Item Open Access Assessment of Public Perception on the Performance of the Code of Conduct Bureau and Tribunal in Combating Corruption in the Nigeria Public Service(2022-09-03) Sunday, Ede Hyacinth; Mohammed, Abdullahi; Bafeto, Aliyu AbubakarCorruption has remained topical in the discourse of Nigerian social economic and political stagnation. Amongst other establishments to curtail corruption in Nigeria, are the Code of Conduct Bureau and Code of Conduct Tribunal. This study sought to investigate, the extent the Code of Conduct Bureau and Tribunal through their enforcement of assets declaration of public officers and trial of defaulters, has enforced compliance with the Code of Conduct for public officers in Nigeria, and helped to combat corruption in the Nigeria public service from 2007 to 2020. The study adopted descriptive research design that relies on the use of survey that utilized questionnaire and analysis of existing records to collect data. The study found that, the extent of enforcement of compliance by public officers to assets declaration by Code of Conduct Bureau is moderate. But the extent the Code of Conduct Bureau has prosecuted offending public officers at the Code of Conduct Tribunal is very low and insignificant, more than 50% of the cases referred to the Tribunal by the Bureaus are thrown out, and the accused acquitted and discharged. This goes to show that the level of effectiveness of the Bureau in conducting investigations and verifications of assets declaration claims is very poor. The conclusion of the study is therefore, that, the Code of Conduct Bureau and Tribunal were ineffective in combating corruption in the Nigerian public service in the reviewed period. Based on the findings and the evidence in literature, it is recommended that the CCB and CCT be reformed and funded properly. Furthermore, it could be merged with the seemingly more effective anti-corruption agencies like EFCC or ICPC and their scope expandedItem Open Access ASSESSMENT OF ROAD TRAFFIC ACCIDENTS ALONG LAFIA-AKWANGA ROAD, NASARAWA STATE NIGERIA(Environmental Resource Management Department, Nasarawa State University, Keffi, 2016-09-21) Mohammed, AbdullahiRoad traffic accident constitutes a threat to the movement of both human and material resources. It is a global challenge and the situation is worst in Africa, especially Nigeria. This study assessed road traffic accidents along Akwanga-Lafia road in Nasarawa state, Nigeria between 2011-2015. The data source was secondary and collected from Federal Road Safety Corps (FRSC), Vehicle Inspection Office (VIO) and The Nigerian Police Traffic Division (NPTD). The data was analyzed using simple descriptive statistics. The study showed that 859 accidents occurred along the route between 2011 and 2015 killing 714 people while 1489 were injured. There were 163 accidents in 2011,148 in 2012,186 in 2013,181 in 2014 and 181 in 2015. In 2011, the months of January and April recorded the highest the number of accidents while the month of October recorded the least. In 2012, the months of January, February and May recorded the highest number of accidents with 16 accidents each while the least was recorded in July and August with 8 accidents each. In 2013, the months of June and December recorded the highest accidents with 20 each while the least was in the months of January, July and August with 13 accidents each. In 2014, July recorded the highest number of accidents (25) while the least was in June (10). In 2015, April recorded the highest (19) number of traffic road accident while the least was in March (10). A total of 19 locations were identified to be accident prone areas with ‘many have gone’ (3.76%), Sabon Pegi Shabu (13.3%), Wamba Junction Akwanga (16.2%), Nasarawa Polytechnic (8.84%), Total fuel station Akwanga (15.4%), Azuba Lafia (14.4%) and Chris Abashi (13.8%) as the most accident prone locations. The causes of accidents identified were speed limit violation (35.04%), dangerous driving (11.6%), wrongful overtaking (15.9%), brake failure (11.9%) and nature of land use along the road. There were 258 people that were injured in 2011 while 178 were killed;in 2012, 279 persons were injured while 108 were killed,in 2013, 303 persons were injured while 161 were killed,in 2014, 146 persons were injured while 346 were killed and in 2015, 300 persons were injured while 171 were killed. The highest number of deaths (346) was recorded in 2014 and in 2011(178). Year 2013 recorded the highest number of injured persons (303) followed by 279 in 2012. The study concludes that the number of road accidents along the route is very high considering that the road is only about 59 Kilometer. It is recommended that the lead agency in road safety management in Nigeria (Federal Road Safety Corps) ought to create awareness on the use of speed limiting device and subsequently enforce it on all categories vehicles create awareness on how to check the expiry date on tyres, aggressively educate motorist on the Highway Code and step up their enforcement drive. Relevant development authorities should regulate the nature of land use along the road and relevant road furniture should be provided.Item Open Access CORRUPTION AND GOOD GOVERNANCE IN NIGERIA: THE HOPES AND PAINS(Department of Public Adminstration, Nasarawa State University, Keffi., 2016-09-03) Adokwe, Comfort Ayine; Mohammed, Abdullahi; Hyacinth, NjokuThe prevalence of corruption and its negative effects on governance in Africa since the postcolonial era with particular reference to Nigeria in the fourth republic cannot be overemphasised for it has nibbed the collective wellbeing of the people of Nigeria and Africa as a whole; the current economic challenges and social crisis in Nigeria are hinged on lack of good governance and corruption. However; there seem to be lack of national consensus on repulsion against conniption and its perpetrators, even with the establishment of anti-corruption agencies like Economic and Financial Crime Commission (EFCC). The paper examines and bring to the fore extent of governance in Nigeria, particularly in the Fourth Republic and then examine the impact of corruption on good governance in Nigeria, highlighting bow it engenders socio-economic development and maladministration and undermining the essentials of good governance. Conclusion were made and recommendations on how to fight corruption in Nigeria and Africa as whole, like learning from the Singapore approaches to fighting corruption, which hinge on political will\ effective anti-corruption law, agency, adjudication and administration.Item Open Access Effect of Concession Contract on Infrastructural Development in Kaduna State University, Nigeria(2022-09-03) Mohammed, Abdullahi; Aduku, James OdauduThe growing need for infrastructural development in Nigeria has left the government and other government agencies with no option but to resort into alternative means of providing the basic needs of their people. The choice of any PPP contract is very important; it is on the importance of choice of contract that this study examines the effect of concession contract on infrastructural development of Kaduna State University. Based on the nature of the study which involves the personal opinion of respondents, the study adopted a descriptive survey design approach. The population of the study consisted of all the staff of the works department of the university and a random sampling technique was used to select a total number of 60 staff for the study. The study used primary data. The result shows that Design-Build-Finance- Operate has a positive and significant effect on infrastructural development in Kaduna State University. The result also shows that Build-Own-Operate has a negative and insignificant effect on infrastructural development in Kaduna State University. The same thing with Build-Own-Operate-Transfer, it also shows a negative and insignificant effect on infrastructural development in Kaduna State University. Finally, Finance-Operate-Transfer a negative and significant effect on infrastructural development in Kaduna State University. The study therefore concluded that concession contract has a significant effect on infrastructural development in Kaduna State University. From the result of the analysis, it was revealed that the concession contract has a positive and significant effect on infrastructural development in Kaduna State University. It is therefore recommended that management of Kaduna State University should consider concession contract in terms of to improve infrastructural development in Kaduna State University. The study finds that, there is positive and significant relationship between Design-Build- Finance-Operate and infrastructural development in Kaduna State University. The main objective of the study is to examine whether problems of access, affordable and quality health care services delivery among the staff of these two government agencies are resolved through proper implementation of National Health Insurance Policy. The research design method used for this study is survey design. This design was used so as to capture the entire domain of the study. The primary data was obtained through the administration of questionnaires. This was supplemented with secondary data. The total population of the study was 2471 out of which a sample of 400 was taken using Taro Yamane statistical formula. The data generated from primary source was analyzed using multiple regression analysis, while content analysis method was used to analyze the secondary data. The findings from the study revealed that “National Health Insurance Policy has increased access to health care services among the staff of RMDRC and NHRC with about 61%. This is due to new reform introduced by the National Health Insurance scheme which seeks to address the challenges of access to health care services in Nigeria. The Policy has led to affordable health care services among the staff of RMDRC and NHRC by minimizing out of pocket expenses in most primary health care service providers. It was concluded that National Health Insurance Policy did not improve the qualitative health care services to the staff of RMDRC and NHRC. The study recommended that the National Health Insurance Scheme should put the necessary machinery in place to ensure that all healthcare providers provide quality health care services to the Staff of RMDRC and NHRC in order to justify the confidence reposed in them
