This paper is therefore segmented into eight sections namely: Chronology of administrative review/reforms, conceptualization and theoretical framework, Generic Guidelines, Right-Sizing, Pre-Retirement Training,Challenges, Conclusion and Recommendations. The research adopted ex-post factor and secondary material as the major source of data for this write up. The study discovered that the intended impact of the right sizing was not the public service needs at that time it would have been better reformed and re-skilled, before it could be effectively rightsized. The study recommended that, there should be a total overhauling of the structure of the public sector in order to meet the needs of the 2 P1 century public service around the world, recruitment should purely be based on merit principle not on federal character or e patronage system and also salary administration be adjusted upward to meet the inflationary situations of the day. Corrupt officials should be severely punished as a deterrent to others in the service.
