This article briefly examined the problems of the old pension scheme evaluate the performance of the contributory scheme, challenged, achievements and how the present scheme has adhered to improve the welfare of the pensioners in the country.Item Open Access CHALLENGES OF ACCEPTABLE OIL REVENUE SHARING FORMULA IN NIGERIA(Department of Political Science, Nasarawa State University Keffi, 2021-12-19) Abraham, Samson Segun; Yahaya, Abdullahi Adadu; Abdullahi, Sallau ModibboThe issue surrounding oil revenue sharing formula in Nigeria is multifarious which this paper sought to examine its challenges in Nigeria. To achieve this the paper used both quantitative and qualitative secondary data to examine indices of sharing the oil revenue, the daunting challenges its post and ways of solving the problems. However, rentier state theory was used as a theoretical frame work. From the findings, it was gathered that several factors are responsible for the challenges in oil revenue sharing formula in Nigeria, for instance, non-oil producing states are a hindrance to oil revenue sharing formula; the activities of the host states have also not helped matters. In view of the findings, it was recommended amongst others that: the federal government should emphasised the use of derivation principle in revenue allocation sharing formula. Also, the domineering and exploitative attitude of the federal government over revenue allocation in Nigeria should be check-mated by the National Legislative body. To further address the issue of the imbalance in revenue sharing in Nigeria, the federal government should be ready to make some sacrifices by relinquishing a little part of its; lion's share from the federation account to states and local governments, to enable them attend to their numerous responsibilities.Item Open Access CHALLENGES OF GOVERNMENT ECONOMIC REFORM POLICY ON TEXTILE INDUSTRY IN KADUNA STATE(Department of Political Science, Nasarawa State University Keffi, 2021-10-10) Arima, Monday; Yahaya, Abdullahi Adadu; Ajeh, Philip; Muhammad, Bello Baban'ummaThe paper examined the problems faced by textile industry in Kaduna State since the democratic dispensation of government spamming the period 1999-2021. Challenges that affected the local textile production were identified and discussed. These problems include globalization oj textile goods, smuggling of textile goods, unfavorable economic policies, inadequate power supply, financial challenge and inadequate textile materials e.t.c. Also, the article identified some reforms measures taken by past administrations to reviving the ailing textile industiy. The sources of data for the study are mainly secondary (quantitative method) and dependency and liberal economic theories were adopted to explain how developed capitalist helped in underdeveloped textile factories in Kaduna State. The thrust of this paper is to examine the performance of the policy as it affects the welfare of the retirees in NISER. The paper heightedfew problems of the old pension scheme in Nigeria. The paper revealed that most retirees are not happy with the new pension policy since their welfare is inadequately caters for. What makes for adequate compensation, to whom compensation is made, and finally adequate recommendations are proffered for the benefit of all.Item Open Access Ecowas Protocol on Free Movement and Human Security in Nigeria(2022-09-03) Idenyi, Attu Millie; Yahaya, Abdullahi Adadu; Muhammad, Bello Baban'ummaThe treaty establishing the Economic Community of West African States (ECOWAS) was signed in Lagos on the 28th of May 1975. Article 27 objective of the treaty is to establish a borderless region and common citizenship in West Africa. A key objective of the treaty is to remove obstacles affecting the protocol on the free movement of persons, residents, and establishments in the sub-region. This study seeks to identify the obstacles hindering the full implementation of the protocol. Furthermore, it also seeks to find out how ECOWAS has been able to mitigate this obstacle to achieve the objectives of this paper, the study utilized secondary data using the documentary research method. The Human Security theory was used to explain how the analysis ECOWAS protocol on the free movement of persons has affected Nigerian citizens. Findings show that their COWAS protocol on free movement is to promote regional movement of persons, trade, and economic activities, but this protocol has done more harm than good to Nigerians most especially farmers in rural communities, and this has caused serious setbacks to human security in Nigeria. The implementation of the COWAS protocol on the free movement of persons from order African countries has influenced the farmer-herders clash that Nigeria is facing. Cultural barriers, lack of education, foreign policy of member states, inadequate colonial heritage and historical antecedent economic condition of member states, and threats to national security such as that illicit drug trafficking, money laundering, violent crimes, internet fraud, human trafficking, terrorism, and the proliferation of Small Arms weapons, are the major factors hindering ECOWAS protocol the on the free movement of persons which has affected Human security in Nigeria from. It, therefore, recommends among other measures, that the Nigerian government through the ministry of Agriculture should engage the farmers in the rural community and identify the root causes that bother their Human security implementation of ECOWAS protocol and free movement of persons through the ECOWAS secretariat should be reviewed.Item Open Access ECOWAS PROTOCOL ON THE FREE MOVEMENT OF PERSONS AND TRANS-BORDER SECURITY CHALLENGES IN WEST AFRICA: EVIDENCE FROM NIGERIA(Department of Political Science, Nasarawa State University Keffi, 2022-01-06) Idenyi, Attu Millie; Yahaya, Abdullahi Adadu; Muhammad, Bello Baban'ummaThe study evaluates the nexus between ECOWAS protocol on the free movement of goods and persons and trans-border security challenges in West Africa with a focus on Nigeria. The inter-governmental theory was utilized as a framework for analysis. Documentary method was used to generate necessary information from secondary sources, including textbooks, newspapers, and online journal publications. With the use of descriptive research design, the study observed that even though the protocol may have been intended to generate and increase economic activities among member citizens, criminal elements and some residents of border communities have exploited the plethora of loopholes in the treaty to commit crimes that threaten Nigeria's national security. The study also noted that national interest is the pull for action rather than the collective interest objective the Protocol seeks to achieve. Based on findings, the study makes a case for a review of the ECOWAs treaty on free movement of goods and capital in view of the evolving issues and pertinent changes in the international system.Item Open Access FOOD AND HOUSEHOLD FOOD SECURITY IN NASARAWA STATE: ISSUES AND CHALLENGES(Department of Political Science, Nasarawa State Unversity Keffi, 2019-01-01) Abdullahi, Mohammed Abdul; Asobie, A.H.; Yahaya, Abdullahi AdaduThe study identified factors militating against the achievement of household food security amongst various households in Nasarawa State, Nigeria. The paper utilized both the primary and secondary sources of data. The primary data relied on questionnaires. Structured questionnaires were administered to 340 households which constitute the sample size of the study. The elite theoiy was used as a theoretical underpinning for the study. Factor analysis was used to isolate and name the critical factors influencing the attainment of household food security in Nasarawa state. Findings revealed that economic, governance, institutional and technological constraints hindered the achievement of household food security in the study area. While the economic factors included climatic change and variability shortage of farm labour, limited access to farm land; the institutional factors were poor market access, weak support services, poor nutrition education and poor sanitation. The governance factors included political problems, rapid population growth rate and low crop yield, while the technological factors include inadequacy and lack of access to improved agricultural inputs and lack ofaccess to labour saving deduces. Despite efforts at attaining householdfood security in Nasarawa state, Food security is still a mirage. Furthermore, it talked about food security insecurity and its indices. It delved into prospects for increased agriculture production and how this can be achieved. Again, it discussed efforts that have been put in place by past Nigeria governments at meeting food need of Nigerians and making the country food secured. I, maintained that food shortages in Nigeria are due not, primarily to underproduction but agreed that more crops should be grown to meet production shortfall. The study adopt secondary source of data, and also the proper indicted that lack of adequate postharvest practices as the chief bane of food security in Nigeria and posits that more should be done to see that food are adequate stored after they are produced to nip wastages and scarcity in the bud. Finally, it recommended that public policy maker must as a matter of urgency see food as component of welfarism, and as such develop sufficient political will to achieve (i) increased food production; (ii) evolve food policy and (iii) eventually attain food security for all. This paper explains the implications of political powers to create worthy reforms in the socio-economic activities of a state to command expected change, growth, and development of the market society. The big puzzles are how undesirable outcomes can be avoided and what type of power does a leader/State exercises to affect a policy change to influence socio-economic activities? The State once triggered by external shock can propel changes of policies, institutions forcing the state to devolve some of its power. Adequate supply and efficiency of health facilities is not only a strategic input for national development but it is undoubtedly the most vital input in transforming the health sectorfor national, economic and social development. Nigeria for many years has invested Billion of naira yet the cost continues to escalate even with the billions of naira spent on immunization to eradicate polio and other disease yet Nigerians are yet to enjoy the basic necessities of health life. It is against this background that this work seeks to explore the nature and character of primary health sector, Immunization and primary health care in Nigeria. To address this problem therefore, the study adopted a survey research design. The main instrument utilized for eliciting primary and secondary data was the survey questionnaire complimented by interviews. The method of data analysis used was simple percentage. World system theory was used as a framework of analysis. The finding revealed that the Politics of Immunization funding have not significant impact on Primary health care delivery in Nigeria. As the funds invested are purely capitalist money seeking profit, Primary health Care Development in Nigeria has recorded little or no improvement, even with the availability of local and international funding for Immunization in Nigeria and also Primary Health Care delivery in Nigeria survival is largely dependent on International Supports. Loans, grants technological advancement and other humanitarian supports most importantly lack government funding and political will to develop our own scientific approach to our health issues. The study therefore recommended that among others, the federal government should do more in terms of developing the health sector, Government at all levels in Nigeria should be charged to re-orient prospective political office holders on the importance of the health of her citizens, especially pregnant women and children under the age of five years and the current classification of countries based on its health indices.Item Open Access Immunization, Primary Healthcare System and Efficient Service Delivery in Nigeria(Department of Political Science, Nasarawa State University Keffi, 2019-12-12) Mutiu, Ajani; Yahaya, Abdullahi Adadu; Muhammad, Bello Baban'ummaThis paper examines Immunization, Primary healthcare system and efficient service delivery in Nigeria with the following objectives, to assess the nature of immunization in Nigeria, to examine the impact of immunization and primary Healthcare Delivery in Nigeria, to investigate the implications of immunization program on National Primary Health Care System in Nigeria and to identify alternative ways for the improvement of Immunization in Nigeria. Findings revealed that immunization have not significantly impacted on Primary Health Care Service delivery in Nigeria, the funds invested are purely capitalist money seeking profit, and other services that needed to be rendered but these PHC are not vaccine oriented, they are not catered for immunization, immunization is only one of the seven services that PHC ought to be rendering to Nigerians. Primary Health Care System in Nigeria has recorded little or no improvement, with its survival largely dependent on International Supports. Loans, grants, technological advancement and other humanitarian supports, most importantly lack government commitment and political will to develop our own scientific approach to our health issues. The paper therefore recommend that for immunization to be beneficial to Nigerians, Government should advocates for total ownership of immunization, The Federal Government should be determined to make available adequate funds through budgetary provision to improved immunization programme in Nigeria. The inadequacy of the traditional methods of infrastructural financing and the limitations it pose to rural infrastructural development has further necessitated the need for collaborative engagement through public private partnership as a means of infrastructure financing and delivery. This study therefore, examines public private partnership policy and its impact on rural community development in healthcare, education, roads and agriculture in Niger State from 2011 to 2019 and with major focus on three selected rural communities in the three senatorial zones. The objectives were to examine the impact of effective PPPs implementation on rural community development in Niger State, the hindrances to PPPs implementation, the strategies to tackle these hindrances, and what templates and framework could ensure effective PPPs‟ implementation and performance. Neoliberal theory was used as a theoretical framework for the analysis due to its thrust on democratization and inclusion of private participation of the larger society in public policies. The study adopted both primary and secondary methods of data collection using questionnaire and interview. Data were collected and analyzed using chi-square and SPSS and findings from the study shows that PPPs have positively impacted rural community infrastructures in healthcare, education, roads and agriculture in Niger State. To achieve this, the decision making approach was adopted as a theoretical underpinning and secondary data was generated for the study. The investigation revealed that the transportation problems in Abuja are the rapid growth in population, particularly in the satellite towns, low standard of efficiency, reliability and safety>, poor enforcement of regulations, shortage of bus shelter and bus stops, poor maintenance culture, challenges are long waiting time, long queue of passengers’ at various bus stops, stampeding due to rush, loss of valuable items as a result ofstrugglingf or buses, lateness to work, loss of man hours., though on - street parking facilities are provided on many routes in Abuja especially in the neighbour hoods, lack of an integrated intermodal transport system for FCT as all movements in the territory' today are road- based for which the existing road infrastructure is unable to cope with, recommended among others that The FCT administration as a matter of urgency should mount pressure on the federal government to rehabilitate all damaged federal roads within the Satellite Towns such as: Gwagwalada, Nyanyan, Kubwa, Kuje, Kwali, Bwari and Suleja. Such areas should equally be provided with enough road signs and traffic lights in order to reduce the rate of accident in the highways. Developed countries and some developing countries of the world have adopted mechanized farming, but Nigeria is lacking behind in implementing farm mechanization. The population of Nigeria is increasing rapidly and there is an urgent need to put measure(s) in place to accelerate food production to match the growing population; a country’s main priority among others is food security, seconded by national security. First, the paper seeks to examine farm mechanization as a panacea to improving crop yields. Farm mechanization is the engaging of heavy-duty machines, tools, and devices as an alternative to the use of crude implements and tools; drought animals for carrying out farm operations such as pre-planting activities, tillage, planting, harvesting, and processing. Mechanization facilitates farming operations, increases crop yields, and enhances food value and supply chain. Secondly, it explains the constraints that surround the mechanization processes these include; lack of funds and access roads; fragmented arable lands, market failures, and lack of government intervention. It made use of secondary and primary data mostly from the Nigeria National Petroleum Corporation (NNPC). The paper found out that existing oil revenue sharing formula is unacceptable to the Niger Delta states hence the continuous agitations for resource control-or increase in allocation. Based on the findings, the paper recommended Production- Sharing Agreements (PSAs) formula as a better method. The formula is among the most common types of contractual arrangements for petroleum exploration and development. Under a PSA, the state (host) as owner of mineral resources, engages a foreign oil company (FOC) as a contractor to provide technical and financial services for exploration and development operations. The challenges of development in the case of Niger-Delta states are not a function of non-availability of funds, rather they have to do with the non-transparent and efficient management of the available resources. Full resource control without resource management is an effort in futility. This implies that substantial development revenue exists but it is misappropriated.
