Abstract

The study examines the emerging challenges of implementing the Vision 20: 2020 policy in the SME sector. It adopts the system theory as its theoretical framework. The theory sees organization as an ensemble of elements interacting together in an environment in a relationship of interdependence. It regards the SME sector as such. The study uses the Content Analysis Method of research, because its use of both the quantitative and the qualitative analysis. In examining the challenges, the study looks at the existing reality on the ground as it relates to SME policy evolution, emergence of its institutions and their roles. It also analyses the SMEs Vision document, its objectives, its goals and the strategies propose for its implementation. The paper concludes that lack of necessary infrastructures, lack of implementing capacity for existing SME institutions, the inadequate proposal in the Vision document, lack policy instrument, inadequate strategies, the time frame for implementing the Vision and lack of political will from leaders constitute the emerging challenges facing the Vision. The study recommends that the time frame for the vision be abandoned. The vision be redesigned to accommodate existing reality on the ground. Policy instruments be devised to ensure the SME sector becomes an engine of growth and the driver of economic activities within a feasible timeframe.
