But the deplorable state of women education in Nigeria society which manifests itself in moral decadence, spiritual ignorance, excessive love for materialism, political blindness and aimlessness has strongly chained and shackled women to certain customs and traditions that are apparently oppressive and destructive to the national development and the general welfare of the society. Non-Contrastive rising tone in Hausa. While part I specifically highlights the alternations of /i/ and /u/ with /*/ as well as their neutralization to /*/. Part 11, on the other hand, identifies certain attributes and function of a rising tone in Hausa. It ends by briefly discussing current state of affairs in the study of Hausa phonology in Nigerian Universities as well as Hausa studies generally in foreign Universities.Item Open Access Tone and Accent in the Igbo Verb(Department of Languages and Linguistics, Nasarawa State University Keffi, 2003-01-01) Anyanwu, Rose-JulietThe goal of this article is to give an account of the accentual properties of some aspects of the Igbo verb tone system. (Most of the examples are taken from Central Igbo.) The data presented here show that the Igbo verbal system exhibits characteristics somewhat similar to the types encountered in and already analyzed for Bantu languages and Japanese, respectively (cf., for instance Bickmore, Downing this volume, Jouannet 1989, Haraguchi 1991, Yoshida 1996, 1999). The cases of prostitution, drug abuse, cultism, stealing and other vices are due to poor parenting. Everyone in the society wants to have a good family by raising good children who will be kind, obedient, loving, caring, understanding, disciplined and well behaved so that they can become good citizens of the nation. Therefore, parents need to live by example. They must do what is right by performing their responsibilities. Parents' styles of care giving can have both immediate and lasting effects on children's social functioning in areas of moral development to peer play and academic achievement through the use of language and communication. In other for translation to help in agricultural development, it must play its role. For translation to ploy its role development what role con it play in agricultural development? Should it be an instrument or on agent of development? In whatever angle translation is examined, it plays on important role in coexistence. This article analyses, translation of a document from developmental project of animal husbandry in Sub Saharan Africa. The project is initiated by France for Nigeria. In the context of technical cooperation, the developed countries conceived the idea of helping the developing countries. The policy is targeted to benefit the developing countries. This translation can be of interest to academicians, that is, it can be studied and criticized by researchers pinpointing its relevance to the theories put in place. If at all translation wont to be a stepping stone to development, it is indeed in that context. Nigeria and France signed memorandum of understanding on agricultural development which comprises of animal husbandry through a project titled 'Fadoma'. This article compares the text in its original form and the translated version. The original text is in French while the translated version is in English. This research aims at identifying the strong and weak points.Item Open Access THE CONCEPT OF SHARI AH: CURRENT TRENDS IN ITS IMPLEMENATATION IN NORTHERN NIGERIA.(Department of Islamic Studies, Nasarawa State University Keffi., 2004-07-08) Abdullahi, Adamu SulaimanThe current political dispensation in Nigeria began on the 29th May 1999 amidst fear, speculations and minimal optimism that the nascent democracy would take the country nowhere. In spite of the so many issues, which are capable of tearing the country apart, if not properly handled, democracy has allowed them to persist in the country. Such issues include ethnicity and tribalism, corruption and favoritism misuse of power and mal-administration and above all the Shari‘ah issue. The post-independence experience of Nigerians has tended to lead to a revival of pre-colonial tendencies. Since independence in 1960, Nigerians has suffered through suffocating military dictatorships whereby dissent was cruelly suppressed, opposition was silenced at gunpoint, injustice and oppression were perpetuated with invidious insensibility. The civilian regime was on the other hand unable to sustain a true civil and democratic government. Transparency, accountability, fairness, rule of law and security were always jeopardized, leading to unmanageable and protracted crises and subsequent overthrown of 'civilian regimes. Both military and civilian regimes and administration in Nigeria were unable to establish a viable and stable administrative system based on a sound ideology capable of satisfying the yearning and aspirations of Nigerians. Accordingly, the Muslims as a result of this appalling living condition and the poor economic development started advocating for the reimplementation of Shari1 ah in their respective state. They also continue to ask for a return to true federalism, which will enable the nation to have unity : in diversity and allow the system to accommodate the Shari1 ah. More so the Muslims communities are re-tracing their footsteps and expressing reservations about the ideological direction, which was force on them. As the governor of Zamfara Ahmad Sani lamented that- “It is in our effort to retrace our steps back to our roots, we find it pertinent to pursue new social and moral development policies taking divine injunctions as our basis.” It is therefore the objective of this research to examine the issue of Shari‘ah in Nigerian political context against the background of Islamic history and the Muslims communities and the rivalry generated by some Christians as a result of western influence; the research also intends to look at the concept, goals, achievements, prospects and challenges of Shari1 ah in the Northern Nigeria specifically in the state that adopted Shari1 ah legal system. In Nigeria, for example, the two governments have signed a pact in Agriculture, which includes the above, under the FAD AM A projects.Consequently, the translator becomes more or less a “rewrite”. He participates at different levels: first, in the reformulation. And since the task of the translator is to “reproduce” the message, his freedom is limited, thereby making his task very difficult because he needs to ask and answer various questions concerning the text to he translated. What are these questions? The translation at hand is a translation of a pragmatic text which involves pragmatic “explanations What then constitutes the equivalence of the text to be translated? In other words, how can the translator go into the pragmatic “explanations’'? These are the questions this paper seeks to address. The paper compares the French text (Source Language) with the English (Target Language) translation. The source language comes from the French Government but the English version was done here in Nigeria. The paper analyses the translations, discovers some lapses and proffers possible solutions to the problems.Item Open Access SCIENCE, DEVELOPMENT AND POLITICS IN A GLOBALIZED AFRICA A PHILOSOPHICAL APPROACH(Department of Philosophy and Ethics, Nasarawa State University Keffi, 2006-03-03) Ekweke, Evaristus E.The argument is germane to say that natural science has a discipline that is both axiomatic (Popper) and progressive. Its history (Kuhn) is witness to this. That is why the same science can historically and constitutionally lend a predictive sense of progress and or development to other disciplines in the world of knowledge. It is also arguable that a perspectivisation of the above truth is possible especially in Africa and particularly Nigeria. In this case, we are no more satisfied with mere examples and emulations. Africa has to be both naturally scientific and authentically macro-development. This attitude of being progress oriented in both theory and content should inform our political mentality. Our awareness of these realities will stand us in good stead in the global comity of nations. Having set a goal for ourselves let us leave no stone inturned in getting to this goal.
