Item Open Access ASSESSING THE IMPLEMENTATION OF FEDERAL CHARACTER PRINCIPLES IN FEDERAL CIVIL SERVICE COMMISSION ABUJA: CHALLENGES AND POLICY OPTIONS FOR NIGERIA(Department of Public Administration, Nasarawa State University Keffi, 2019-12-12) Zakari, Musa; Ibrahim, Isah Salisu; Musa, Zainab OguduThe study assessing the implementation of federal character principles in Federal Civil Service commission Abuja: challenges and policy options. The study specifically examines recruitment policy into the Federal Civil Service in line with thef ederal character principle. The study used Survey research design method and quantitative methods of data collection were adopted. The data collected were presented in table form and the dcda.collected were analyzed and interpreted with the use of simple percentage. Findings from the study reveals that, recruitment into the Federal Civil Service to some extent is basedf ederal character principles but there is absent of merit based system due to the abused of recruitment process by the Federal Civil Service Commission (FCSC) in Nigeria. On the bases of the findings, the study recommends sometpolicy options for Nigeria such as independent of Federal Civil Service Commission to reduce political interference; improve public access to information on civil service recruitment adopt the use. of information technology and review quota system policy to accommodate meritocracy in the system. These policy options will go long to minimize problem of inequality and injustice representation among the citizen in the country. The study concludes that, over the years, recruitment into the Federal Civil Service in Nigeria on the bases of corruption, Nepotism, favourism and abused of processes. The study therefore recommends that, Federal Character Commission (FCC) should ensure, that the recruitment and selection system and practice at the Federal Civil Service Commission (FCSC) with Federal Civil Service Commission (FCSC) should base on proper adherence to quota system with special consideration on qualification and skills.Item Open Access An Assessment of National Policy on Technology Incubation and Skill Acquisition in Nigeria (2013 - 2018)(Department of Political Science, Nasarawa State University Keffi, 2019-12-12) Zakari, Musa; Muhammad, Bello Baban'umma; Ohiani, BelloThe study examined the effect of National Policy on Technology Incubation on Skill Acquisition in Nigeria (2013 - 2018). This study adopts both survey and documentary research design. A total of 368 respondents were purposively selected from incubatees (entrepreneurs) of Technology Incubation Centres (TICs). The study used both primary and secondary method of data collection. The primary data was generated through the instrument of structured questionnaire and semi-structured interview. Secondary data were obtained from existing research and officials documents. Data collected from primary source were presented using descriptive statistics such as frequencies, percentages. Inferential statistical techniques such as multiple regression analysis statistical technique was use to test research hypothesis. Triple helix model of innovation was adopted as theoretical framework. Findings from the study shows that National Policy on Technology Incubation has aided skill acquisition, but little effect on technology development in Nigeria. This is due to the inability of the current technology incubation centres to admit high level invention as a result of pooi equipped modern technology facilities at most of the centres. The study lecommends among other thing, the need for the federal government to sustain its efforts of promoting skill acquisition in order to reduce the rate of unemployment in the country. Social contract theory was used as theoretical framework. The study adopted survey research method; data was collected from the primary and secondary sources. The study reveals that Democracy has enhanced good governance and development for the people in Keffi Local Government. Karu Local Government council to some extent has provided the people of , Karu Local Government Area with social amenities like roads, pipe born water, functional hospital, schools and others essential service for the citizens. The study recommends that Elected and Caretaker Management of Karu Local Government Council should consolidate on the effort made so far by the provision of more physical infrastructures like roads, bridges, potable water, telecommunications and public transport to remote villages that are yet to feel the dividends of democracy.Item Open Access EFFECT OF COMMUNITY PARTICIPATION ON RURAL EMPOWERMENT AND POVERTY REDUCTION IN KARU LOCAL GOVERNMENT AREA(Department of Public Administration, Nasarawa State University Keffi, 2019-07-05) Ibrahim, Isah Salisu; Zakari, MusaThe study examines community participation and poverty reduction in Karu Local Government Area. This study adopted both primary and secondary method of data collection through the instrument of questionnaire and documentary materials. The population involves 232 adult educated male and female. The researcher utilize simple random sampling technique to select the sample population for the study, this is because simple random sampling technique is an unbiased surveying techniques. Finding from the study reveals that community participation programme, has help farmer and traders have access loan to Purchase farm equipment for farming and trader have been able to access loan for business. More also, there are social amenities such as schools, hospitals, water, market and event centre provided through Community participation. The study also discovered that, Community participation in Karu Local Government Area has provided rural dweller with rural infrastructural development such as access road network, bridges, market, electricity etc in order to facilities trade, agricultural and business activities. The recommends that, there should be increase in the degree of trust to citizens to their representatives, the government officials must carry out all actions fair to all beneficiaries and avoid mistrust and political party's differences.Item Open Access Effect of Integrated Payroll and Personnel Information System (IPPIS) on Payroll Fraud in the Budget Office of the Federation(2022-09-03) Dickson, Alhassan Mohammed; Nwekeaku, Charles; Zakari, MusaThis study examined the effect of Integrated Payroll and Personnel Information System (IPPIS) on payroll fraud in the budget office of the federation. The study adopted survey research design. Questionnaire was used to generate primary data. Chi-square statistical analysis was used to analysis the data. Finding from the study shows that the computerized accounting system of the Integrated Payroll and Personnel Information System (IPPIS) has facilitated human resources planning thereby preventing payroll fraud in the Budget office of the Federation. The study also revealed that, the Integrated Payroll and Personnel Information System (IPPIS) has blocked loopholes in the manipulation of personnel records in the Budget Office of the Federation. The study therefore conclude that Integrated Payroll and Personnel Information System (IPPIS) has reduced payroll fraud in the budget office of the federation. The study recommends that, the Integrated Payroll and Personnel Information System should be used to facilitate effective human resource planning through appropriate salary administration system, speedy electronic payment, and accurate feature so as to minimize the problem of payroll fraud. The Implementation of Integrated Payroll and Personnel Information System should be designed in such a way that, officers in-charge of enrolment would not aid or help employees to alter their records.Item Open Access EFFECT OF MANPOWER TRAINING AND DEVELOPMENT ON THE PERFORMANCE OF NIGERIAN IMMIGRATION SERVICE IN NIGERIA(Department of Public Administration, Nasarawa State Unieversity Keffi, 2019-07-06) Ibrahim, Isah Salisu; Zakari, Musa; Shehu, Ibrahim YakubuThe study examined manpower training and development as tools for enhancing employees' performance in Nigerian Immigration Service. To achieve this purpose, hypotheses were formulated to guide the study. Literatures related to the variables under study were reviewed and survey research design was adopted for the study. Forty respondents were randomly selected for the study. The questionnaire was the major instrument used for data collection. The data collected was analyzed using regression analysis. The 0.05 level of significance was used for statistical testing of hypotheses. The result of the hypothesis reveals that training and development programme enhance worker's performance. There is also a significant relationship between Manpower Training and Development and Employee’s performance. And, the study concluded that, Manpower Training and Development has enhances better performance and greater productivity in Nigerian Immigration Service. Based on the findings of the study, recommendations were given. The importance of CBN Intervention Policy in Agriculture cannot be overemphasize because agriculture is one of the major sectors in the economy and a key determinant of long run economic development in Nigeria. The sector contributes to economic development through production oj goods, foreign exchange and exports. The study adopts classical political economy an eve opment approach as theoretical framework. This study utilised the analysis of existing data research method and qualitative methods of data analysis were analyzed. The study was carried out from 2013 to 2017 using Central Bank of Nigeria annual financial statistics to agricultural sector. Finding from t e study reveals that, The CBN intervention is a sub-component of the Federal Government ff‘8^r,a s Commercial Agriculture Development Programme (CADP) which is financed through N200 billion Bond raised by the Debt Management Office (DMO). Loans to eligible entities under the intervention programme were disbursed at a maximum interest of 9 percent. The stu y furt ler s tows a , e CBN over the years has intervened in agricultural sector through the instrument of Agricultural Credit Guarantee Scheme Fund (ACGSF), Anchor Borrowers' Programme (ABP) and Commercial Agriculture Credit Scheme (CACS). Survey and analysis of existing data was adopted as research designed. Primary and secondary methods of data collection were utilized. The study adopted structural-functional theory as postulated by Gabriel Almond, eight five (85) questionnaires were administered to entrepreneurs in Technology Incubation Centre (Lagos, Ogun and Ekiti) only Eight four (84) which represent (99) % response rate were completed and return while, one (1) which represent (1) % response rate were not returned. The data collected was analyzed with the used of descriptive and inferential statistical tools i.e Statistical packages for Social Sciences (SPSS). Finding from the study reveals that, Entrepreneurs have brought about development of technology starts up through creation of new commercial activities, and new economic sectors. They generate jobs for others; they produce goods and services for society; they introduce new technologies and improve or lower cost outputs; and earning. The finding from the study also indicates that, the established of Technology Incubation Centres (TICs) has brought multiplier effects such as employment generation and wealth creation. The main objective of the study is to examine the effect of human resource management on employees’ productivity and performance in the ministry. The study adopted the survey research method. Primary data were collected through questionnaire and oral interviews were conducted to validate responses in the questionnaire. Data analysis was conducted using simple percentage, the major finding includes that, Annual performance appraisal and evaluation of workers has always been properly and equitably conducted. Proper recruitment and select ion processes have been adhere to. The work attitude of the staffs has help in improving employee’s productivity through encouragement in job satisfaction. Promotion of the workers has been regular and based on merit. Motivation of staff was adopted to create good working environment and to improve workers attitude towards achieving corporate objectives. Promotion and maintenance of good working condition of staff were dully observed without bias and sentiment. Human resources managers in Federal Ministry of Niger Delta Affairs have shun and eschew bribery and corruption. The ministry management has embarked on seminars and workshops in order to train its employee for efficient productivity. Despite ongoing progress. 10 per cent of the world lives in poverty and struggle to full! 11 basic needs such as health, education, and access to water and sanitation. Extreme poverty remains high in low-income countries particularly in Nigeria where poverty rate stands at 40.09 percent, representing 82.9 million persons. This study therefore seeks to assess the impact of Sustainable Development Goals (SDGS) on poverty alleviation among rural women and youth in Federal Capital Territory Abuja-Nigeria. The study adopted political system theory as propounded by Easton and Barnard (1965) for theoretical analysis. The study adopted survey and documentary research design. The study seeks to investigate whether Sustainable Development Goals (SDGS) has been achieved Through Social Intervention Programme in Nigeria between 2015 — 2019. Political System Theory propounded by Easton (1965) is used for theoretical Analysis. The study adopted survey and documentary research design. The population of this study comprises ofN-Power Volunteer Corps, public primary school Teachers, N-power officials, public primary school Pupils and vulnerable Nigerians that benefited from conditional Cash Transfer. Two method of data collection was utilized; primary method and secondary method. Two statistical techniques of data analysis were utilized; they are descriptive and inferential statistical techniques: The descriptive statistics was used to present and interpret quantitative data. Descriptive statistics are; frequency table, percentage andfigure. Finding from the study revealed that, finding form the study revealed that, Conditional Cash Transfer Scheme have no significant effect on poverty reduction in Nigeria. Further finding shows that, N-power Programme as actually empowered unemployed graduate in Nigeria. N-power scheme have engaged graduate in four sectors of Nigerian Economy. These include; education, health, tax and agriculture. Finding from the analysis revealed that, Home Grown School Feeding of the Federal Government have improved school enrolment figure ofpupils in public primary school in Nigeria. Apart from improved school enrolment figure, the Home Grown School Feeding has created wealth among women and farmers in Nigeria through the value chain in the school feeding programme. The study recommends that; Federal and State Government should increase the number of participants under the Conditional Cash Transfer Scheme and as well monthly stipend from five (¥5,000) thousand to ten (N10,000) thousand in order to further alleviate among Nigerians. The study relied on secondary method of data collection. The paper concludes that, the implication of Right Based Approach to Governance is the new demandfor accountability and provision of basic entitlement to the citizenry through government commitment with justice andfair. This approach will enhance citizen sense of belonging and reduce agitation for self-actualization been canvass by some section of the country. It will also address security challenges such as; banditry, kidnapping, arm robbery and other insecurity issues in the country. Historical research method was adopted for the paper. That is, Some basic historical documents were relied upon for purposes such as National Science, Technology and Innovation Policy; 2011 -2015, Federal Ministry of Science and Technology “Official Pamphlet, 2014 - 2018, National Board for Technology Incubation (NBTI) strategic plan, Guideline and procedure for the registration of entrepreneur’s documents and technology incubation centres monthly progressive report form. Other data were collected from Journals, unpublished materials, newspapers, magazines and the internet site. Finding from the study reveals that, Technology Incubation Centres (TICs) are centres established by the Federal Government to support technology development in Nigeria. Finding from the study further reveals that, there are 33 centres with estimated 850 or more active Entrepreneurs. Survey of the entrepreneur’s technology development products at various centre includes; electroplanting engineering component, nails and metals, plastic bottle molding, grain processing plant, incubator and hatchery, integrated yoghurt processing machine, DC - AC auto control inverter, Diesel sludge extractors, tricycle, clutch lever, battery terminal and cassava processing machine. The study concludes that, Technology Incubation Centres support Entrepreneurs to create new enterprises, new commercial activities, and new economic sectors. They generate jobs for others; they produce goods and services for society; they introduce new technologies and improve or lower cost outputs; and earning. The establishment of Technology Incubation Centres (TICs) has assisted budding entrepreneurs in the development of new technology-based firms both start-up and fledglings by way of effectively linking talent, technology, capital and know-how to leverage entrepreneurial talent in order to accelerate development of new companies and speedy commercialization of R&D and innovation in Nigeria. This paper draws the attention of government and other stakeholders to Technology Incubation Programme to fund and contribute greatly to the technological development of Nigerian by way of promoting technological entrepreneurship, eradicating poverty through wealth creation, enhancing Nigeria's technological capability and ultimately reducing her reliance on mono-Crude oil economy. Content Analysis and Exploratory Case Studies research method were used for the study. The target populations comprised of some selected Technology incubation centre in the six geo-political zone of the country. A purposive sampling technique method was used; the sample of 12 skill acquisition centre, tw>o from each State. The main research instrument use was in-depth interviews. The study is very important because it will assist government in formulating policy and programme that will further strengthen the innovative skills to be acquired for economic diversification and economic growth. Findings from the study reveal that Skill acquisition is a dynamic skills transmission that is self-regulating and self-reliance. The study further reveals that, about 30 Products were selected for the skill acquisition programme. The overall approach used for the purpose of this social inquiry is survey and content analysis research method. Electoral-cycle approach, which encompasses the pre-voting, voting, and post-voting stages of an electoral process, electoral support can supply more substantive assistance by taking legal frameworks, the electoral system, and the election’s stakeholders into consideration was adopted in the course of the study. The Approach was jointly developed by electoral specialists with extensive field experience from the European Commission (EC) and the International Institute for Democracy and Electoral Assistance (International IDEA). This new way of looking at electoral assistance was a base for training programmes in effective electoral assistance was rolled out for the irst time in 2005 for EC and UNDP staff. Findings from the study show that majority of respondents Acknowledge the present ECOWAS Election Observer’s findings on 2015 general election. This means that, atlcast (83%) of the respondents said they acknowledge the present ECOWAS Election Observer’s findings on 2015 general election. The study reveals that, Nigerians electorate perceives the Present of ECOWAS Election Observer during the 2015 and 2019 general election as unbiased observers and that the ECOWAS election observers has positively impacted on the conduct of free, fair and peaceful general election in Nigeria during the period under review, From the challenges of ECOWAS Observation mission in Nigeria’s elections, the study recommends further efforts by ECOWAS Observation as follows: Allocat: appropriate time and resources to critical ispects of the electoral process such as elect on planning, budget planning, staff selection and capacity building, the voter registration process, the candidate selection process, data management, polling agent recruitment and training, voter and civic education and compliance mechanisms.Item Open Access THE ROLE OF THE NATIONAL AGENCY FOR POVERTY ERADICATION PROGRAMME ON POVERTY REDUCTION IN NASARAWA STATE, NIGERIA(Department of Public Administration, Nasarawa State University Keffi, 2021-11-11) Zakari, Musa; Shehu, Ibrahim Yakubu; Ibrahim, Isah SalisuThere is no state or local government in Nigeria that is absolutely free from poverty, thus, Nigeria government at the centre introduced the “National Poverty Eradication Programme in 2001 to empower the people by reducing poverty among the populace. This study evaluates the effect of National Poverty Eradication Programme on poverty reduction in Nasarawa State. Structural functionalism was adopted as theoretical framework. The study uses survey research method, qualitative and quantitative method of data collection was utilized. The study used descriptive and inferential statistics to present and analyzed the data. Finding from the study reveals that, ‘National Poverty Eradication Programme” to some extent has achieved its objective in the area of training youth on vocational trades, supporting women entrepreneurship culture in Nasarawa State. The results of the study form the bases for policy recommendations especially in the area of ICT, automobile policy, agriculture, financial service. The study recommends that, NAPEP should support more women and youth with micro credit in order establish economic activities to further reduced poverty in Nasarawa State.
