Executive immunity, immunity, parliamentary immunity and the use of tribunals are some of the limitations to the application rule of laid in Nigeria.Item Open Access Appraising the Intricacies in the Saudi Yemen Political Impasse and Its Implication for the Region(Department of Political Science, Nasarawa State University Keffi, 2020-01-04) Imam, Mukhtar; Abdullahi, Sallau Modibbo; Jacho, David Sunday: TheYemeni political transition which was to herald a new dawn for the democratic transition of government in the year 2011 dashed the optimism of many when the turmoil in the state led to its collapse in 2014, with the invasion and subsequent occupation of the state capital by forces loyal to former President Alt Abdullah Saleh. Drawing from the above this paper makes an assessment oft he lingering conflict in Yemen and the intervention of Saudi Arabia and how it has impacted the entire region. The main objective of the paper is to underscore the impact the conflict has on the Middle-Eastern region. The paper adopts the qualitative method of analysis, it finds that the war in Yemen was primarily ignited by the trajectory of domestic instability and further escalated by regional and international interests. Recruitment procedures are designed to ensure the adequate supply of personnel who are technically sound, highly disciplined and committed to the achievement of organisational goals and objectives. This study attempts to assess the recruitment policy of the Nasarawa State Civil Service Commission and its implementation as it affects organizational productivity. Five relevant research questions were formulated to guide the study. Descriptive statistics was utilized to analysed the data collected from respondents through self-constructed questionnaire designed for this purpose. The results obtained shows that primordial, parochial and political influences affect recruitment exercises conducted by the Nasarawa State Civil Service Commission. The principle of meritocracy is often relegated to the background to pave way for godfatherism and “man-know-man” syndrome in recruitment exercises in the Commission. The study also revealed that the stipulated periods of recruitment into the State Civil Service is not complied with. This paper concludes by recommending that political office holders and top government functionaries should minimize or stop constant interference in the issue of staff recruitment into the Nasarawa State Civil Service. Thus, this paper examines how far Nigeria's rural majority benefited from the country's democracy from 1999-2015 when the People's Democratic Party (PDP) assumed leadership at the national level, after several decades of military rule. Structural dependency theory investigation, while data thereto were sought from secondary sources. Upon investigations, it was revealed that the living was used as a guide in the conditions of the rural people consistently declined as it was during the military era. Equally observed was the level of political apathy exhibited by the rural dwellers, going by sustained poor performances of even democratically elected leaders. To reverse the situation and empower “the rural people of Nigeria,- it is-recommended that Non-Governmental Organizations be established to mobilize and sensitize rural Nigerians on the need to actively participate in the sociopolitical processes of their communities. If undertaken, will make governments responsible and accountable to them. There are barriers as well as motivating factors which propel the community to take part in sustainable development. As much, this paper is designed to access the motivating factors and barriers facing community's project participation on sustainable development. The theoretical framework for this work is system theory and the method adopted is essentially the survey method. This study shows that the barriers affecting community project participation are but not limited to: people's belief and personal perceptions, partisan politics, inadequate financial support, lack of government, NGOs and developmental experts, fear of exclusion, bureaucracy, power and privilege, gender or ethnicity, disability among others. Thus, the communities should look at the variables barriers hindering their community participation which include the people's belief and personal perceptions, partisan politics, inadequate financial support, lack of government, NGOs and developmental experts as they often reflect the inequalities within the society. Thus, it is recommends that the company should expand their activities by going into other areas like health, education, charity giving, instead of focusing on only sport an entertainment since it has been involved in corporate social responsibility activities.Item Open Access ENHANCING WOMEN’S PARTICIPATION IN AGRICULTURE IN NASARAWA STATE: THE ROLE OF SOCIAL MOBILIZATION(Department of Political Science, Nasarawa State University Keffi, 2015-11-11) Jacho, David SundayAge-long trado-cultural, religious, political as well as legal practices have held down and limited the ideas, creativities and innovativeness (contributions) of women to agricultural development in Nigeria and Nasarawa state in particular. In other words, despite the numerous and noble contribution of women to agricultural development (such as burning of felled trees, cultivation of farms, planting and harvesting of crops including preparation of food et cetera, existing beliefs, cultural practices, laws, policies and programmes) do not favour and or enhance their participation in agriculture in the state. Thus, the desire for mass/social mobilization of all stakeholders (women, men, political and religious leaders, organizations as well as all others concerned) to create an enabling environment for effective and sustainable participation of women in agricultural activities motivated this research. The study relied on secondaiy sources for data, while Interest-Group theory was used as a guide. Among others, the study found out that ownership of and access to land in Nasarawa state was skewed against women on the excuse that they (female children) will acquire such from their husbands when they are married. Moreover, the study discovered that poverty among women made most of them unable to procure parcels of land upon which to farm and illiteracy did not allow those affected to explore appropriate channels for overcoming the challenges. Accordingly, it suggested that the following steps be taken to release the creative energies of women for aggressive and rapid development of agriculture in Nasarawa State and Nigeria in general through review of various laws, policies and cultural practices in the state to enable women access inputs needed for agricultural activities, while increased educational opportunities for girl-children be made so that they can explore useful opportunities for engagement in agriculture.Item Open Access Evaluation Of The Interests Of Power Sloes In The Syrian War Within The Onion Model Perspective(Department of Political Science, Nasarawa State University Keffi, 2020-01-01) Imam, Mukhtar; Abdullahi, Sallau Modibbo; Jacho, David SundayCivilian unrest in Syria started in March 2011 and quickly became an internationalized proxy war, with the involvement of France, Iran, Russia, Turkey, the United States, and other actors, as well as the rise of a transnational terrorist movement, the self-proclaimed Islamic State. The war has been fought at the price of massive loss of life, huge flows of refugees, widespread destruction, and multiple atrocities, many probably meeting the qualifications for war crimes or crimes against humanity. This paper brings to fore the dynamics of power play by external actors involved in the war. The paper adopts the use of the onion model as a theoretical framework of analysis; it adopts the use of the qualitative research method. It was found that the influence of external actors in the war has further escalated tensions in the region as a result of power tussle. It was concluded that there must be the maintenance of status quo and the mediation by international regimes. The paper recommends amongst others the need for caution and restrain by the power blocs so as not to further escalate tension and deepen crisis in the already fragile region.Item Open Access GOVERNANCE AND AGRICULTURE: IMPLICATIONS FOR NATION BUILDING IN NIGERIA'S FOURTH REPUBLIC, 1999 2015(Department of Political Science, Nasarawa State University Keffi, 2018-01-05) Jacho, David SundayScholars are locked in debates concerning reasons responsible for consistent and phenomenal declines in agricultural productivity in Nigeria. Implicated for this state of affairs are colonialism, crude implement usage and oil boom among others. Alone or in combination, thesefactors/forces are strong and capable of impeding agriculture andfood security with frightening adverse consequences on nation-building. This paper however opines that governance remains the greatest obstacle thereto. A total of I25NGO staff were used as respondents. I*rimar\ data for the study were collected using a set of structured questionnaire while data analysis was clone using frequency, percentage and mean scores. The results-showed that the mean age of the respondents was 55years. most (5*1%) of whom were married. Majority (51.2%) of the respondents were holders ofFLS£/l INI), most (68.8%) of them were computer literate and their mean annual income was N? 577.d08.00. The core agriculture-rural development activities of the NGOs were microllnance/agrieultural credit (%%): women and youth empowerment (62.1%) and extension services (49.6%) among others. A greater proportion (16.4%) of the respondents had very high level (70% and above). Majority (88.8%) of the respondents expressed need for training in Statistical Package lor Social Sciences (SPSS) followed by 85.6% who needed training in General Statistical Package (GKNSIAT). It was recommended that NGOs should provide on-1 he- job training on ICT applications for their employees to improve their capacity in the use of Id's for agricultural communication, especially areas where such skills are lacking.Item Open Access LEADERSHIP AND THE FIGHT AGAINST CORONAVIRUS DISEASE 2019 PANDEMIC IN NIGERIA(Department of Political Science, Nasarawa State University Keffi, 2021-03-10) Jacho, David SundayIt is no longer news that Coronavirus Disease 2019 alias COVID-19, has affected the politics, economy, social, cultural, business, including sporting activities of all countries across the world, Nigeria inclusive. Reversing and possibly managing the pandemic well so that the economy experiences less negative effects comes out of it stronger requires not only appropriate, but also strategic and visionary leadership. Thus, this paper examines how the political leadership of Nigeria managed the pandemic, especially during the peak period of the disease in 2020. Transformational leadership theory underguided the investigation, while data thereto were generated from secondary sources (such as reports from Nigeria Centre for Disease Control, Presidential Task Force on COVID-19 and World Health Organisation including the social media). Upon investigations, it was found that the country's leadership was unable to strategically deliver on its mandate of managing/handling the scourge successfully, especially at the time of the lock down. It was equally revealed that various sectors of the economy and especially vulnerable groups (such as the aged and those in the informal sector of the economy) were worst affected by poor handling of the situation. The electorates should vote in only visionary, transparent and accountable leaders as a way out of the problem. Several years thereafter, the ideals that brought it into existence do not seem to have been achieved, going by available records. This paper therefore assesses the extent to which the various suites (components) ofNSiPhave impacted on various dimensions of poverty in the country from 2016-2021. The investigation was guided by capability theory and data thereto generated from secondary sources. The policy tailored towards the dependency posture that stands as to bring Nigeria’s development towards the Chinese initiative. It establishes that by the Chinese government efforts in implementing the infrastructural developmental policies gives an undue advantage to China over Nigeria that is supposed to be the main beneficiary of the policy. The gains of the policy towards Nigeria s infrastructural development looks tempting on the surface, but the reality is that die adverse effect of the policy on Nigeria’s economic development cannot be overlooked. It observed that the intent and purpose of China in Nigeria under the belt and road ini dad ve seems to have the interest of Nigeria at heart without also stating the intent of the Chinese government who seems to be on a rescue mission towards Nigerian developmental pursuit. The study recommended that the terms and conditions of the belt and road initiative promoted by China in Nigeria must be clearly stated to avoid any form of ambiguity' that may plunge the country into another circle of imperialism.Item Open Access Participation of Small Scale Farmers in Agricultural Insurance Scheme in Lafia Local Government Area of Nasarawa State Nigeria(Department of Political Science, Nasarawa State University Keffi, 2018-04-15) Jacho, David SundayThe study determined the level of participation of small-scale farmers in agricultural insurance scheme in Lafia Local Government Area (LGA) of Nasarawa State. The sampling procedure involved the random selection of six (6) districts out of 13 districts in Lafia LGA and a random selection of fifteen (15) small scale farmers from each of the six selected districts to give a total of ninety (90) respondents. Data were collected using a structured questionnaire. Data analysis was done using descriptive statistics and logistic regression model. The findings revealed that most (57.8%) of the respondents were aged between 21-40 years and a greater proportion (31.11%) of them did not have any formal education while 26% had tertiary level of education. Most (61%) of the farmers were aware of the existence of agricultural insurance scheme but the level of participation in the insurance scheme was very low (36%). The logit regression showed that age, educational level, farm size and access to credit were significant variables that influenced the probability of participation of the farmers in agricultural insurance scheme. About 60% of the variation in the dependent variable was explained by the independent variables. The major factor militating against participation of respondents in agricultural insurance was delay in indemnity payment. The management of National Agricultural Insurance Scheme (NAIS) as well as extension agents should educate the small-scale farmers more on the operations and benefits of insuring their farms.Item Open Access POLAC ECONOMIC REVIEW (PER) DEPARTMENT OF ECONOMICS AND MANAGEMENT SCIENCE NIGERIA POLICE ACADEMY, KANO(Department of Political Science, Nasarawa State University Keffi, 2021-10-10) Yunana, Yakubu Aku; Aliegba, Eugene T.; Erunke, Canice Esidence; Jacho, David SundayThis study examines the effects of Farmers- Herdsmen conflict on agricultural production in Nasarawa State. Nigeria using the eco-violence theory. The study used both primary and secondary' data collected from 267 respondents who include farmers, herders, traditional rulers and security agencies through structured questionnaire and interview. A Multi-stage sampling technique was adopted for the study while simple descriptive statistics was used and analyzed the data collected and spearman rank correlation was adopted in testing hypotheses. The study found out that the major causes of the conflict were the destruction of crops by cattle as (42.9%) of the respondents said. (41.5%) of the respondents says that reduction in output and income of farmers/nomads were the major effect of the conflict. The conclusions drew from the findings shows that farmers-herdsmen conflict had affected agricultural production negatively in Nasarawa State. The spearman rank correlation indicated that, null hypotheses one and two were rejected. It was recommended that intensive system of grazing, through ranching should be introduced so that cattle \s are restricted to a particular place and chances of future clashes foreclosed. The Nasarawa State government should partner with traditional rulers, and other relevant agencies and the civil society to build of Fulani herdsmen movement across the Stale.Item Open Access Poverty Reduction:(Department of Political Science, Nasarawa State University Keffi, 2021-10-02) Jacho, David SundayHarmony, peace and security which are resources of precious and inestimable value that formerly prevailed in North Eastern Nigeria have become sustainably elusive since 2009, following emergence of Boko Haram terrorism and other associated violent crimes. Consequently, infrastructure have been destroyed, tourism and investors scared away, just as education among others have been truncated, thereby heightening the level of poverty that already existed there. Though, several scholars have ascribed this state of affairs of . factors such as climatic changes, religious cum tribal differences, this paper implicates rising poverty as the strongest factor responsible for promoting violence and lack of sustainable peace and security in North Eastern region of Nigeria. Basic human needs or human security theoiy was employed to guide the investigation, while data thereto were gotten from secondary' sources. Investigations reveal that rising level of poverty among many people in the region provided fertile ground for their easy manipulation to foment trouble therein. It was equally found out that conflict merchants and elites promoted the conflict so as to benefit therefrom. It is then recommended that various policies and programmes designed to alleviate poverty among the people and empower them be introduced by government. Aggressive sensitization of all stakeholders be undertaken to enable them know the dangers associated with conflict and violence.
