This is because the project is not property financed on one hand and, on the other, the stakeholders of the economic planning programmes did not actually recognize the progress that would be experienced economically if French becomes the second official language. It is also surprising to note that the on-going educational reforms have not addressed the employment of experts in French language which would lead to making it a compulsory General studies course in the tertiary institutions’ curriculum.
