The study evaluates measurable key performance indicators with a view to appreciate the effort made by the agency. Nine performance indicators for ICRC in line with Public Private Partnership (PPP) arrangement were identified and ranked on a scale of 1 to 5. It indicates that increased road network size with the mean score of 4.54 is the highest rated key performance indicators in PPP projects. Chi-square was adapted to test the hypothesis and it accepted the alternative hypothesis. It follows that increased road network size is the most accepted performance indicator for evaluating progress of ICRC PPP financed projects. The study recommended that, the Commission should ensure full compliance in the terms of partnership agreement with the concessionaries as any default may lead to termination of such contract and the contractor(s) prosecuted.
