Item Open Access ADMINISTRATION OF CRIMINAL JUSTICE IN NIGERIA: PERCEPTIONS OF THE ROLE OF POLICE AND THE PUBLIC IN CRIMINAL INVESTIGATION IN LAI IA, NASARAWA STATE.(Department of Sociology, Nasarawa State University Keffi, 2018-03-03) Ishaya, Daniel LekuThis study examined administration of criminal justice in Nigeria: perception of the role of Police and public in criminal investigation in Lafia, Nasarawa state. The main objective of this study is to examine the role of police criminal investigation in the administration of criminal justice in Nigeria. The specific objectives of the study are to: Determine the role of police criminal investigation in the administration of criminal justice in Nasarawa State; Examine the relationship between police criminal investigation and crime reporting; Examine challenges confronting police criminal investigation in Nasarawa State; Investigate how police investigation can be improved in the administration of the criminal justice system. Make recommendations on how to facilitate effective and efficient criminal justice administration in Nigeria. Survey design was used and a sample size of 211 respondents was selected through stratified and simple random sampling techniques. Primary data generated through questionnaires were analyzed quantitatively by the use of simple percentages, tables, and multiple correlation statistical technique was employed to test the hypotheses. Structuredinterviews were also conducted. An Investigative Intelligence and Control model was developed and adopted. From the analysis of data generated for the study, the following are major findings: Lack of hardware equipment and scientific techniques. Also, the study discovered that there is a poor public-police relationship. Unfortunately, this has greatly affected the smooth and successful investigation by the police. The study found that there is no police welfare and consequently, little or no motivation among the police. The combination of the above mentioned lead to low performances of police criminal investigation. This negates the sole duty of investigation and by implication, translates into weakening the future for criminal justice. Consequently, this leads to future cycles of injustice and increases in crime. The study recommends adequate funding of police for effective service delivery in the area of crime investigation and crime management. Effort must be made to ensure that the welfare of police officers is improved to spur them to duty. There should be a synergy between the public and the police in terms of crime reporting and investigation. In conclusion, adequate provision of hardware equipment and qualified personnel is necessary for prompt criminal investigation in ensuring effective crime prevention and crime management.Item Open Access AN ANALYSIS ON THE SCIENTIFICITY OF SOCIOLOGY(Department of Sociology, Nasrawa State University, keffi., 2013-01-05) Ishaya, Daniel LekuIt has been that sociology as a discipline anchored on scientific study of human behaviour as it affects the various social institutions in the society. Its emergence and development was characterized by wide range of contributions from philosophers and scholars of great repute, not ably was the French philosopher Auguste Comle (1798 - 1857) who coined the word sociology meanwhile, it was developed from the turmoil of Western Europe. The development of sociology in the early 19th century was heated by debate and Revoution. Instability, chaos, and disorder. Conceptual issue were related and connected by several analysis, interpretation and divergent scholastic view. However, to understand the scientific status of sociology on whether sociology is a science or not we need to now what science is. Science is a body of organized, verified knowlege which has been secured through scientific investigation. Some scholars argued that sociology as an academic discipline is not science, while, others believe it is. this paper intended to show why sociology is recognized and qualified as a science and the need for the two camps to write in order to move the discipline forward for the entire humanity. Theoretical analysis was used to study the problems of the discipline.The scientific investigation and the demonstration of the usefulness of the approach as to enhance more research in the field of the discipline. This study is designed to assess the implementation of e-Government on the performance of Nigerian Immigration Service Headquarters Abuja. The work adopted a survey method while its theoretical framework is Systems Theory. After which it was discovered that the effects of e-Government on the accountability of Nigerian Immigration Service Headquarters Abuja has enhanced'operations of the service as the adoption of e-Government improved service delivery. Although, Cybercrime and inadequate manpower to manage the service has been the factor militating against the use of e-Government for service delivery in the organisation. The study suggested that Nigerian Immigration Service should upgrade its current e-Government plan by providing the necessary that will aid the successful implementation of the policy in the organization, which will help it improve oh its digital and internet access among staff and the general public in order to continue [achieving their organizational goals which will further enhanced the operations of the service.Item Open Access Assessment of Cybercrime on Postal Service: A Study of Nigeria Postal Service(Department of Sociology, Nasarawa State University, Keffi, 2018-03-22) Ocheni, Nuhu; Ishaya, Daniel LekuThe emergence of cyberspace is increasingly impacting almost every aspect of our lives. It is transforming many countries growth, dismantling barriers to commerce, and allowing people across the globe to communicate, collaborate and exchange ideas. However, behind this increasing dependence on cyberspace lies new risk that threatens the nation’s economy and security. Sensitive data, • network and systems that we now trust can easily be compromised. This study assessed Cybercrime in Nigeria Postal Service. The study adopted survey research design and a simple random technique was used to select respondents from Nigeria Postal Service (NIPOST) headquarters. Questionnaire and interview were the instruments used for data collection. Descriptive and inferential statistics were the statistical tool used for analysis. The descriptive statistics involved the use of frequency simple percentages. The results show a strong and positive relationship between cyber insecurity and cyber crime; as well as growth in telecommunication technology are some of the factors responsible for cyber criminality in Nigeria. It is the conclusion of this study that lack of effective and efficient laws and increased knowledge in information technology have provided a fertile ground for cyber criminal activities to strive. The study recommended that workable and sound laws should be put in place to checkmate and combat the incidence of cybercrime; honest action to addressing the menace of poverty, unemployment, corruption among others to ameliorating the challenges of cybercrime in Nigeria.Item Open Access Assessment of Insurgency and the State of the InsecurityStrategies in Combatting Security Forces Against Criminal Behaviour in Nigeria(Department of Sociology, Nasarawa State University, Keffi, 2021-06-10) Ishaya, Daniel Leku; Yiga, Helen SadiInsurgency is an embodiment of social ills th^ has threatened the security globally. I The ugly trends have affected the entire social existence and gamut of the human society both individual, social group and society as a whole. The problem of insurgency in Nigeria has negative connotation and impacts in the society. Insecurity in Nigeria have led to wanton destruction of lives and properties and social dislocation which necessitates government diversion of its resources that are meant for developmental programmed to the fight against insurgencies. Insecurity in the country is the major challenges confronting the society as a result of the system failure and dysfunctional governance. The system required synergy and collaboration both national and international in the country to fight insurgency. Theory of demolished crime security was used. The study utilized both primary and secondary methods. Sample size of 351 was drawn and the multi-stage sampling techniques designs with the ultimate sampling units being clusters were derived. The study revealed that security apparatus and law enforcement in Nigeria have significant role in the management of security challenges in fighting or combatting insurgent. Provision of useful information, identification of insurgents and the formation of community policing are fundamentals in fighting the menace. The study concludes that the problems associated with the fight against insurgency are because of the system failure and lack of internal and external control mechanism to checked the dysfunctions of the social system and lack of sufficient and inadequate international and national collaboration and synergy among the sister agencies and community policing. The study recommends that internal control system and adequate information disseminations would have enhanced security strategy in the country. Security need to be strengthened through provision of modem gadget or techniques, security mapping, general pocket radio service (GPRS), tracking system welfares and encouragement. Therefore, security require injecting new blood and geosociological mapping in the system to address the ugly phenomenon.Item Open Access Assessment of the National Security and Psychological Wellbeing in Democratic Process: Issues and Perspective(Department of Sociology, Nasarawa State University Keffi, 2022-11-11) Ishaya, Daniel Leku; Omaku, Sani A.S.; Smah, Deborah H.Security is one of the crucial factors that facilitate the development of a nation. The psychological well-being of its citizens is essential to the success of any society. However, in a society where insecurity is the order of the day, citizens will be psychologically disorganized to think about how to move society forward. Social scientists, especially psychologists, have a duty to intervene in this critical question. This paper, therefore, examined insecurity and psychological well-being as the related variables for the underdevelopment crisis in Nigeria and secondary data were obtained from textbooks, related journals, and online resources. This paper is based on Sigmund Freud's psychoanalytic theory, Emile Durkheim's anomic theory and Albert Bandura’s social learning theory. Findings show that Nigeria’s insecurity issues, such as terrorism, corruption, ethnic militias, herders attacks, kidnapping and youth unemployment, are increasing daily. At the same time, Nigeria’s mental well-being has declined. In light of the negative impact of insecurity on mental well-being, the paper recommends appropriate counselling and psychotherapeutic units at different levels of government in Nigeria. Candidates for various political offices should undergo psychological tests to assess their mental health. There should be a participatory democracy where people’s voices court, good governance should be in place, security agencies should be well-motivated and equipped with modern crime-fighting equipment, and the judiciary should be sanitized to facilitate justice.Item Open Access Assessment of Vigilante Groups in Preventing Crime in Angwan Jama'a, Keffi Local Government Area of Nasarawa State.(Department of Sociology, Nasarawa State University, Keffi, 2021-08-22) Ishaya, Daniel Leku; Usman, Alhaji Yusuf; Yahaya, Sabo Sarkin NomaThe study examines the vigilante group and security threats in curbing social ills among insecurity challenges in the society. Vigilante groups have help in regulating, managing and controlling crime as well as curtailing criminal activities. Some of the menace bedeviling vigilante in fighting crime in Nigeria are inadequate modern gadget and facilities, poor enumerations and lack of proper synergy and internal control system. A survey design was used. One hundred and twenty-three (123) questionnaires were administered and one hundred and six (106) were retrieved. Simple percentages were used for data analysis. Social Contract theory was adopted. Findings shown that the crime rate is alarming and formidable. Therefore, vigilante groups in its current form would combating criminal components and possibly enhanced management of crime and reduction. Findings revealed that members of the community need to collaborates with the vigilante groups for effective support and to proffered ways of solving the problem of crime in Nigeria. The study concludes and recommends that vigilante activities should be strengthen and motivated in carried out effective duty. Monitoring team should be setup in mapping and checking all the activities of vigilante group in crime regulation and control. There should be a policy framework for networks and information system mechanismto boat and equipped them. Training and re-training is a gateway for a well-trained able bodied persons recruited from the community in order to enhanced understanding and maintain cordial relationship and, partnership between the police law enforcement agency and vigilante groups in the community.Item Open Access The carnage of ethnic cleansing and genocide in Agyaragu southern senatorial district of Nasarawa State, Nigeria(Department of Sociology, Nasarawa State University Keffi,, 2014-10-01) Ishaya, Daniel LekuThere was a communal ethnic disturbance in Araguaya southern senatorial districts, Nasarawa State whereby lives were lost and properties destroyed. The gruesome attack and the heinous acts of carnage and ethnic cleansing caused serious challenges and setback on gland between the ethnic group and state in general. The brutal killing of people, looting and bringing of properties led to enmity between the ethnic extractions which metamorphosed to genocide of minority group by the dormant ethnic group in southern senatorial district, Nasarawa State. The conceptual clarification dwell basically on the ethnic cleansing, ethnic group, massacre, genocide, and the study adopted conflict theory of ethnicity as a theoretical framework. Secondary and primary sources of data were used whereas the paper, the immediate and remote causes of ethnic conflict was also extensively discussed. This paper view conflict as a disagreement between two groups and therefore concluded that violence is a major hindrance to development. The study recommended government to constitute industrial resurrection committee and security should redouble their commitment, control all manner of ethnic disturbance and enforce all the legal and security technique in establishing peace and industrial harmony in the state and society as a whole.Item Open Access Community Policing Relations and Partnership Among Law Enforcement in 21st Century Crime Regulation, Prevention and Management, Nasarawa State(2020-09-22) Ishaya, Daniel LekuCommunity policing relations and partnership among law enforcement aim at crime regulation and management in Nigeria with reference to Nasarawa state, Obi Local Government Area. The study sought to identify community policing and law enforcement in crime prevention; combating and the problem solving associates with community policing in crime prevention and partnership among law enforcement. Survey design was adopted and Questionnaire were administered. Frequency and percentages were used to describe the responses from respondents which shows that 3.56% was targeted sample from the population, out of 46 of the respondents, representing 29.5% described community policing as very effective mechanism of crime prevention in the study area. As well out 45 respondents, 28 of the respondents representing 62.22% agreed quality information determined law enforcement and community policing responses on crime prevention. This implies that community policing is an appropriate tool for crime regulation and management. Chi-square based measure was used to examine the relationship between and among the variables and test of hypotheses. Analysis of the study revealed that community policing and police law enforcement in crime prevention faces inadequate funding, lack of enough physical structures, poor management and logistics to be some of the major problems affecting community policing and police crime prevention. The study concludes and recommends that community policing and law enforcement should be strengthening to curb crime in the society. The study conceptualized and theorized deviance and mental health through the sociological, biological, and psychological dimensions. All theories agreed that deviant behaviour begins from childhood through old-age. This suggests a deviation from behaviour appropriate to the laws or norms and values of a particular society. This makes deviance to be relative, depending on the society and individual. Mental illness and Post-Traumatic-Stress-Disorder (PTSD) as the inflicted or labelled deviants are unable to cope. The behavioural aftermath of PTSD typically involves increased aggression and drug and alcohol abuse, which could lead to anxiety, depression, insomnia, plus memory and cognitive impairments or mental disorder. The danger and risk associated with cybercrime is immense and horrible. The challenges has become a national pandemic across human society. The continuous and increased of cyber and digital crimes use for critical evidence and investigation towards the preservation, collection, validation identification,analysis, interpretation and presentation of digital evidence derived from digital reconstruction of events found to be helping to facilitate the authorized action to be disruptive. Researcher employed documentary secondary methods, survey based secondary data and multiple sources of data to obtain useful information. The amalgamation from these combine different secondary methods of data that have been collected for a different purpose provide valuable foundation for the research. The social implication in the human society is considered to be negative, harmful which the people suffered from cybercrimes and why the digital networking are tools target for the crime and all form of anti- social behaviour. The findings and the results revealed that scientific technology and modern gadget should be deploy to combat these ugly phenomenon. In conclusion, all activities related to cyber criminality and cybercrimes as well as cyber security are social evil and should be discouraged and sanctioned. Therefore, the paper recommends that the modern gadget and tools should be encouraged. The public thinks, believe, and feels about the law and the legal system determine whether people actually turn to law or turn away from if whether the support the law or fight it and therefore whether the legal system succeeds in its social control functions or fails. The cardinal objective of study is to conduct a survey of public perception of criminal laws and sanctions in Nigeria and the research questions were examined the level of public support for state laws, public choices of penalties for criminal offences the perceptions of state law and punishment in Nigeria subgroup population vary in the way of punish offences. The major theoretical framework used for the paper is Marxist theory this explain the inherent contradiction, inequality and division of classes and group in the society. The theory submits that many of the laws in Nigeria are biased in favors of the economically privileged class and the law will not receive much public support. The paper also utilized secondary sources of data analysis the study concluded and recommended that in order to sustain widespread public support for the state laws or even to broaden support. Die objectives of the study are to understand the undercover investigation role in combating crimes in the society, amidst the growing trend of cybercrime, fraud, banditry, kidnapping, and terrorism. This underscore the undercover security trends in the society. The principle of individualized suspicion and the presumption of innocence and also to violates the right to privacy of citizens. Similarly, spying on the people and carrying out cooperate espionage is important because this is the only way treason and felony can be checkmate, and national security of the country can be assured. The research design employed in the study was a descriptive survey. The study provides statistical data as empirical evidence and descriptive analysis for the study. The findings revealed that government should provide facilities for strong weapon to use against anybody. The study recommended that there should be legislation on privacy protection of the privacy of citizenry so as to maintain some level of trust between the government, security agencies and the society. There should be proper programmes in place that carries out background checks of undercover security agents, as well as psychiatric evaluation, so as ascertain their stability, state of mind, and loyalty to the laws of the state. In conclusion, adequate human capacity training for undercover security agents on how to carry out safe undercover investigation and effective operation to curb criminal elements in the society is germane among the security architecture.Item Open Access Crimes against the State in Nigeria: Theoretical Issues and Empirical Evidence(Department of Sociology, Nasarawa State University, Keffi, 2019-02-17) Ishaya, Daniel LekuThe study attempts to explain the relationship between drug addiction and criminality among youths in Nasarawa State electoral system and Nigeria in general. The paper gives the historical background of drug abuse and criminality, giving the historical antecedent on how it started and spread into the society. The study equally discusses the nature and pattern of drug addiction and criminality related it with other studies that have being done in Nigeria. Eco system theory was adopted as a theoretical approach to the study. The study demonstrates how drug abuse and criminality enhanced negative behaviour in youth development. The study found that drugs abuse and criminality in contemporary society is the major causes of youth engaging in crime, social problems among other social vices. This is largely due to neglect and mismanagement of resources and misplaced value that had resulted to the congestion of inmates in the prison. Recently, there are clarion calls for de-congestion of inmates in the prisons and quick dispensation of justice to decongest the inmates in the prison. The study aim to assess the conceptual framework and analysis of prison, causes and implications of prison congestion as well as theory relevant to the subject matter. The congestion of prisofis in Nigeria is basically caused by; court delay>ance in the administration of justice, poverty, police abuse ofpower to arrest, and bad condition to speed administration of justice. Prison congestion brings about poor feeding, poor accommodation, and poor medical condition of inmates. This exposes inmates to learn more criminal skills. Based on the above, the study recommends that government should expand and improve facilities to measure with the increasing population of the inmates awaiting trials in the prison and whose offenses are not too serious should be set free or punished accordingly in place of imprisonment. And again cases of awaiting trials should be speed up. The study also suggests that the government should employ adequate measure to ensure that recommendations posited in the study are implemented for effective administration of criminal justice towards prison decongestion in Nigeria.
