Item Open Access ADMINISTRATIVE BENCHMARKING AS A TOOL FOR ECONOMIC ACHIEVING OBJECTIVE IN NIGERIA(Department of Public Administration, Nasarawa State University Keffi, 2016-11-09) Abdullahi, Mohammed; Ahmed, Abubakar Audi; Ibrahim, IsahPolicies directed to achieve microeconomic stability and raise the standard of living in Nigeria have never been in short supply. This is evident by the adoptions of several strategies and programmes by successive administration both at federal and state levels. Such strategies includes Vision, 2000, National Economic Empowerment and Development Strategy (NEEDS), Vision 20:2020 etc. Experiences with the policies over time only leaves sore taste as results on ground did show a forward match. This paper examines the use of administrative benchmarking as a tool for achieving economic strategies and objectives in Nigeria. The paper adopted exploratory methodology using secondary data to establish the relationship between the variables of the study. The paper found out that benchmarking has significant positive effect on management of organisations. It is therefore recommended by this paper that any future economic strategy employ for economic management in Nigeria should inculcate the techniques and procedures richly provided in the benchmarking practice.Item Open Access AN ANALYSIS OF COMPLIANCE TO THE PUBLIC PROCUREMENT ACT ADVERTISEMENT PROCESS BY THE FEDERAL MINISTRY OF EDUCATION(Department of Public Administration, Nasarawa State University Keffi, 2021-03-01) Njoku, Hyacinth Tochukwu; Abdullahi, Mohammed; Ahmed, Abubakar AudiThis study seeks to analysis the challenges confronting compliance to advertisement of bid process as stipulated in the Public Procurement Act, 2007 by the Federal Ministry of Education. An analysis of the collected data revealed that lack of appropriated fund for advert placement; pervasive ‘culture of secrecy’ in the civil service; resistance to change by procurement personnel; interference by elected or appointed political office holders (Who are not Authorized Officials); delays in passing the budget and the need to quickly dispense the projects; delays in securing ‘No objection’ from the BPP; corruption; lack of dedicated staff that handle website administration; and non-provision or approval of website maintenance cost were the significant factors that possess challenge to Federal Ministry of Education compliance with the Public Procurement Act, 2007 guidelines on advertisement of bids process. It recommended that the Federal Civil Service Commission and the Office of the Head of Civil Service of the Federation should look into recruiting website design and administrative specialist and other computer and web-allied personnel like database management, and graphic design specialist for the Ministry, among others.Item Open Access ANALYSIS OF THE EFFECT OF ETHNO-RELIGIOUS CONFLICTS ON THE ACTUALISATION OF KADUNA STATE EDUCATION STRATEGIC PLAN (ESP), 2009–2020(Department of Public Administration, Nasarawa State University Keffi, 2020-03-01) Jibir, Samira; Abdullahi, Mohammed; Ahmed, Abubakar AudiKaduna State has, in the past two decade, witnessed an upsurge in ethno-religious conflicts which created instability and insecurity across the state. This has underscored the main objective of the Kaduna Education Strategic Plan (ESP) 2009-2020 to expand education coverage in the State. This study seeks to examine the extent these conflicts have affected the realisation of the Kaduna Education Strategic Plan (ESP) 2009-2020 and the consequences thereof. A number of studies conducted on the effect of these conflicts have been generally on the socio-economic development of the state. However, the extent of its effect on actualisation of the objective of the Kaduna ESP 2009-2020 has not been studied in great details as attempted herein. This study used survey method, structured questionnaires, primary and secondary data to analyses the conflicts and education coverage, and it revealed that the ethno-religious conflict is a threat to expansion of education coverage. The study further revealed that the enrolment in the State has not been equitably progressive. It is recommended that the Kaduna State Government should adopt a “safe school initiative”, while increasing security presence in the schools in the State, especially the southern part in a bid to shore up enrolment and equitable education coverage.Item Open Access APPLICATION OF INCLUSIVENESS OF NEW PUBLIC MANAGEMENT IN NIGERIAN PUBLIC SERVICE(Department of Public Administration, Nasarawa State University Keffi, 2018-09-09) Abdullahi, Mohammed; Ibrahim, Isah Salisu; Ahmed, Abubakar AudiNew Public Management (NPM) is seen as a summary description of a way of reorganising public sector bodies to bring their management; reporting; and accounting approaches closer to a particular awareness of business methods. As a principle, the new public management refers to the failures and inadequacies of public sector performance over time, and locates the problem as lying in the nature and processes of public sector activity and public administration. Centralised bureaucracies, waste and inefficiency in resource use and inadequate meclwnisms of accountability are all problems which the new public management sought to tackle. Inclusive models of new public management entail government executive power reconfigurations that invariably change the landscape and conduct of national administration and policy implementation. This paper examines the dynamics of new public management under the inclusive government of Nigeria, particularly interrogating the environmental contexts, the structure of government bureaucracy; the distribution of executive powers, cabinet decision making, and working relations within co-shared ministries as well as institutional capacity for policy implementation and monitoring. Research findings indicate that while the macro environmental contexts have substantially stabilized the major frontiers of new public management are in a frail slate, choked by a top heavy government bureaucracy, inter-party bureaucratic politics and patronage, weak fiscal resource base and lack of collective will at the levels of decision making and policy implementation. The paper conclude that practical scenarios underline the need to institutionalize a culture of complying with the fundamentals of nexv public management such that formal structures of authority need to be empowered against informal structures and recommend that best practices of inclusiveness, transparency, accountability, merit, national focus and political neutrality should inform and guide the practice of new public management within the three arms of government.Item Open Access DEMOCRACY, GOOD GOVERNANCE AND DEVELOPMENT IN NIGERIA: A SURVEY OF KARU LOCAL AREA(Department of Public Administration, Nasarawa State University Keffi, 2021-08-09) Ahmed, Abubakar Audi; Ibrahim, Isah Salisu; Zakari, MusaThe study is examines democracy, good governance and development in Nigeria: a survey of Karu Local Area. Social contract theory was used as theoretical framework. The study adopted survey research method; data was collected from the primary and secondary sources. The study reveals that Democracy has enhanced good governance and development for the people in Keffi Local Government. Karu Local Government council to some extent has provided the people of , Karu Local Government Area with social amenities like roads, pipe born water, functional hospital, schools and others essential service for the citizens. This vision is to make Nigeria an IT capable country in Africa and a key player in information society by the year 2020, using IT as the engine for sustainable development and global competitiveness. This study examined e-Government implementation in Nigerian: challenges and prospect, the study analyzed the challenges and prospect of implementing e-govemment in Nigeria, the paper relied on secondary materials, this consist of published document of government offices or government published materials such as bulletin, journals and magazines. The main objectives of the study are to ascertain whether leadership skill has effect on organizational performance in Independent National electoral commission Abuja. The research design method used for this study is survey design. This design was used so as to capture the entire domain of the study. The primary data was obtained through the administration of questionnaires. This was supplemented with secondary data. The population of the study was 400 out of which a sample of 1354 staff of Independent National electoral commission Abuja as sampling size. The data generated primary source was presented using table and frequency with their corresponding simple percentage. Quantitative method of data analysis such as Chi-square was used to analyze data, while content analysis method was used to analysis the secondary data. The findings from the study reveal that “Leadership skill has play in role importance in enhancing organizational performance in Independent National electoral commission Abuja. Performance appraisal technique influenced the performance of employees in an organization. The study adopted survey and analysis of existing research design; the population of the study comprise the staff of Federal Capital Development Authority. A total of 210 populations were selected as sample size using purposive sampling technique. Both primary and secondary method of data collection was used to source for data. The primary data was analyzed using simple percentage. System theory by David Easton was adopted as theoredcal framework for the study. Finding from the study reveals that, Annual Performance Evaluation Appraisal Report in Federal Capital Development Authority (FCDA) is carryout at departmental level Performance appraisal technique has significant influences on management decision for staff promotion in FCDA. The study recommends that The Management of Federal Capital Development Authority (FCDA) should ensure Annual Performance Evaluation Appraisal Report is carryout at departmental level with most sincerity* in the use of grading methods for all staff of the authonty. The Management of Federal Capital Development Authority (FCDA) should encourage staff do more so as to upgrade their level of performance from their current grade level D to A & B in subsequent exercise.Item Open Access Effect of Primary Healthcare Programmes on Rural Development of Sanga Local Government Area of Kaduna State-Nigeria(Department of Public Administration, Nasarawa State University Keffi, 2019-03-03) Abdullahi, Mohammed; Ahmed, Abubakar Audi; Ibrahim, Isah SalisuThe study looks at how primary healthcare programmes impact on Primary healthcare in Rural development of Sanga local government area of Kaduna state. The study employed Taro Yamani statistical technique to narrow down the total population of the study area, which ended up at about 377 sample size. The methodology employed in the study is the multiple regression analysis using analysis of Variance method to analyze the data collected through the primary data sourcing. The result revealed that Sufficient Hospital equipment shows a negative relationship with the dependent variable (primary healthcare service delivery; The Availability of drugs shows a positive result meaning there is effective healthcare service delivery; qualified medical personnel contributed positively to effect healthcare service delivery but at a very low level (below average). Furthermore, result obtained from the study revealed that there have been no enough healthcare facilities spread across Sanga local government area. The study therefore recommended that to achieve a sustainable healthcare service delivery in Sanga local government area, there is need for the provision of all necessary hospital equipment including drugs and qualified medical personnel spread evenly across Sanga local government that can cater for health challenges encountered by citizens in the local government area.Item Open Access An empirical analysis of economic dependency and underdevelopment of Nigeria(Department of Public Administration, Nasarawa State University Keffi, 2019-11-11) Ahmed, Abubakar Audi; Ibrahim, Isah Salisu; Ahmed, Abubakar AudiThis study examines the determinants of economic dependency and underdevelopment in Nigeria. It shows dependency as a phenomenon or problem of relationship that gave rise to the economic growth and development of the western world in expense of the third world societies which are economically underdeveloped, and lack the capacity and ability to control the economic system or productive processes of the societies. In our attempt to analyze and address this problem we used dependency theory as theoretical framework while survey research method was employed in gathering and analyzing data. Finding from the study shows that, Unequal exchange relationship between Nigeria and countries of the western world coupled with negative role of the Nigeria elite was discovered as the major problem underdevelopment of Nigeria. The study recommends that, patronizing Nigerian home made goods can also reduce economic dependency in Nigeria. This home made goods can help in the eradication of unemployment and then developed our economy. More so, local resources should be adequately deployed for innovation and creativity. Over the years nations of West Africa have rallied around the ECOWAS as an instrument for economic emancipation and integration, along with is, the bloc uses another of its instrument - the ECOMOG to curtail civil conflict and war. Yet, several new security problems that were not envisaged at time of the creation of ECOMOG have put the mechanism to taste and groups like the BOKO Haram, the Toreg rebels among others are threatening the survival of the ECOWAS. This paper employ analysis of existing data method to analyse documented evidence on the subject matter of the paper. It findings are that there is a relationship between absence of basic services (potable water, healthcare, education etc.) some products of good governance and economic development on hand and the rising insecurity on the other hand. The paper therefore, recommend that the ECOWAS bloc must give priority to good and quality governance by ensuring the welfare and wellbeing of its people are qualitatively enriched in other to reversed the current wave of security challenges threatening its unity and survival.Item Open Access LEGISLATURE AND CONSTITUTIONAL DEVELOPMENT IN NIGERIA: A REVIEW OF 1999 CONSTITUTION 2010-2020(Department of Public Administration, Nasarawa State University Keffi, 2021-10-10) Ahmed, Abubakar Audi; Ibrahim, Isah SalisuThis study intends to examine legislative institutions and constitutional development in Nigeria. Nigeria has had a number of constitutions since 1914. this paper traces the development of constitutionalism in Nigeria. The objectives of this paper is to ascertain how law-making affect constitutional development in Nigeria, the researcher adopted documentary and survey research method. It involves the use of secondary data and structured questionnaire to answer research question; Ordinary Least Square (Regression Analysis) was used to determine the relation that exist between the two variables. Finding reveals that 90% law making by the legislature affects constitutional development. On a specific note. Committee mark-up bill contributed about 50% to law-making and constitutional development in Nigeria, while voting by full members in the chamber and bill going to the president contributed negatively to la wmaking hence affect it negatively to constitutional development in Nigeria. It is recommended that government should improve in law-making functions for effective constitutional development, while voting by full members in the chamber and billg oing to the president be improved through synergy by the bodies for better constitutional development.Item Open Access THE ROLE OF ECOWAS OBSERVER IN THE CONDUCT OF 2015 AND 2019 ELECTION IN NIGERIA(Department of Public Administration, Nasarawa State University Keffi, 2019-08-12) Ahmed, Abubakar Audi; Ibrahim, Isah Salisu; Zakari, MusaThe study examines the role of ECOWAS election observers in the conduct of free, fair and peaceful 2015 and 2019 presidential election in Nigeria. The overall approach used for the purpose of this social inquiry is survey and content analysis research method. Electoral-cycle approach, which encompasses the pre-voting, voting, and post-voting stages of an electoral process, electoral support can supply more substantive assistance by taking legal frameworks, the electoral system, and the election’s stakeholders into consideration was adopted in the course of the study. The Approach was jointly developed by electoral specialists with extensive field experience from the European Commission (EC) and the International Institute for Democracy and Electoral Assistance (International IDEA). This new way of looking at electoral assistance was a base for training programmes in effective electoral assistance was rolled out for the irst time in 2005 for EC and UNDP staff. Findings from the study show that majority of respondents Acknowledge the present ECOWAS Election Observer’s findings on 2015 general election. This means that, atlcast (83%) of the respondents said they acknowledge the present ECOWAS Election Observer’s findings on 2015 general election. The study reveals that, Nigerians electorate perceives the Present of ECOWAS Election Observer during the 2015 and 2019 general election as unbiased observers and that the ECOWAS election observers has positively impacted on the conduct of free, fair and peaceful general election in Nigeria during the period under review, From the challenges of ECOWAS Observation mission in Nigeria’s elections, the study recommends further efforts by ECOWAS Observation as follows: Allocat: appropriate time and resources to critical ispects of the electoral process such as elect on planning, budget planning, staff selection and capacity building, the voter registration process, the candidate selection process, data management, polling agent recruitment and training, voter and civic education and compliance mechanisms.
