Item Open Access ANNUAL PERFORMANCE EVALUATION REPORT (APER) AND PROMOTION: A CASE STUDY OF THE FEDERAL MINISTRY OF INFORMATION AND CULTURE, ABUJA(Public Administration, Nasarawa Sate Unversity, Keffi., 2018-06-02) Adegbe, Abo JulianaThe study assesses the effect of Annual Performance Evaluation Report (APER) and Promotion in the Federal Ministry of Information and Culture Abuja. The theoretical inspiration of this work is the application of the Structural-functional approach which provides a significant mechanism for the analysis of various social processes. The work adopted a survey method in assessing the effect of (APER) and Promotion in an organisation. Oral interview and research questionnaire were used in collecting data for the study, which analysis of the questionnaire was done based on percentages and result display in tables. After which it was discovered that the nature of performance appraisal techniques and promotion in the Ministry is not good and also, the main factor affecting performance appraisal programs and promotion in the Ministry is corruption, inadequate finance and inadequate infrastructure. The study recommends first that the management of the Ministry should as a matter of concern device means of improving the nature of performance appraisal techniques and promotion; second that the Ministry should collude the factors affecting performance appraisal programs and promotion in the Ministry which include corruption, poor financial allocation and inadequate infrastructure, lack of efficient coordination, lack of comprehensive policy framework, political interference, wrong target of the beneficiaries and lack of effective monitoring, costing and evaluation of programmes. Third, the Federal Government should increase funding of all line ministries and agencies involved in the APER programme while equitable and skill manpower should be employed to carry out the various functions in the ministry, which will help reduce the challenges faced by the Ministry.Item Open Access AN APPRAISAL OF THE OVERSIGHT FUNCTIONS OF NASARAWA STATE HOUSE OF ASSEMBLY (1999 - 2011(Department of Public Administration, Nasarawa State University, Keffi, 2015-12-12) Umar, Yusuf KasimThis study is examines the extent in which Nasarawa State House of Assembly has been able to discharge her oversight function since the return to civil rule in 1999-2011. Nasarawa State House of Assembly like the National Assembly and indeed like it’s counterpart in other involves itself in other general Governmental functions for the overall survival of polity ranges from Law making, watchdog of public finance, power to conduct investigations, control over personnel removal power among other functions. This research study showed that the Legislatures have not been able to effectively discharge their oversight functions for the good of the Nasarawa State Citizens. This is among other findings of the research study and several other recommendations that have been proffered. These include legislative training, avoidance of party loyalty at the detriment of the State, regular lecture, seminar among other things that widening. The research methodology adopted was survey research method, while the sampling technique used include, cluster and simple random sampling as well as purposive or judgmental sampling techniques. In this study, two methods were employed on gathering the requisite data, the primary and sources. The data collected in this study was analyzed statistically by the use of percentages, and mean. The theoretical framework adopted in this work is called institutional approach. The study discover that if the House of Assembly Members will unanimously agreed to discharge their functions to the good of the State populace the resulted effect will been seen in the area of provision of basic infrastructure, minimizing environmental degradation among other things that will change the State for good.Item Open Access AN ASSESSMENT OF CONFLICT MANAGEMENT IN AN ORGANIZATION: A CASE STUDY OF FEDERAL MEDICAL CENTRE (FMC) KEFFI.(Department of public Administration, Nasarawa state University, Keffi., 2019-07-12) Shiru, MedinatThis research study was carried out to identify the influence of AN Assessment of CONFLICT MANAGEMENT IN AN ORGANISATION using Federal Medical Centre Keffi as a case study. Generally, some management Experts believe that conflict in organizations is as a result of the organizational techniques being adopted by the organization. However, this proposition is still controversial among scholars. To rest further controversies, this study applied a systematic approach in conformity with acceptance research procedures. It is divided into five chapters. This first chapter discussed the background, purpose, scope, significance of this study as well as the research hypothesis formulated to guide the researcher. The review of relevant literatures in chapter two provided different views of different scholars on management of conflict in organization. Chapter three is the methodology. The research design in the survey method and 36 respondents were used as sample size. While questionnaires were used as measuring instruments. Their responses were presented and analyzed in chapter four. The research hypotheses were analyzed using the simple percentage (%) method. The research hypotheses were also analyzed in relation. In chapter five, it was concluded that no organization is conflict-free and if proper conflict resolution is taken into consideration, performances increased productivity in the federal medical centre (FMC) Keffi.Item Open Access AN ASSESSMENT OF DOCUMENTATION AND RECORDS MANAGEMENT IN NIGERIAN INSTITUTE OF ANIMAL SCIENCE, ABUJA(DEPARTMENT OF PUBLIC ADMINISTRATION, FACULTY OF ADMINISTRATION, NASARAWA STATE UNIVERSITY, KEFFI, 2021-01-01) Nwaoha, Ndukeima CarolynThis study assesses the documentation and record management practices in the Nigerian Institute of Animal Science, Abuja with a view to identifying benefits that are derivable from proper records management and documentation in the organization under study. The study reviewed literature on the concepts of records, their forms as well as the lifecycle of records. It further outlined the benefits and challenges of records management and documentation. This study uses the records continuum model as its theoretical framework as it involves an investigation of the records management practices and their significance in organizational administration. The study opts for this model as compared to the other models as it delves into the specific records management practices in a continuum, beginning from when records are created to their disposal. The study purposely sampled 80 administrative staff comprising senior members (Directors), senior staff and junior staff from the Nigerian Institute of Animal Science Abuja. Flowing from the quantitative nature of the research design, structured questionnaires were used as the sole data collection instrument and Statistical Package for Social Sciences (SPSS) was used to analyze the data. The major findings of the study revealed that the administrative documents are stored in both manual and electronic forms. This leads to quick decision making, saves office space and promotes good corporate governance. It was further indicated that there were insufficient resources in terms of professionally trained records managers, training of administrative staff and lack of office space. Therefore, it was recommended that management of Nigerian Institute of Animal Science Abuja, should embrace the records management and documentation function to ensure its effectiveness and also inject the organization with more professionally trained records managers.Item Open Access ASSESSMENT OF IMPLEMENTATION OF THE 2004 PENSION REFORM ACT IN THE FEDERAL CAPITAL DEVELOPMENT AUTHORITY (FCDA), ABUJA(DEPARTMENT OF PUBLIC ADMINISTRATION FACULTY OF ADMINISTRATION NASARAWA STATE UNIVERSITY, KEFFI, 2021-06-06) Ali, Peter AbahThis study is an assessment of the 2004 pension Reform Act with particular reference to the Federal Capital Development Authority (FCDA). The 2004 Pension Act otherwise known as the contributory Pension Scheme actually repealed and replaced the old Defined Benefits Scheme which was largely tagged unsustainable, ineffective and inefficient. The contributory pension scheme which is fully funded was aimed at addressing the myriads of challenges that characterized the old pension scheme. The objectives of this study among others include: to ascertain the extent to which the 2004 Pension Reform Act has been implemented in the FCDA and to ascertain how the implementation of the act has ensured prompt payment of pension benefits to retirees of FCDA. The study adopts the survey and documentary research methods. Data were collected through both primary and secondary means. The study uses questionnaire and interview as instruments of primary data collection while secondary data were gathered through existing documents.Among others, the study finds out that the implementation of the Pension Reform Act 2004 has helped in ensuring prompt payment of pension benefits in the Federal Capital Development Authority. Though most retirees of the FCDA are paid their pension benefits as and when due since the implementation of the 2004 Pension Reform Act, most retirees still grapple with the challenges of catering for their needs since the amount paid are grossly inadequate. The study recommends among others an upward review of the amount to be contributed by both parties.Item Open Access ASSESSMENT OF PRIMARY HEALTHCARE PROGRAMME IN SANGA LOCAL GOVERNMENT AREA OF KADUNA STATE(DEPARTMENT OF PUBLIC ADMINISTRATION, FACULTY OF ADMINISTRATION NASARAWA STATE UNIVERSITY, KEFFI, 2021-04-16) Danladi, Charles,The healthcare system in Nigeria is increasingly facing challenges of ensuring healthcare provision to the growing population that is disproportionately distributed over space. The challenges are due to a number of factors, such as, rapid population growth, uneven population distribution related to natural resource base, poor transportation networks which have made some areas remote, low human resource and the inadequate or lack of financial support for the provision and management of health services. This study is aimed at examine the impact of Primary healthcare programmes on rural development in Sanga local government area of Kaduna state. The study employs the survey research method and design as our research methodology focusing entirely healthcare sector of Sanga local government area of Kaduna state Nigeria. The population size of the study is 149,333, based on 2006 population census. Using the Taro YamanVs technique, about 400 sampled size was utilized. The stratified random sampling technique was used in selecting the 17 communities for the study. The study observed that majority of the sampled population disagree with the proposition that primary healthcare service delivery improves rural development in Sanga local government area as a whole; hospital equipment impact primary healthcare service delivery negatively; Availability of drugs leads to effective healthcare service delivery. The study recommended that to achieve a sustainable healthcare service delivery in Sanga local government area, there is need for the provision of all necessary healthcare equipment that can cater for health challenges encountered in the healthcare facilities in the local government area; availability of drugs in hospitals; even distribution of qualified medical personnel and more qualified medical personnel are encouraged to be recruited to ensure healthcare service delivery is improved.Item Open Access AN ASSESSMENT OF RECRUITMENT OF WORKERS, AS IT AFFECT EMPLOYEE’S PERFORMANCE, IN THE FEDERAL POLYTECHNIC, BIDA, NIGER STATE, NIGERIA(DEPARTMENT OF PUBLIC ADMINISTRATION FACULTY OF ADMINISTRATION NASARAWA STATE UNIVERSITY, KEFFI, 2019-06-13) Agabi, Paul TsunabavyonThe research was necessitated by the need to assess the effects of recruitment of workers on employees’ performance in the Federal Polytechnic Bida, Niger State, Nigeria. Over the years, Federal Polytechnic Bida has recruited employees’ into the polytechnic using both internal and external sources of recruitment to increase staff strength but the performance of employees’ has not improved. The study adopted survey research design using structured questionnaire administered to both academic and non-academic staff of the polytechnic. The population of the study is the entire Federal Polytechnic, Bida staff which stood at 1,606 and Yaro Yamane formula was used to select the sample size to 320. The statistical tool adopted is simple percentages using manual computations, the study found out that despite the fact that the polytechnic has a laid down recruiment policy of which even the staff are aware of, it was not strictly adhered, to in the recruitment exercise during the period under review (2012-2018). It was found out too that no adequate advertisement was made of job vacancies. Another finding is that, no interview and aptitude test conducted for the applicants. We also found out that functional heads of the institution were not consulted for determining suitable qualified candidates. It was equally disheartening to find out that staff are frequently absent at work, no regard for punctuality, sluggish in output, low standard in terms of quality of work, lack of initiative and imagination, avoidance of responsibilities among others. Other findings includes cooperation among staff, sensitivity of staff to each other’s feelings, butthat staff are harsh and unapproachable to students. Staffs therefore, are of the opinion that as a disciplinary measure and. staff whose output, quality of work and any other measurement of performance is very low should not be promoted. The study then recommended among others that, in designing and instituting recruitment criteria in future, the polytechnic should ensure that quality is not compromised. Another recommendation is that to minimize the anomalies in future recruitment exercise, examinations and interview should be conducted by Human Resource Management Consultant. Furthermore, the study also recommend that since inadequacies in recruitment exercise affect employees ’ performance greatly, the polytechnic must ensure that laid down procedures or policies for recruitment are adhere to strictly. The study therefore, concluded by saying; given that the right type of labour is hard to come by, and that organization environment is ever changing, the polytechnic management is implored to constantly evaluate the institution’s recruitment methods on the basis of their validity, impartiality, scope of usage and cost.Item Open Access AN ASSESSMENT OF RECRUITMENT, SELECTION AND ORGANIZATIONAL PERFORMANCE: A STUDY OF UNIVERSITY OF ABUJA TEACHING HOSPITAL (UATH), GWAGWALADA, ABUJA, NIGERIA(DEPARTMENT OF PUBLIC ADMINISTRATION FACULTY OF ADMINISTRATION NASARAWA STATE UNIVERSITY KEFFI, NIGERIA, 2018-11-09) Negedu, Henry OmachokoThe objective of this study was to assess the effect Recruitment, Selection and Organizational Performance in the University of Abuja Teaching Hospital, Gwagwalada, Abuja. Four research questions and objectives were formulated for the study. A survey research method was used for this study. Both primary and secondary sources of data were utilised. The total population of the study was 1555 employees of the University of Abuja Teaching Hospital, out of which 318 respondents were selected and administered copies of questionnaire. The collected data were converted into percentage and frequency for analysis. Among the major findings of the study was that employees are recruited based on placement and quota system/federal character principle hence the performance is said to be at par with the recruitment procedure, where proper placement enhance organizational performance. The study therefore recommended among other things that Recruitment based on placement and quota system/federal character principle encourages corruption and inefficiency, therefore merit should be introduced to bring about effective and efficient performance in UATH.Item Open Access AN ASSESSMENT OF SKILL ACQUISITION AS TOOLS FOR SUSTAINABLE DEVELOPMENT IN KEFFI LOCAL GOVERNMENT AREA(Department of public Administration, Nasarawa state University, Keffi., 2017-03-12) Hashim, Shittu RakiyaSkill acquisition requires a holistic approach in the realization of creative ideas. The objective of this study is to ascertain if skill acquisition contribute to sustainable development in Keffi Local Government Area. The work adopted a descriptive research in assessing Skill Acquisition as tools for Sustainable Development in Keffi Local Government Area. As the instrument of data collection, oral interview and research questionnaire were used. The analysis of the questionnaire was done based on percentages, allowing the greater or less than factor to influence the judgment gotten from the responses. After which it was discovered that unemployment contribute to poverty, as well as the attitude of the people does not embrace skill acquisition as such making it deficient in terms of contribution towards economic sustainability of the society. Based on the followings, we suggest that issues of unemployment should be look into by the Keffi Local Government as it impacts contribute greatly to poverty within the area, well the Local Government should consider encouraging it citizens as their attitude does not embrace skill acquisition by doing this it will make the skill acquisition programme more functional and reliable so as to allow individuals feel it impact.Item Open Access ASSESSMENT OF THE APPLICATION OF FEDERAL CHARACTER PRINCIPLE ON STAFF APPOINTMENT IN FEDERAL POLYTECHNIC NASARAWA (2004 – 2014)(Public Administration, Nasarawa Sate Unversity, Keffi., 2016-09-08) Ibrahim, Isyaku AdamuThe general objective of this study is to examine the application of federal character principle on staff appointment in Federal Polytechnic Nasarawa. The problem of in balance in Nigeria has become a born of contention among scholars and practitioners and which create problem between states and ethnic groups in relation to appointment, into the public service and output – efficiency, to achieve this objective, descriptive research work was used in other to get the solution for the problem posed to the study. Sources of data were the primary and secondary source, the primary source consisted of questionnaire and interview, and secondary data were gathered from books, conference papers, unpublished research projects, journals, magazines and newspapers. Simple random sampling was adopted in choosing the respondents; simple percentage method was adopted in analyzing and interpreting the information from the questionnaires. The findings of the study shows that the application of federal character principle on staff appointment in Federal Polytechnic Nasarawa tends to favor the relatives of the people in authority and the host community. It is full of bias and it does not encourage brains in the service. Thus, the study recommends that, there should be total compliance to the principle of Quota system that is based on merit. This study is designed to assess the implementation of e- Government in the Nigerian Immigration Service Headquarters Abuja. The work adopted a survey method while its theoretical framework is system theory. For the purpose of this research study, data were collected from two main sources which are primary and secondary source of data The study revealed that the effect of e-Government in the Nigerian Immigration Service Headquarters, Abuja has enhanced operations of the service although, cyber crime and inadequate manpower to manage the service has been the factor militating against the use of e- Government for service delivery in the organisation. The study suggested that the organisation should improve on the current e-Government policy and strategy, and continue to improve on its Internet access and digital divide among staff in order to continue achieving their organizational g™ls which will further enhance the operations of the service.Item Open Access ASSESSMENT OF THE IMPLEMENTATION OF FEDERAL GOVERNMENT AMNESTY PROGRAMME TO NIGER DELTA STATES OF NIGERIA(DEPARTMENT OF PUBLIC ADMINISTRATION, FACULTY OF ADMINISTRATION, NASARAWA STATE UNIVERSITY KEFFI, NIGERIA, 2017-06-05) Nwokeleme, Onyebuchi AmbroseOne of the most current and topical issues within the context of peace and conflict resolution in Nigeria, borders on the lingering militancy and the subsequent President Yar’Adua’s (2008) amnesty programme in Niger Delta. The objective of this study is to assess the implementation of the Federal Government Amnesty programme with a view to resolving the Niger Delta crisis. Primary and Secondary data were used for this study. Primary data were collected through the survey method with the instrumentality of the questionnaire, while the secondary data were generated through the reading of relevant documents. The data were converted into percentage and analyzed. The findings of this study revealed that the implementation of Amnesty Programme is a strong tool in the development of Niger Delta Region. It was also concluded that the implementation of Amnesty programme will engender integrity, fairness objectivity that will culminate in a robust good decision making in order to enhance good objectives on the implementation of Amnesty Programme. Taking into consideration all the challenges the researcher encountered on this study, he however, came up with recommendations that could enable the Federal Government in the implementation of Amnesty Programme.Item Open Access ASSESSMENT OF THE PERFORMANCE OF CONDITIONAL CASH TRANSFER PROGRAMME IN SELECTED LOCAL GOVERNMENT AREAS OF NASARAWA STATE, NIGERIA(Department of Public Administration, Nasarawa state University, Keffi., 2021-06-11) Inalegwu, Mary OyineThe study is designed to assess the Performance of Conditional Cash Transfer Programme in Nasarawa State. This study employed social survey design because it makes the collection of data from large population easy using a representative sample to generalize. The data collected were analyzed using simple percentages and result narrated descriptively and tabulated according to the response area of the questionnaires collected. After which it was discover that the performance of Conditional Cash Transfer programme in Nasarawa State is strong where as to a large extent the implementation of Conditional Cash Transfer has enhanced access to Primary Health Facilities, improve food intake by families in the benefiting communities and increase school enrollment in the communities. Based on the following, the study suggested that, the Nasarawa State Government should as a matter of concern ensure the provision of adequate support to improve the performance of conditional cash transfer programme in the State and effort should be made by the State government to equip the health care facilities in the state so as to make it a world class standard to meet the need of the poor in the communities as well as State through the Ministry for Local Government and Chieftaincy Affairs to direct Local Government to prove strong monitoring team to checkmate households who have not allowed their children test the value of education, as the effects of the programme has increase school enrollment in the benefiting communities.Item Open Access ASSESSMENT OF THE ROLE OF NATIONAL DIRECTORATE OF EMPLOYMENT (NDE) IN REDUCING UNEMPLOYMENT IN NIGER STATE, NIGERIA (2010-2015).(Public Administration, Nasarawa Sate Unversity, Keffi., 2017-09-03) Kudu, Haruna MohammedThe study assesses the role of National Directorate of Employment (NDE) in reducing unemployment in Niger State. The research design adopted in this research work was survey and sampling technique used was stratefied random sampling technique. Relevant data were collected from primary source with the used of questionnaire covering a period of 6 years from 2010 to 2015. The population of this study was a total of 16127 unemployed that benefited from the employment creation programmes of the Niger State National Directorate of Employment right from 2010-2015, comprising 6,600 under VSD, 3,385 under SSE, 4,000 under REP and 2,142 under SPW between 2000 to 2015. The statistical instrument used in analyzing the collected data is simple percemtage and frequency distribution table. Among the major findings of the was that the programmes introduced by NDE had not reduced unemployment in Niger State of Nigeria. The study therefore recommended that programmes such as vocational skills development programme, Agricultural employment promotion programme, Small Scale Enterprise programme and Special public Works Programme should be evaluated prior to implementation. An assessment would ensure an identification of the operational problems inherent in a proposed programmes and early resolution of such problems.Item Open Access ASSESSMENT OF THE ROLE OF THE NATIONAL DIRECTORATE OF EMPLOYMENT (NDE) IN REDUCING GRADUATE UNEMPLOYMENT IN SELECTED LOCAL GOVERNMENT AREAS IN KADUNA STATE, 2010/2015(DEPARTMENT OF PUBLIC ADMINISTRATION, FACULTY OF ADMINISTRATION, NASARAWA STATE UNIVERSITY, KEFFI, 2017-06-16) Danjuma, HelenThe research work focuses on graduate unemployment and how the National Directorate of Employment (NDE) has helped in cubing it in Kaduna state. The work is aimed at determining the cause and effect of Graduate Unemployment in Nigeria, highlight various policies and programmes put in place by the government to curb unemployment, assess the National Directorate of Employment and find out problems (if any), hindering the effective performance of the directorate and provide possible solutions. Data were collected from both primary and secondary sources while the systematic sampling method was used in determining the sample size and the stratified random sampling method was used in its administration. Statistical tables and charts were used in the data analysis while the Average Mean Score method was used for the test of hypotheses formulated. The three hypotheses which states “that inadequate awareness of the activities of the National Directorate of Employment has led to poor enrolment”, that inadequate skills acquisition has led to a rise in graduate unemployment in Kaduna state and “that poor funding of the activities of the NDE in Kaduna State undermined its activity, and that skills acquisition is an effective tool in reducing graduate unemployment. Consequently, specific skills acquisition schemes should be included in the curriculum of post-secondary schools. The work adopted a survey method, as the instrument of data collection; oral interview and research questionnaire were used. The analysis of the questionnaire was done using percentages. The study revealed that the various communities in Wamba do not participate in alleviation reduction of their area. The major causes of poverty in Wamba Local government are religious and economic crisis. Some of the causes of corruption been identify as follows: greed, poverty, absolute power and lack of private morals among others, and this is a very difficult task to tackle, since the code of conduct bureau is limited in its jurisdiction to fight some of this identified causes of corruption. Furthermore/the study discovered that as a result of the bureaus inability to arrest and prosecute officers who bridge its provision. Public officers continue to perpetrate their act of corruption. The objectives of the study include: To determine the extent to which traditional institutions resolved communal conflicts in Isiala Mbano L. G.A of Imo State, To examine the measures traditional institutions adopted in resolving communal disputes in Isiala Mbano Local Government Area Imo State and to analyze the effects of traditional institutions involvement in the resolution of communal conflagration in Isiala Mbano L.G.A of Imo State. Relevant data for this study were collected from both primary and secondary sources. A descriptive survey design method was used for the study. Among the major findings of the work was that Traditional institutions played a key role in resolving the Anara and Ezihe conflicts in Isiala Mbano L G A, Imo State. This was achieved through governments’ acceptance that traditional institutions be allowed to handle the resolution of the conflict according to their native laws and customs. This was also achieved through the use of traditional dispute resolution mechanisms in settling the dispute, all traditional institutions were involved in the process, and government provided funds and other logistics which led to a smooth resolution process. The traditional institutions; adopted series of strategies which enabled them to amicably resolve the communal conflict between the Anara and Ezihe communities. Measures adopted by the traditional institutions includes the invitation of all stakeholders, the use of traditional leaders from other arbitrators and conciliators, the giving of ample opportunities for each aggrieved community to ventilate their grievances and the peace accord which was entered into at the end of the resolution. The study recommended that: Traditional institutions be allowed to handle the resolution;, of conflicts according to their native laws and customs, traditional institutions should’ continue to adopt series of strategies which will enable them to amicably resolve the communal conflict between communities., government should train the traditional institutions on ways of curbing criminality in the communities, government should give proper constitutional recognition to the traditional institutions, this will enable them function effectively. The study analysed, how e-government as electoral reform by Independent National Electoral Commission addressed electoral fraud and enhanced credible election in Nigeria. The objectives of this study is to examine e-government as electoral reform by the Independent National Electoral Commission (INEC) in conducting free and fair election in Nigeria, 2005-2015. The study used the Analysing of existing data, which consist of secondary data. The study relied on published document of government offices or government published materials especially the Independent National Electoral Commission, (INEC) submission in the area of voters’ registration, and voters’ accreditation. Data were obtained, analysed and interpreted using simple percentages and simple t-test analysis to compare the application of electronic technology in 2007, 2011 and 2015 election. The study found that the introduction of electronic system such as biometric data capturing machine, automatic fingerprint identification system, business rules for the production of Permanent Voter’s Card (PVC), distribution of permanent voter’s card and smart card reader(SCR) for biometric accreditation this has drastically reduced electoral fraud and irregularities but has not fully eliminated election irregularities such as violence, vote buying, under age voting among others that were identified. The objectives of the study include; to demonstrate how performance appraisals are carried out at the Federal Capital Development Authority (FCDA); to determine whether performance appraisal system actually reveals the level of staff Performance in FCDA; to ascertain whether performance appraisal techniques has influences on management decision toward staff promotion; to establish whether performance appraisal is an effective tool for identifying the training needs of an employee in FCDA; and to investigate whether favoritism influences performance appraisal rating in FCDA. Goal theory by Edwin Locke (1962) was adopted as theoretical framework for the study. However, the study adopted survey and documentary research design. The population of the study comprised the staff of Federal Capital Development Authority. Meanwhile, sample size of240 were selected for the study using purpose sampling technique. Both primary and secondary method of data collection were used. Findings from the study revealed that; Annual Performance Evaluation Appraisal Report in Federal Capital Development Authority (FCDA) is carried out at departmental level; Performance appraisal technique has significant influenced on management decision for staff promotion in FCDA; Management decision for promotion stipulated three years continue review of staff performance appraisal reports to an average of 60% why the written examination usually carry 40%. Performance appraisal also serve as basic tools for identifying some of challenges affecting employees of FCDA in performing their duties and responsibilities and this was as a result of ^inadequate capacity building or regular training for staff of the administration. The study concluded and recommended that; the Management of Federal Capital Development Authority (FCDA) should ensure Annual Performance Evaluation Appraisal Report is carryout at departmental level with most sincerity in the use of grading methods for all staff of the authority. The Management of Federal Capital Development Authority (FCDA) should encourage staff to do more so as to upgrade their level of performance from their current grade level D to A & B in subsequent exercise.
