Item Open Access ADMINISTRATION OF CRIMINAL JUSTICE IN NIGERIA: PERCEPTIONS OF THE ROLE OF POLICE AND THE PUBLIC IN CRIMINAL INVESTIGATION IN LAI IA, NASARAWA STATE.(Department of Sociology, Nasarawa State University Keffi, 2018-03-03) Ishaya, Daniel LekuThis study examined administration of criminal justice in Nigeria: perception of the role of Police and public in criminal investigation in Lafia, Nasarawa state. The main objective of this study is to examine the role of police criminal investigation in the administration of criminal justice in Nigeria. The specific objectives of the study are to: Determine the role of police criminal investigation in the administration of criminal justice in Nasarawa State; Examine the relationship between police criminal investigation and crime reporting; Examine challenges confronting police criminal investigation in Nasarawa State; Investigate how police investigation can be improved in the administration of the criminal justice system. Make recommendations on how to facilitate effective and efficient criminal justice administration in Nigeria. Survey design was used and a sample size of 211 respondents was selected through stratified and simple random sampling techniques. Primary data generated through questionnaires were analyzed quantitatively by the use of simple percentages, tables, and multiple correlation statistical technique was employed to test the hypotheses. Structuredinterviews were also conducted. An Investigative Intelligence and Control model was developed and adopted. From the analysis of data generated for the study, the following are major findings: Lack of hardware equipment and scientific techniques. Also, the study discovered that there is a poor public-police relationship. Unfortunately, this has greatly affected the smooth and successful investigation by the police. The study found that there is no police welfare and consequently, little or no motivation among the police. The combination of the above mentioned lead to low performances of police criminal investigation. This negates the sole duty of investigation and by implication, translates into weakening the future for criminal justice. Consequently, this leads to future cycles of injustice and increases in crime. The study recommends adequate funding of police for effective service delivery in the area of crime investigation and crime management. Effort must be made to ensure that the welfare of police officers is improved to spur them to duty. There should be a synergy between the public and the police in terms of crime reporting and investigation. The study adopted survey research design and purposive sampling procedure to select informants from Mararaba under bridge and Masaka U-turn in Karu Local Government Area of Nasarawa State. In-depth-interview was the instrument used for information gathering which was analyzed non-numerically using content analysis. Findings from this study show that touts activities are usually disruptive in the study area; they usually attack their victim with different weapons and cart away their belongings. The paper concluded that, touts activities has severely disrupted security situation as well as sky-rocketed crime such as: looting, killings, raping, thurggery, and street violence, pick pocketing among others in Karu Local Government Area. The paper recommended investigation of touts activities and arrest, and community collaboration as a way of controlling and preventing criminal activities by touts in the area.Item Open Access Analysis of Road Traffic Policing and Traffic Safely in Nigeria(Department of Sociology, Nasarawa State University Keffi, 2021-03-06) Udo, Chikezie Osisiogu; Yusuf, Usman A.; Mmahi, Okoro PaulThe purpose of traffic policing is to ensure that road users comply with traffic rules and regulations, to forestall road traffic crashes (RTCs) andfatalities. By implication, effective traffic policing would result in compliance with traffic rules and its associated safer road traffic on the one hand, while ineffective policing could result in traffic violations and attendant RTCs on the other hand This paper examined the safety situation of Nigerian roads amidst traffic policing. The paper is based on secondary sources of data such as journal articles, institutional and organizational publications, Newspapers, research reports and other internet materials. Critical analysis adopted, while conclusion was drawn using deductive approach. The paper argues that copious traffic crashes on Nigerian roads which is mostly occasioned by traffic violation is traceable to inadequate enforcement of existing traffic rules. This study was aimed at examining the implication of traffic congestion on the socioeconomic activities in the Federal Capital Territory (FCT), Abuja. The specific objectives were to investigate the causes of traffic congestion; and the effects traffic congestion has had on the study area. Two types of data were collected for the study: these were primary and secondary data. Primary data were derived from fieldwork, which involved direct interview technique and administration of questionnaire. The set of questionnaire administered were supplemented by field observation. Relevant qualitative and quantitative techniques were employed for the analysis of data. Some of the variables that were derived from the questionnaire were subjected to chi-square technique to measure the effects of traffic congestion on the FCT, Abuja. The results of the chi-square showed that traffic congestion seriously affected the economy of the study area. It was found that bad condition of roads was the major cause of traffic congestion. Roads were found to be dilapidated with some parts converted to refuse dumps sites. It was found that traffic congestion was interfering with the passage of emergency vehicles traveling to their destinations where they were urgently needed; and the wastage of time of motorists and passengers were the major effects of traffic congestion in the study area. Hence it was suggested that the available roads which have virtually dilapidated in the study area should be rehabilitated and consideration should be given t0 construction of new roads. Dumping of refuse on the roads should be banned.Item Open Access ANALYSIS OF THE NON-INSTITUTIONAL CREDIT OPERATION AMONG PEASANT FARMERS IN I KARA LOCAL GOVERNMENT AREA OF KADUNA STATE, NIGERIA(Department of Sociology, Nasrawa State University, keffi., 2015-01-23) Amos, Akpokos James; Dr. Hauwa'u, E. YusufThe lack of access to credit facilities has been implicated as one of the major obstacles to the development and growth of the agricultural sector in Nigeria. Thus, the need arises for the provision of credit to small farmers. However, due to the in-built bias in the formal ere sector which denies small farmers access to credit, most of them resorted to the informal credit sources for their loan requirement view of the popularity and patronage of the informal credit source, study undertook to investigate its modes of operation in Ikara LGA Data for the study was obtained from 104 beneficiaries of informal loans. Additional information was also collected from 52 credit providers, using the in-depth interview method. Findings from the study indicate that all the respondents received their agricultural loans from informal credit providers. The interest charge on the loans was found be between 40 -90 percent and repayment was mostly done with the crops produced. Generally, the study found that most farmers did not benefit from the loans received because almost all the farm produce harvested were used for loan repayment. The study recommends that government should introduce micro finance banks in the rural areas which would lend to farmers at lower interest rates.Item Open Access AN ANALYSIS ON THE SCIENTIFICITY OF SOCIOLOGY(Department of Sociology, Nasrawa State University, keffi., 2013-01-05) Ishaya, Daniel LekuIt has been that sociology as a discipline anchored on scientific study of human behaviour as it affects the various social institutions in the society. Its emergence and development was characterized by wide range of contributions from philosophers and scholars of great repute, not ably was the French philosopher Auguste Comle (1798 - 1857) who coined the word sociology meanwhile, it was developed from the turmoil of Western Europe. The development of sociology in the early 19th century was heated by debate and Revoution. Instability, chaos, and disorder. Conceptual issue were related and connected by several analysis, interpretation and divergent scholastic view. However, to understand the scientific status of sociology on whether sociology is a science or not we need to now what science is. Science is a body of organized, verified knowlege which has been secured through scientific investigation. Some scholars argued that sociology as an academic discipline is not science, while, others believe it is. this paper intended to show why sociology is recognized and qualified as a science and the need for the two camps to write in order to move the discipline forward for the entire humanity. Theoretical analysis was used to study the problems of the discipline.The scientific investigation and the demonstration of the usefulness of the approach as to enhance more research in the field of the discipline. The paper concluded that, an analysis on scientific nature of sociology was based on scientific discovery, fact and observation, in which sociology covered all this spectrum of scientific endeavour.Item Open Access ANTHROPOLOGICAL STUDIES AND ITS RELEVANCE IN CONTEMPORARY NIGERIA SOCIETY(Department of Sociology, Nasarawa State University, Keffi., 2011-01-12) Ogidi, Ambrose WoyengiemiAmong the social science disciplines in Nigeria anthropology seems to be the least recognized. The reason for this may not be unconnected with the role anthropologists played in consolidating colonial administration in Nigeria and other parts of Africa. This no doubt undermined the establishment and popularity of anthropology as an academic discipline in Nigeria from the period of independence. Besides, it equally created some form of bias by the Nigerian government and its citizens in appreciating the relevance and contributions of anthropology in the development of the nation. The paper examines the continued relevance of anthropology in Nigeria as it relates to economic development, protecting and preserving its cultural heritages, promoting national unity and integration, among others. The paper concludes by highlighting some of the challenges facing anthropological studies in Nigeria that includes; poor funding, absence of a professional body and lack of proper enlightenment of Nigerians on the importance of anthropology in modern society.Item Open Access An Appraisal of the Causes and Implications of Medical Tourism on Nigerian Societyand Economy(Department of Sociology, Nasarawa State University, Keffi., 2017-11-02) Ogidi, Ambrose WoyengiemiMedical tourism is a term used to describe the movement of persons from one country to another with the aim of assessing better and effective Medicare. The focus of this paper is to examine some of the contributory factors to the rise of the phenomenon of medical tourism among Nigerians in recent years. The paper identifies two broad perspectives responsible for this trend in Nigeria. They are micro causative and macro causative factors. The paper also identifies some of the implications of medical tourism in Nigeria; amongst these are the huge capital flight to many European and Asian countries and the adverse image it has brought to Nigeria. It recommends among other things the ban on sponsoring top government officials for medical care and improvement in budgetary allocation for the health sector.Item Open Access An Appraisal of Women Educational Development in Keffi Local Government Area(Department of Sociology, Nasarawa State University Keff ., 2017-02-08) Mamman, Mathew Samuel; Abdullahi, Bashir IdrisThe right to formal education for all has been an international goal for decades; hence early 1990s is remarked by women's high attendance in the education sector in Nigeria. Several conferences including, the 1994 International Conference on Population and Development, held in Cairo, and lhel995 fourth World Conference on Women in Beijing, placed women issues at the center of development efforts. This paper appraised women educational development in Keffi Local Government of Nasarawa State and examines the relationship between education and women development in Keffi Local Government Area. The study reviewed several literature and adopted conflict theory as theoretical framework. Based on the nature of the research, 400 questionnaires were distributed, 383 retrieved described and analyzed using Tables and simple percentage. The findings revealed that there is a relationship between education and women development as it indicate that development cannot take place without including women in education. The study further discovered that 50.1% of the total population of women in the study area participates in educational development. Furthermore, it was discovered that religion and culture are significant factor that impedes women educational development. Therefore, the paper recommends that Parents should give equal educational opportunity to children irrespective of their gender. In conclusion, we believe that stress generally affect the individual, how to handle it depend solely on the individual efforts.Item Open Access Assessing Environment and Sexual Behaviour of Internally Displaced Persons in Benue State, Nigeria(Department of Sociology, Nasarawa State University Keffi., 2022-03-15) Bilyaminu, Suleiman Muhammed; Philip, Orlaade AbughulThe world continues to witness an increasing number of internally displaced populations as a result of internal conflicts. Nigeria has been witnessing ethnic, religious, farmers- pastoralist conflicts, sustained terrorist and bandits' attacks, and natural disasters. Benue state has suffered attacks by armed Fulani herders since the return to democracy in 1999. The conflict has led to the displacement of communities, households, families, individuals and entire villages. The displaced persons are settled in makeshift internally displacement camps that are congested and environmentally poor in Makurdi, the state capital and the affected local government areas. Studies are mostly skewed toward the social, economic and security well-being of displaced persons. This study assesses the environment and sexual behaviour of internally displaced persons in Benue State with a focus on teenagers between 10 and 19 years. The study adopted a cross-sectional survey design where quantitative and qualitative data were collected through questionnaires and key informants interview guides from respondents and some key informants who were selected using a multistage sampling technique. The data were analyzed using correlation statistics and content analysis to show the relationship between environment and sexual behaviour of the displaced persons, the extent to which displaced teenagers are involved in sexual activities, their contraceptive awareness and uptake, and the relationship between environment and risky sexual behaviour. The study concludes that the environment (especially IDP camps) plays a key role in shaping the sexual behaviour of displaced teenagers. Thus, the adoption of comprehensive sex education by government officials in the camp to ensure safe sex among the IDPs is recommended.Item Open Access ASSESSING THE DEVELOPMENTAL IMPACT OF POVERTY REDUCTION PROGRAMMES IN SOKOTO STATE, NIGERIA(Department of Sociology, Nasrawa State University, keffi., 2014-09-28) Tasiu, Dansab Muhammad.The study assesses the developmental impact of poverty eradication programmes in Sokoto state with particular reference to three poverty eradication programmes notably, National Poverty Eradication Programme (NAPEP), Sokoto State Poverty Reduction Agency (SPORA) and Millennium Development Goals (MDGs) project. This is with a view to investigating the degree to which the said programmes have had developmental implications vis-a-vis the target population. Using survey methods expressed in the utility of a total of 1888 household questionnaires that were administered, which covered the household survey; and interview (in-depth) guides designed for the key informants’ interviews in addition to focused group discussions, the study collected useful research information. Results from analysis of collected data showed that developmental impact of poverty eradication programmes proves insignificant at 0.324 which is greater than 0.05. This is due largely to the fact that chronic poverty has impacted negatively on the performance of the programmes in Sokoto state. The data revealed that poverty has increased over the last ten years, as more than half of the respondents endorsed in favor of the stand implying that poverty in the State is not only widespread but chronic. In the same vein, the study has revealed that the projects are not sustainable. The study concludes that among others, Poverty reduction cannot be achieved through government interventions only, and that the three projects (NAPEP, SPORA and MDGs) have only marginally impacted on the development of Sokoto State as many respondents indicated. Based on the findings and conclusions presented above, the research recommends thus: Government should formulate people-oriented policies as majority of the respondents indicated that they were not consulted at whatever stage in the projects phases and sharing pattern of societal scarce resources was not only unjust but exploitative. Again, party affiliation or other primordial sentiments should not constitute the yardstick(s) in this direction. In addition, religious and traditional rulers should be involved in all the stages of project executions so that people’s priorities will count. The so called skill acquisitions schemes do not appear to play a significant role in the attainment of the developmental objectives. This can be realized if more funds and formidable supervision systems/practices are channeled and put in place respectively in that direction. This would no doubt go a long way in job creation and empowerment of the disadvantaged groups. As a suggestion for further research, efforts should concentrate on clustering philanthropists with a view to examining the prospect of same as partner in poverty reduction at local levels.Item Open Access Assessing the Trends and Implications of Youth Migration in Nigeria(Department of Sociology, Nasarawa State University Keffi., 2019-05-20) Bilyaminu, Suleiman Muhammed; Zango, Tijani NazirMigration of people from one place to another is not a recent phenomenon. However, the bourgeoning rate of young migrants is what continues to be the trend in this 21s1 Century and attracts a considerable global attention of governments and policy makers. The United Nations Department of Economic and Social Affairs reported that young migrants aged 15-24 represents 28.2 million (12 per cent) of the total migrant population in 2013 alone. This study examines the Trends and implications of youth migration in Nigeria; it also examines international migration among Nigerians. The sources of data involve utilization of secondary data which include journal articles, Books, ..conferences and policy reports by International Organization for Migration, International Labour Organisation, media reports, and relevant academic papers. The paper finds that poor socioeconomic conditions in the rural communities occasioned by urban bias policies of government are some of the factors identified as Trends of youth migration. More so, continues conflicts and economic down turn was contributed to youth international migration to Europe, America and other countries. The implications include reduction of agricultural output, increase on criminality in the urban areas and receiving countries of Nigerian migrants. The paper recommends that Government should redirect its development policies towards rural development by putting in place basic social amenities that will improve the living standard of the rural dwellers, create job opportunities for the youth and equal opportunities in the Governance.Item Open Access ASSESSMENT OF ACADEMIC STAFF UNION OF UNIVERSITIES (ASUU) STRIKES ON THE ECONOMY OF KEFFI TOWN, NIGERIA(DEPARTMENT OF SOCIOLOGY FACULTY OF SOCIAL SCIENCES NASARAWA STATE UNIVERSITY KEFFI, 2021-04-16) Okoh, Edoh MichaelThe Academic and Staff Union of Universities (ASUU) has continuously fought against the myriad of challenges bedeviling their functions as lecturers due to the unhealthy learning environment created by both the state and Federal government of Nigeria hence the frequent industrial action by ASUU that always affect the economy of Keffi the host community severely. This study assessed the Academic Staff Union of Universities (ASUU) strike on the economy of Keffi Local Government Area of Nasarawa State. Literature was reviewed thematically while conflict theory was reviewed and adopted for the study. The study adopted survey research design and cluster sampling to select respondents from informal business operators in Keffi. Questionnaire was the instrument used for data collection. Descriptive and inferential statistics were the statistical tools used for data analysis. The descriptive statistics involved the use of frequencies and simple percentages while the inferential statistics utilized partial correlation statistics which shows the direction and strength of relationship between the tested variables as well as the significant. One hypothesis was formulated and tested by this study; the result shows a positive and strong relationship between ASUU strike and Keffi economy respectively. The study found that, the incessant strike has severely affects businesses and other economic life negatively in Keffi. The study therefore conclude that, ASUU strike often has negative effect on Keffi economy despite the present of other well-known government institutions both federal and state operating in Keffi. The study therefore recommends increase investment on education by the government; ASUU adopting alternative strategies to pressing home their demands; universities, reducing their over reliance on the federal and state government among others as viable measures to combating the challenges.Item Open Access Assessment of Cybercrime on Postal Service: A Study of Nigeria Postal Service(Department of Sociology, Nasarawa State University, Keffi, 2018-03-22) Ocheni, Nuhu; Ishaya, Daniel LekuThe emergence of cyberspace is increasingly impacting almost every aspect of our lives. It is transforming many countries growth, dismantling barriers to commerce, and allowing people across the globe to communicate, collaborate and exchange ideas. However, behind this increasing dependence on cyberspace lies new risk that threatens the nation’s economy and security. Sensitive data, • network and systems that we now trust can easily be compromised. This study assessed Cybercrime in Nigeria Postal Service. The study adopted survey research design and a simple random technique was used to select respondents from Nigeria Postal Service (NIPOST) headquarters. Questionnaire and interview were the instruments used for data collection. Descriptive and inferential statistics were the statistical tool used for analysis. The descriptive statistics involved the use of frequency simple percentages. The results show a strong and positive relationship between cyber insecurity and cyber crime; as well as growth in telecommunication technology are some of the factors responsible for cyber criminality in Nigeria. It is the conclusion of this study that lack of effective and efficient laws and increased knowledge in information technology have provided a fertile ground for cyber criminal activities to strive. The study recommended that workable and sound laws should be put in place to checkmate and combat the incidence of cybercrime; honest action to addressing the menace of poverty, unemployment, corruption among others to ameliorating the challenges of cybercrime in Nigeria.Item Open Access ASSESSMENT OF FADAMA III PROGRAMME ON FOOD SECURITY IN BENUE STATE, NIGERIA.(Department of Sociology, Nasarawa State University Keffi., 2019-04-21) Onuche, Uche Innocent; Francis, Ojonugwa Onu; Bilyaminu, Suleiman MuhammedThere have been heated debates on the effectiveness of foreign aid like FADAMA III programme on the well-being of the beneficiaries. Most of the studies established a positive relationship between foreign aid like FADAMA III project and development using economic indicators like: Gross Domestic Product (GDP), Gross National Product (GNP), and per capita income. None of these studies used development indicators like: food security and poverty among others. This study examines the effects of FADAMA III programme on food security in Apa Local Government Area of Benue state. The study adopted survey design and purposive sampling procedure to select seven (7) informants from Apa Local Government Area. Key Informant Interview (Kll) was the instrument used to collect information from the key informants and analyzed non numerically. The study found that, training constitutes the major activities of the FADAMA III programme, targeting poverty, unemployment reduction and food security. The study equally found that, most of the beneficiaries are still within the moderate and low threshold in their condition of living: and therefore concluded that, FADAMA /// programme did not eradicate and reduced to the barest minimum cases of food msecunty and poverty in Apa Local Government Area of Benue State. The study of scope of subsequent FADAMA III assistance programme in terms of training and coverage to enableit ameliorates the challenges of food insecurity in Apa Local Government Area Benue State, Nigeria.Item Open Access Assessment of Insurgency and the State of the InsecurityStrategies in Combatting Security Forces Against Criminal Behaviour in Nigeria(Department of Sociology, Nasarawa State University, Keffi, 2021-06-10) Ishaya, Daniel Leku; Yiga, Helen SadiInsurgency is an embodiment of social ills th^ has threatened the security globally. I The ugly trends have affected the entire social existence and gamut of the human society both individual, social group and society as a whole. The problem of insurgency in Nigeria has negative connotation and impacts in the society. Insecurity in Nigeria have led to wanton destruction of lives and properties and social dislocation which necessitates government diversion of its resources that are meant for developmental programmed to the fight against insurgencies. Insecurity in the country is the major challenges confronting the society as a result of the system failure and dysfunctional governance. The system required synergy and collaboration both national and international in the country to fight insurgency. Theory of demolished crime security was used. The study utilized both primary and secondary methods. Sample size of 351 was drawn and the multi-stage sampling techniques designs with the ultimate sampling units being clusters were derived. The study revealed that security apparatus and law enforcement in Nigeria have significant role in the management of security challenges in fighting or combatting insurgent. Provision of useful information, identification of insurgents and the formation of community policing are fundamentals in fighting the menace. The study concludes that the problems associated with the fight against insurgency are because of the system failure and lack of internal and external control mechanism to checked the dysfunctions of the social system and lack of sufficient and inadequate international and national collaboration and synergy among the sister agencies and community policing. The study recommends that internal control system and adequate information disseminations would have enhanced security strategy in the country. Security need to be strengthened through provision of modem gadget or techniques, security mapping, general pocket radio service (GPRS), tracking system welfares and encouragement. Therefore, security require injecting new blood and geosociological mapping in the system to address the ugly phenomenon.Item Open Access Assessment of Organizational Reform and Effectiveness in the National Drug Law Enforcement Agency(Department of Sociology, Nasarawa State University Keffi., 2019-12-31) Igube, R.B.; Bilyaminu, Suleiman MuhammedSince Nigeria's return to democratic governance in 1999, governments at Federal and State levels has been reforming the civil service, agencies and the economy as a whole. The National Drug Law Enforcement Agency undergone reforms in the year 2000 in order to make it efficient and effective. The agency before the reforms had weak structures, corrupt and adjudged being ineffective to the extent that it was decertified by the United Nations and other countries the agency is collaborating with. It also lack adequate funding as well as accountability. The study investigated the relationship between organizational reforms and effectiveness of Agency. Survey research design was adopted and a sample size of 1,008 staff drawn from the population of 3,405 staff of the agency. Stratified sampling technique was used and questionnaire was administered on these categories of staff sampled; top level management staff, senior officers and junior officers. Simple percentages were used and regression statistics was employed to test the relationship between organizational reforms and effectiveness, through reform proxies, such as statutory allocation, number of command, drug seizure/arrest and conviction. It is found that the reforms provided an elaborate administrative structure with clearly spelt responsibilities. It also gave the agency direction, high degree of authority relationship between the leaders and the subordinates and changed the perception of the public and international community from inept to an effective organization. In conclusion, the reforms brought out the best from Agency; carefully harnessed human characteristics of the workers, as well as directing their efforts through purposeful leadership. The study recommended that NDLEA should use flexible, decentralized structure rather than centralized structure. Furthermore, the agency should devise ways to allow the workers to monitor and measure their own performance. The agency should be adequately funded, trained by international collaborators to aid the gains of the reform.
