Abstract

Out of about 28 situations of armed conflict in 2011, only one was inter-state. ٨11 others were intra-state or non-international in nature. This trend calls into question the very definition of non-international armed conflicts and the extent to which International Humanitarian Law (IHL) applies to them. In addition to answering these questions, this article sets out practical and policy steps to ensure adherence to IHL during non-international armed conflicts.
