Denmark, south Korea, Finland and some African countries such as Mauritius and Nigeria, using panel data from the selected'countries, the study adopted descriptive methodology to examined e-Govemment Development Index (EGDI) of Human Capital Index (HCQ and Online Service Index (OSI) to test their effect on timelessness and transparency of service delivery. The study's finding show that Denmark leads in EGDI, followed by Australia, Republic of Korea and United Kingdom, the paper reveals that African countries such as Mauritius and Nigeria lags far behind and therefore show no result in transparency and service delivery.
