It is a measure of our ability to import the needed industrial capital goods and processed manufactured goods as well as movement of exchange rale. But the mono culture of the Nigerian economy has great implication in external reserve management policy due to the volatility of oil prices and uncertainty for exports. A fall in oil prices are considered as temporary, refusal to curtail expenditure and every windfall is regarded as a permanent phenomenon and engage in budget deficit. External reserves are taken as money to be spent immediately to meet the growing demand for domestic and imported goods and services which result to foreign exchange crises and dwindling of external reserves. 'The objectives oj the study included i) to assess the successes recorded in community development programmes in the local government, ii) to identify the problems associated with community development and Hi) to examine the prospects of the community development programmes. An integrated research method was used which incorporated the survey and the interview techniques in data collection. 'The study had 165 respondents from development associations and local government staff concerned with community development. Unstructured and informal interviews were conducted. The study found that successes were minimal, while challenges were enormous, but there are tremendous prospects amid these challenges. This has resulted in multiple urban challenges such as rise of informal settlements, urban poverty, informality, significant levels of inequality among different socio-economic groups, limited land access. The study examined the contemporary challenges of urban planning and administration in Nigeria. The study seeks to answer the following research questions. Narrative-textual case study (NTCS) research design method was used. The study relied on quantitative data mainly sourced from urban planning related journals and internet. Findings from the study shows that, the challenges facing Nigeria, in terms of population growth, spatially expanding cities and provision of attendant infrastructure, against a backdrop of a changing climate and increased vulnerability are attributed to poor urban planning and administration. It revealed that, Contemporary challenges of urban planning and administration in Nigeria, includes; poor urban planning and administrative system, poor urban legal framework for land acquisition and compensations, poor urban bureaucratic land rights processes and procedures among other thing. The study revealed that, historical factors that underpin urban planning and administration in Nigeria are traced to Pre-colonial factor, Colonial Factor and post-colonial factor. The paper therefore recommends that, urban centres can achieve inclusive development and maximise economic productivity and development if urban policy makers can review the historical factors which underpin urban planning and administration in Nigeria from the Pre-colonial factor, Colonial Factor and post-colonial factor in order to address existing deficits. Urban Policy makers should address the contemporary challenges of urban planning and administration in Nigeria. During this period, NHRC receives about 752 complaints of human rights violations and investigated them. This study adopted a descriptive survey research design. Primary method of data collection was used to generate the data. The Statistical Package for the Social Sciences (SPSS) 20.0 versions were used to analyze the data. Multiple linear regression analysis was used to analyze the data, while regression analysis was calculated at 5% (0.05) level of significance. Structural-functionalism was used as a theoretical framework. Finding from the study reveals that, NHRC received a total number of seven hundred and fifty two (752) complaints of human right abuses in Niger State out which 286 (38%) of the complaints were investigated. The study concludes that, NHRC to some extent has investigated and addresses some Human Right abuses in Niger State. The main objective of the study is to assess the performance ofthe new approach to rural development as introduced by the World Bank in conjunction with the federal and Nasarawa State government. The survey research method was deployed in this study. Six local government areas were selected in which 18 rural communities out of 40 selected for the project participated. Questionnaires were administered on 524 respondents out of a sample of540 selected from the rural communities. The study concluded that the Agency has contributed significantly to the development of rural areas in the State. It recommended among others that the project should be extended to cover more rural communities and that communities should be mobilised to fully participate in the implementation of the projects.Item Open Access AN ASSESSMENT OF THE 2004 PENSION FUND INVESTMENT POLICY PERFORMANCE(Department of Public Administration, Nasarawa State University, Keffi., 2016-03-19) Hussaini, Hassan Tukur; Baba, Abel OlocheThe objective of the study is to assess the investment policy of the contributory pension scheme in Nigeria under the 2004 Pension Act. The research method used was the survey Questionnaires were administered to collect data from respondents. The study revealed that compliance and performance with the pension investment policy was low. Interest payment on returns from pension fund investment varies; administrative charges of the Pension Fund Administrators are not the same. It is therefore recommended, that there is need for the National Pension Commission (PenCom) to reform the policy guidelines to enhance compliance of the policy.Item Open Access ASSESSMENT OF THE IMPLEMENTATION OF TERTIARY INSTITUTIONS SOCIAL HEALTH INSURANCE PROGRAMME IN FEDERAL POLYTECHNIC, NASARAWA, NASARAWA STATE, NIGERIA(Department of Public Administration, Nasarawa State University, Keffi., 2021-09-29) Hussaini, Hassan Tukur; Okafor, Chukwudi CosmasThe Tertiary Institutions Social Health Insurance Program (TISHIP)is one of the programs contained in the package of the Formal Sector Social Health Insurance Program (FSSHIP) of the National Health Insurance Scheme (NHIS), which objective was to take care of the health needs of students of tertiary institutions. This research entitled “Assessment of the Implementation of Tertiary Institutions Social Health Insurance Program ” was intended to evaluate the success registered in its implementation. Both ■ students and staff were used to raise a population of 3781 for the study, out of which 756 and 53 raised with the use of systematic random sampling were used, as sample from the students and staff respectively. Questionnaire was used as the instrument of data, collection, and data collected were analyzed using statistical mean and standard deviation. Additionally, pie charts were used to determine the percentage for each response group from the study sample. Decisions were based on rating scale which uses real limit of numbers. The study revealed some surmountable challenges encountered in the process of implementation such as delayed or no refund of out-of-pocket expenses, non issuance of identity cards to enrollees, inadequate facilities and equipment, etc. The findings showed that the program has recorded high extent ’ in affording students of the Institution access to good health services, taken the standard of health care delivery to 1moderate level Based on the findings, the study drew the conclusion that though TISHIP is grappling with some challenges in the course of implementation, it is a worthwhile program that deserves to be sustained. In the light of the revealed challenges, some recommendations were made that: more medical personnel should be recruited; there should be prompt refund of out-of-pocket expenses, the waiting time^between enrollment and issuance of identity cards to enrollees should be reduced to the barest minimum.Item Open Access ASSESSMENT OF THE ROLE OF THE NIGERIAN NATIONAL ASSEMBLY ; OVERSIGHT FUNCTIONS ON CORRUPTION(Department of Public Administration, Nasarawa State University, Keffi., 2019-09-19) Mari, Usman Mohammed; Hussaini, Hassan Tukur; Abdullahi, MohammedOversight is one of the key functions of the National Assembly meant at identifying and inhibiting inefficiency, waste; as well as ensuring' effectiveness in governance and compliance with legislative intent. It is a veritable tool for the fight against corruption and also a constitutional tool for the realization of accountability of the government to the people. This study evaluates the role of National Assembly. Oversight Functions on Corruption. Thus, through the analysis of existing data on the subject matter, the study found out that the National Assembly has not exhausted the provisions of the 1999 constitution to ensure sanctionhig of corrupt public officials and series of corruption. allegations against Legislators and unwholesome practices in the conduct of committee's oversight functions had hindered effective oversight over corruption. Therefore, the study recommended that the National Assembly should invoke the provisions of 1999 Constitution to sanction corruption and put mechanisms in place to check corruption allegations levelled against legislators. These will repositioned the National Assembly oversight function ineffectively curbing corruption.Item Open Access BOKO HARAM TERRORISM: SOCIO-ECONOMIC IMPLICATIONS AND RECONSTRUCTION CHALLENGES(Department of Public Administration, Nasarawa State University, Keffi., 2016-08-04) Hussaini, Hassan TukurThe activities of Boko Haram began gradually propagating a harmless message to the people. This attracted followers, and the support of the Borno state government. The groups later in 2006 bare its uglyface to the chagrin of the society and government. Between 2006 and today the entire terror machineiy of the group was let loose on the society, especially in Borno, Vo be and Adamawa states. These activities led to severe socio-economic consequences of monumental . proportion. This is despite past government efforts to deal with the situation in the last six years. The efforts of the present government are paying off The study set against this background examined the socio-economic consequences of the group's activities in the last six years. It also examined the challenges of 'reconstruction of the ravaged areas. The study used the documentaty research method, using Existing Data Analysis as its major instrument. The studyfound that there was substantial destruction and dislocation of socio-economic activities of Nigerians especially in the North. It also concluded that there are serious challenges in to rebuild of the devastated area. Local government being the third tier of government is examined within the context of its constitutional roles and resources at its disposal to facilitate the much desired task of grassroots participation in rural development. The study employs the use of Content Analysis as a methodology and Participatory Theory is used as a theoretical framework of the study. The data for the study was generated from secondary sources. The paper reveals that top bottom approach, political deprivation, lack of enlightenment and awareness campaign and lack of proper educational empowerment constitutes the major challenges of community participation in rural development. It was concluded that the goals of the participation in rural development are not with that of government development plans. Not only individuals, institutions and governments are adopting the ICT in all spheres of human endeavour, nothing can be moved in the next few years without the use of ICT. Today e-government and e-governance are becoming the order of the day and Nigerian institutions have long adopted and applied the technology in the provision of its services to their citizens. Against thisdevelopment, this study assessed the effect of e-governance on the delivery of Service in the Nigerian Immigration Service (NIS). To achieve this objective, five questions were raisedThese are: 1. what kinds of e-governance facilities are in the NIS? 2. What are the capabilities of the NIS staff in the knowledge of ICT? 3. What are the effects of such services on efficiency? 5. What is public perception on the efficiency of e-governance? The survey method was used It was found that there is significant relationship between e-governance and efficient service delivery. The need for this study arose because training is seen as a major tool that promotes staff performance in an organization. The study adopted the survey method of data collection. A total of 415 respondents were selected using stratified random sampling technique. The data set used for the research was obtained through the use of questionnaire; the reliability of the ' instrument yielded 0.75 Cronbach Alpha Coefficient from the Pilot study. The research hypotheses were analyzed using chi-square statistical tool and with the use of SPSS 17 programme. The result of the analysis revealed that there is a significant relationship between employees training and organisational performance. Based-on- the findings of the study, it was recommended that employee training should be given adequate attention by the Polytechnic in order to achieve high level of performance. It entails analyzing employee's capabilities and potential drawn from assessment data of past and current work. The Annual Performance Evaluation Form (APER) has remained not just a tool, but indispensable in annually appraising employee performance in NEMA as in other public organizations. However, while the APER continues to reflect high scores literally translating into high employees' performance, in real terms, there continue to be a wide gap between what APER displays and what is obtainable in practical terms. The study therefore, sought to undercover the rationale for this wide gap by seeking to find out how this indispensable tool measures employees performance. The study adopted the documentary and survey research designs to provide answers to the first and second research questions respectively. Linear regression was used for data analysis. Based on purposive sampling, APER forms for five years i.e 2014 -2018 were sampled. Data for the study was gathered from recorded information (APER) and other official documents from the organization under study. Analysis of existing data was used in analysing sampled APER It was discovered among other things that appraising employees based on general ability outside their schedule of duty erodes the APER of objectivism. This is further heightened by lack of objective assessment yardstick possessing Specific Measurable Achievable Realistic and Time bound features/ performance indicators that would justify ratings or scores, chances of APER being negatively influenced by halo effect is very high. The integratedpersonnel andpayroll information system (IPPIS) is one of the strategies taken by the federal government to digitalize the manual based and files system marred with cormption, inefficiency and inaccuracy ofnumber ofpersonnel on the civil service of Nigeria. The lack ofdigital based system means that the federal government has no accurate and reliable number of personnel in the civil service and consequently, inaccurate and problematic budgeting in terms ofrecurrent expenditures in Nigeria. The paper has examined the IPPIS policy and personnel administration in Nigerian public service. Furthermore, it evaluates the effect ofthe policy on personnel administration in the office of the Accountant general offederation (OAGF). The paper utilized primary and secondary sources of data to elicit the information ofpublic servants. The study population consists of (330) workers in the office. Interviews were conducted with the staff of IPPIS unit to ascertain the challenges facing effective implementation of IPPIS, as well as detecting ghost workers on salary administration in (OAGF). The importance of CBN Intervention Policy in Agriculture cannot be overemphasize because agriculture is one of the major sectors in the economy and a key determinant of long run economic development in Nigeria. The sector contributes to economic development through production oj goods, foreign exchange and exports. The study adopts classical political economy an eve opment approach as theoretical framework. This study utilised the analysis of existing data research method and qualitative methods of data analysis were analyzed. The study was carried out from 2013 to 2017 using Central Bank of Nigeria annual financial statistics to agricultural sector. Finding from t e study reveals that, The CBN intervention is a sub-component of the Federal Government ff‘8^r,a s Commercial Agriculture Development Programme (CADP) which is financed through N200 billion Bond raised by the Debt Management Office (DMO). Loans to eligible entities under the intervention programme were disbursed at a maximum interest of 9 percent. The stu y furt ler s tows a , e CBN over the years has intervened in agricultural sector through the instrument of Agricultural Credit Guarantee Scheme Fund (ACGSF), Anchor Borrowers' Programme (ABP) and Commercial Agriculture Credit Scheme (CACS). The study, therefore, recommends that the Government should increase the budgetary allocation to agricultural sector in a consistent manner due to the primary and vital importance agriculture plays in the national economy.
