Abstract

This research work is about Public Procurement Act and Accountability in the Nigerian National Assembly Procurement Process. It evaluates how accountable the Nigerian National Assembly is to the Public Procurement Act, Procurement Processes and how answerable it is to the Bureau for Public Procurement (BPP) the regulatory body of Public Procurement in Nigeria. It is also an attempt at documenting the Process and Procedures of the Nigerian National Assembly Public Procurement activities. The study employed Documentary Research, thus it relied on Public Procurement Act, 2007, Procurement Manuals, National Assembly procurement reports and minutes of meetings and the data realized were analyzed with aid of deductive reasoning. The study revealed that the National Assembly is accountable to the PPA, 2007 in respect to adopting principles of transparency, competition, value for money in her procurement processes, however, in submitting annual procurement reports for auditing purpose, seeking approval for its Procurement Plan and obtaining Certificate of No-Objection for awarding contracts as prescribed by the PPA, the National Assembly does not relate with BPP, the regulatory agency for public procurement activities in Nigeria. Therefore, National Assembly is not accountable to the Public Procurement Act, 2007.
