dc.description.abstractCivil Service is the administrative structure employed in civil capacity to fulfill government policies and programmes. This paper analyses the importance of civil service, its origin, functions and structures in Nigeria. The relationships between Minister and permanent secretary are explained. Each of them has his functions, power and limitations, therefore, cooperation between then is necessary. The paper makes some recommendations on how to improve civil service system in Nigeria.en_US
