Abstract
The research is the challenges of the implementation of Public Procurement Act, 2007 by Code of Conduct Bureau (CCB), Nigeria. The research sought to find out the challenges the Code_ of Conduct Bureau (CCB) is facing despite the technology put in place to remedy the analogue practices. The study employed the survey documentary research design which secondary method of data gathering was utilized. Based on the analysis from the gathered data, the following findings were made; the Code of Conduct Bureau (CCB) did not performed significantly to the provisions of the Public Procurement Act, 2007 as a result of the inherent challenges faced by the Bureau. These challenges include among others, willful attitude? of procurements Stakeholders, lack of adequate budgetary allocations to the Bureau, low degree of ICT compliance of most procurement officers, mischievous activities of hackers, high total cost of migration from the analogue to e-procurement system and lastly, the complexities and choice of e-procurement software. The study recommended that, government should deliberately increase the Bureau statutory budgetary allocation to meet the procurement process, stakeholders in procurement industry should be made to accept the' procurement practice and not to mischievously develop strategies and tactics that will frustrate the practice for their selfish ends, a strong regulatory agencies and strong laws be put in place at all levels of governments to monitor and check the procurement practices, the Code of Conduct Bureau personnel be train and retrain in modern ICT in order to be compliance in handling the procurement process.
