في ديوانه، وأنه مراع أيما مراعاة بالصياغة الفنية الرائعة، والأساليب البيانية الشيقة على وجه العموم، والكنائية البديعة على وجه الخصوص، كما يبدو من توظيفه لتلك الصور الكنائية، لوصف مشاعره وأحاسيسه، في مواضع مختلفة من ديوانه.Item Open Access Application of Information and Communication Technology In-Library Operations in Nasarawa State University Keffi, Nigeria(Department of Library and Information Science, Nasarawa State University Keffi., 2020-06-05) Musa, Suleiman; Ibrahim, Hassan Mallam; Asom, FagaThe application of ICT in libraries has simplified operations and services provided in this era. Selection, acquisition, cataloguing, and classification of library resources can be carried out with this technology, thus, making i the libraries provide information services remotely, timely, and efficiently. This paper investigated the application j of ICT'in library operations in the Nasarawa State University Library. Five objectives were formulated to guide the study. The objectives include, among others to find out the available ICT facilities in operations in University i Library, Nasarawa State, Keffi; to determine the extent to which the University Library applies the available ICT | facilities in its operations. The population of the study comprised of the whole library staff Professional and Para- : professional totalling forty-six (46). A census design was adopted. The questionnaire was used as an instrument j for data collection. Data collected were analysed using frequency count and percentage. The study discovered that | computer, scanner, printer, photocopier, projector, barcode scanner, television, internet access, among others were the ICT facilities available in the Library of Nasarawa State University, Keffi. The University Library highly applied ICT in the areas of access to online resources-library databases, reprographic service, online selection, ordering, and acquisition of information resources. The study recommended that Nasarawa State University Library should provide more ICT facilities like scanner, smart board, mobile phone, Frequency Radio Identifier, barcode reader, CD-ROM, and the like for proper library operations. The Schlumberger electrode configuration was employed in all the points. The current electrode separation C1C2/2 was from lm to 100m, while the potential electrode separation P1P2/2 ranges from 0.25m to 5m, in determining the subsurface layering, overburden thickness and depth to water bearing formations. Results from the sounding data was analyze using computer iteration software (IPI2win) to interpret the sounding curves and produce two dimensional resistivity imaging of the survey with colors showing variation in resistivity and thickness of the layers. The study area is generally underlain by four geoelectric layers which include topsoil (Lateritic sand), Weathered Basement (Sands, silts and clay) which in turn are refer to as regolith, Fractured Basement (which constitute cracks filled with sandy materials) and Fresh Basement (crystalline Basement rocks). Based on the result obtained the weathered and the fractured Basement makes the aquiferous zone within the study area. The resistivities of these zones vary from 156.1 Hm to 193.3£kn while the thickness varies from 11.51m to 35.90m. Depth to these zone ranges from 18m to 67m. Therefore the research conclude that, with the dominancy of H-type curves distribution within the study area, this shows that the area under studied is highly to moderately prolific in terms of groundwater potentials.Item Open Access Assessment of Human Rights Abuses and Investigations in Niger State, 2013-2019.(Department of Public Administration, Nasarawa State University Keffi, 2021-03-03) Mohammed, Nuhu; Hussaini, Hassan Tukur; Shehu, Ibrahim YakubuThis study assessed human rights abuses and investigations in Niger State, 2013 - 2019. During this period, NHRC receives about 752 complaints of human rights violations and investigated them. This study adopted a descriptive survey research design. Primary method of data collection was used to generate the data. The Statistical Package for the Social Sciences (SPSS) 20.0 versions were used to analyze the data. Multiple linear regression analysis was used to analyze the data, while regression analysis was calculated at 5% (0.05) level of significance. Structural-functionalism was used as a theoretical framework. Finding from the study reveals that, NHRC received a total number of seven hundred and fifty two (752) complaints ofh uman right abuses in Niger State out which 286 (38%) of the complaints were investigated. The study concludes that, NHRC to some extent has investigated and addresses some Human Right abuses in Niger State. The researcher therefore recommends that, NHRC should come up with institutional mechanism for investigating all cases ofh uman right abuses/violations in Niger state.
