ACCESS TO AND USE OF DIGITAL INFORMATION RESOURCES AND RESEARCH OUTPUT OF ACADEMIC STAFF IN FEDERAL UNIVERSITY LIBRARIES IN NORTHERN NIGERIA

This study investigated access, use and research output of academic staff in federal university libraries in Nonhem Nigeria. Two null hypotheses were formulated. Descriptive survey research was adopted with the target population of 12691 respondents (ICT staff and lecturers) in federal university libraries in Northern Nigeria. 'Multi-stage sampling technique was used to select 386 respondents from nine universities. Questionnaire and observation checklist were the data collection instruments used for the study. Out of 456 copies of filled and returned in usable form. Chi-square was used to test the two null hypotheses. Results showed significant in influence of preservation techniques adopted and the use of digital resources on research output. On the other hand, there was significant influence of access to digital resources on research output of academic staff. The study concluded that research output of academic staff depends on the adoption of preservation techniques and use of digital resources ir. the studied university libraries. The study recommended that preservation techniques utilized for conservation of digital resource by ICT units should be sustained and access to digital resources and use by academic staff in the university libraries in Northern Nigerian should be sustained as well so as to promote research output of lecturers.

المقالة بعنوان: "إنجازات ومساهمات ابن سينا في مجال العلوم والتكنولوجيا،" لها أهمية كبرى حيث إنها ترتكز على إنجازات ومساهمات ابن سينا في العلوم والتكنولوجيا مع نظرية شاملة لأعماله وإنجازاته القيمة. تناولت المقالة نبذة تاريخية عن حياة ابن سينا وبعض إنجازاته ومساهماته في مجال العلوم والتكنولوجيا. وتعتمد هذه المقالة على المنهج التاريخي الوصفي.ومن النتائج التي توصلت إليها الباحثان: أن ابن سينا كرّس نفسه للعلم والبحوث فأبدع في ذلك وأحدث ثورة علمية لا زالت آثارها إلى يومنا هذا، ولا تقتصر إنجازاته على الطب فقط بل تعدتها إلى مجالات مختلفة مثل الفلسفة وعلم المنطق وعلم الفلك وعلم النبات وعلوم الأرض الفيزياء، والكيمياء، و هو المؤسس الرئيسي للجيولوجيا عند العرب. كانت أهم أعماله كتاب الشفاء الذي خصّص جزءاً من بين أجزاء كتابه الأربعة للرياضيات.

ADEQUACY AND JUST COLLECTION AND DISTRIBUTION OF ZAKAHAS A STRATEGY FOR ECONOMIC GROWTH IN LAFIA

The aim of this paper is to address the inadequacy of Zakah distribution among the Muslims of Lafia, Nasarawa State Zakah as one of the pillar of Islam its ultimate objective is redistribution of income among the poor within the community in order to alleviate the financial difficulty experienced by people in the society. However, inadequate and unjust distribution of Zakah by the wealthy people has weaken the institution and narrow its prosperity, its essence is to boost economic growth if properly implemented and to cater for the welfare of common citizens. The researcher adopted the use of library materials; with the Qur’an and Hadith serving as the primary sources, interview was also conducted. The findings of this research show that eligible persons whose money reaches nisab (the prescribed amount) when they have set aside the percentage for Zakah, instead of giving the reasonable amount to the people so as to benefit but they rather split and splash the money and distribute one thousand naira only (W1,000) or two thousand naira only ($42, 000) to a large number of the beneficiaries, which has defeated the aim, the meagre amount given may not enable the recipients to establish the business. It is recommended that a reasonable amount should be shared to the people annually, perhaps the beneficiaries can use the money to start a business that can contribute to economic growth, finally, there should be a strong and functioning committee under Jama’atu Nasril Islam (JNI), Jama'atu Izalatil Bid’ah Wa Iqamatis- Sunnah (JIBWIS), Fityanul-Islam, Voice of Islam (VOI) etc. who can persuade the wealthy Muslims towards giving the Zakah.

Analysis of Person Deixis in Buhari’s 2019 Victory/ Democracy Day Speech of June 12,2019

Politicians resort to ‘soft power' to influence others and to persuade them to support their attitudes about given issues through the use of language as a persuasive power. Among the linguistic tools adopted to achieve specific goals is the pronominal system. The present study> tries to investigate the use of person diexis in the democracy day speech of President Muhammad Btihari of Nigeria. It adopts van Dijk's(2001) Critical Discourse Analysis (CDA) approach as the theoretical model which is an attempt to unmask ideologically permeated and often obscured structures of power, political control and dominance as well as strategies of discriminatory inclusion and exclusion in language use. The study adopts quantitative method of analysis which is based on the use of statistical approach to get empirical data. The statistical approach consists of counting the number of occurrences of the person diexis. The analysis done reveals that among the three person diexis that were recurrent in the text, the plural personal pronoun ‘we ’ has the highest number of occurrence showing that President Muhammad Buhari through her speech tries to foster a bond of unity and togetherness with the Nigerian people.

Application of attitudes of Prophet Muhammad (SAW): a take for Nigerian leaders

Allah (SWT) has described the perfect attitude of Muhammad (SAW) in His own word, “Indeed in the Messenger of Allah (Muhammad) you have a good example to follow”, in another vein He says, “And verily, you (O Muhammad) are on an exalted standard of character”. Prophet Muhammad (SAW) has numerous attitudes. As a leader, if abide by some of his characters will enrich ones leadership style. As the afore mentioned verses said, Muhammad (SAW) serve as exemplary leader to entire universe, among his attitude to be discussed in this paper are, truthfulness, generosity, kindness, humbleness and mercy. While writing about him (SAW), I cannot, after all, knowing about a ruler who had a large entourage of servants; who owned vast treasures of gold and silver; who would come before his people wearing a crown, an expensive robe, and invaluable jewels. Such was the way of innumerable kings throughout history, but it was not the way of the man that I write about in this paper. His wealth also was vast, but it was of the spiritual, and not of material, kind. He was and continues to be a source of constant blessings for mankind. He is Muhammad, the Messenger of Allah (SAW).

Ethic is known as Akhlaq based on Al-Qur'an and Sunnah of the Prophet (SAW) Allah (SWT), Ethic of modern biotechnology is classified according to three part of akhlaq: ethical issues related to Allah (SWT), ethic among human beings and ethic related to living things. In this paper, Application of Islamic Bioethics to Biotechnology will be discussed. The paper brings a lot of benefits to promote health, social and economic growth to our society. This paper hopes to highlight bioethical issues in modern biotechnology and their importance according to Islamic perspectives. This paper also looks into the impact of bioethics on Muslims character and faith as a general guidance so that the works done on the field of biotechnology nowadays are in compliance with the laws of Islam and do not bring detrimental effect to the religion, race and nation. the discussion also touches on biotechnological issues that are related to ethics for further understanding, and in turn identifies the best possible solutions to avoid problems from happenining. The society manipulates science and techonology for personal gains without considering whether the impact is positive or negative.

الحمد لله الذي جعل الأهلة مواقيت للناس والحج، وجعل الحج في أشهر معلومات. والصلاة والسلام على حبيبنا وقائدنا محمد بن عبد الله، مرشد الحجاج والـمعتمرين، القائل في حديثه الشريف: "خذوا عني مناسككم"، صلوات الله وسلامه عليه وعلى آله الطيِّــبين الطاهرين، وأصحابه الكرام البررة، وعلى كل من تبعهم بإحسان إلى يوم الدين. The paper aims to appraise the Islamic and scientific historical achievements and how they both made impact on the level of successes in the society in the mist of modem challenges. This paper adopts library research method for composing the analysis narration. The descriptive approach is the main tool in explaining the data. The study revealed that all thought not guided by true, authentic, and universal knowledge is uncertain and therefore unauthentic. The paper concludes that in Islam there is no science for the sake of science and no knowledge for the sake of knowledge. AN APPRAISAL OF MINING ACTIVITIES (BARITE) IN THE TRANSFORMATION OF NASARAWA STATE ECONOMY (A CASE STUDY OF AZARA BARITE MINING INDUSTRY).

This study is concerned with the appraisal of mining activities in transformation and sustainable development of Nasarawa state and Nigeria economy a whole with emphasis on barite mining industry in Azara Development area of Awe local government area of Nasarawa state. The work was necessitated by the low participation of barite solid mineral in mining industries due to inadequate basic infrastructure around the mining industry. The basic objective of this research is to ascertain the importance, value of barite minerals as an input to many manufacturing industries especially the gas and oil industries. These will promote industrialization. The study utilized both primary and secondary data. The method of analysis was Anova. The study observed that non-oil sector has in the past provided the Nigerian economy’s major source of foreign exchange. However, the crude oil in 1970’s overtake the non-oil sector in the provision of foreign exchange. The study emphasized that the development of barite industries should be a way of achieving a viable sustainable development. The study suggested that the government should expand its export portfolio by intensifying efforts on deposit exploration and exploitation of the barite deposit in Azara. The government should also provide the inhabitant of the areas with soft loans aimed at encouraging their orals of barite mining activities in order to uplifting their living standard.

Gender is a social construct that allots roles and limits for men and women, while gender equality means women and men having equal rights, responsibilities, duties and status.1 However it does not mean women and men are the same. Men and Women are equal in terms of their relationship to Allāh (SWT). Islam is divine revealed by Allāh, and it is Allāh who creates men and women differently so that they may fulfill different purpose in life. Muslims consider this to be a blessing. It is not a question of the superiority of one sex over another rather it is a matter of role differentiation. Men and women complement one another and both are equally indispensable.

Islam as a way of life has made provision for tackling every human problem. Contributions of reputable is Islamic scholars around the world in the area of similar challenges have useful suggestions. Reports from experts, professionals, stakeholders and mass media have confirmed that everyone is feeling the impact in various markets around the world and are responding to the challenge in their peculiar ways in order to escape its deadly effects. The target of this article is to inform as well as educate the people in all walks of life on need to carefully examine this global challenge along the Islamic point of view. The article concludes that it is the duty of everyone to use every available means to curb such a global issue by way of adopting Islamic measures.

Appraising the Economic Recovery Growth Plan (ERGP) As a Developmental State Paradigm

This paper seeks to appraise the current Economic Recovery Growth Program (ERGP) of the Muhammadu Buhari administration as a developmental state paradigm. The need perhaps to make Nigeria a global economic player inform the desire to formulate the ERGP with a pouching strategy of implementation, besides Nigeria with her vast deposit of human and natural resource is seen to be a potential economic power house globally if the right step and framework are put in place. The ERGP harped on consistent failures of previous policy document, like the vision 2010; the needs document to map out its strategy for success. The finding from this study shows some vital linkage between the ERGP and the developmental state paradigm which emphasises massive state intervention in the running of economic activities, the paper adopted certain vital feature of developmental state to compare the objective vision of the ERGP document with regard to what the document has achieved so far since its launch in February 2017. Meanwhile the paper concludes that one year down the line after the launch of the ERGP Nigeria is still grappling with most if not all of the challenges that lead to the formulation of the plan, as Nigeria still continue to groan under negative and abysmal developmental potentials.

إن من أهم مسؤوليات أولياء الأمور تحت أي نظام مثالي توزيع الأعمال والوظائف بمقدار المواهب واعتبار الناس جميعا مستاوين فى أصل الحقوق والواجبات لتكون جميع القوى الإنسانية فى المجتمع متلاقية فى المحافظة على مصالح الآحاد ودفع الأضرار، ثم فى المحافظة على دفع الأضرار عن البنية الاجتماعية وإقامته على أسس سليمة. ولا شك أن تحقيق ذلك يكمن فى حرص أهل الحل والعقد على معاملة رعاياهم بالمساواة والشفقة عليهم. لقد تعرضت هذه المقالة لتعيين ومناقشة عوامل ظاهرة البطالة التي يكتوي بنارها كثير من مدرسي اللغة العربية والدراسات الإسلامية فى جنوب شرقي نيجيريا. إن مدرسي الدراسات العربية والإسلامية في هذه المنقطة يعيشون أوضاعا حرفية صعبة. يعيشون بين مطرقة الشعب المسيحي الذي لا ينظر إلى مدرس اللغة العربية إلى بعين الريبة والشك وسنْدان الحكومات التي يتكون أفرادها من قبيلة متجانسة لغة ودينا. وما اللغة العربية وشهاداتها عند هؤلاء القوم إلا كناسة لا محل لها إلا فى المزبلة. ولقد بذل الباحث جهداً فى إلقاء الضوء على عوامل استهجان اللغة العربية من قبل أهالي هذه المنطقة شعبا وحكومة. ومن أبرز ما خلص إليه أن العامل الديني يتمتع بنصيب الأسد من بين تلك العوامل. ومن ثم تقدم بعدد من الحلول لهذه الظاهرة التي تهدد وجود العربية ومدرسيها فى المنطقة.

الحمد لله الذي جعل العربية لغة مستديمة للحياة، تشتاق لمعرفتها القلوب، وتشتهي بتعليمها النفوس، وترغب باستثماراتها العلماء والأدباء سببا لكونها رمزية معقدة بطقوس الدين الإسلامي، وبها نزل القرآن الكريم على أفضل وأفصح العرب قاطبة على الاطلاق سيدنا محمد وعلى آله وصحبه أجمعين. وبعد، فاللغة العربية لم تكن اللغة الرسمية في هذه البلاد ولكن تعتبر عند المسلمين عامة لغة ذات أهمية ومميزة لديهم في أمورهم الدينية. مع شدة التحديات والعقبات التي تواجهها اللغة العربية في نيجيريا إلا أنها قد أثرت في بعض المجلات الحكومية وصارت رمزا مهما عند الحكومة النيجيرية، فلذا أراد الباحثان أن يقدما شيئا ملموسا بعنوان" اللغة العربية أسبقيتها ومكانتها لدى حكومة نيجيريا الفدرالية" ويحتوي هذا المقال على النقاط التالية: • اللغة العربية في نيجيريا • اللغة العربية أهميتها ومكانتها في نيجيريا • اللغة العربية وأسبقيتها إلى نيجيريا من اللغات الأخرى • الأهداف الرئيسة في تعليم اللغة العربية عند حكومة نيجيريا • عوامل نهضة اللغة العربية في نيجيريا. • المؤسسات العربية التي أنشأتها الحكومة النيجيرية
