Abstract
This paper is about the necessity of manpower training and development for effective of local government administration with special reference o Gwagwalada Area Council. The absence of a workable development policy is the local government has hindered its effective performance. On the basis of these findings, the paper recommends the establishment of training/development policy which should be included in the condition of service, involvement of supervisors in the formulation and execution of training programmes and monitoring and feedback of training programmes to be able to measure its effectiveness.
