Item Open Access THE EFFECTS OF DEFICIT BUDGETING ON NATIONAL DEVELOPMENT OF NIGERIA, 1999 - 2010(deparment of poblic administration nasarawa state university keffi, 2013-06-25) Adinde, IkechukwuThis study is an empirical analysis of deficit budgeting and the national development of Nigeria. Its purpose is to examine the relationship between deficit budgeting, macroeconomic and development variables of Gross Domestic Product (GDP), Inflation, Unemployment and Human Development Index (HDI). The data were collected from both primary and secondary sources, namely the National Bureau of Statistics, Debt Management Office (DMO), Budget Office of the Federation, Central Bank of Nigeria and the Federal Ministry of Finance using appropriate instruments. Regression analysis was used as the primary tool of analysis, employing the ordinary least squares (OLS) method and the spear man product moment correlation coefficient to examine the relationship between the variables of interest. The t-statistic was employed to test and validate the stated hypotheses. The study found that budget deficit as a policy option is not inherently defective. However, in Nigeria’s case, it did not significantly influence the achievement of GDP growth rate and that it had an adverse effect on the level of unemployment and inflation, especially because decision makers in the years in which the expenditure were made, used the deficit to finance recurrent expenditure items which did not create long-term productive capacity for the economy. Similar, relationship was also observed with regard to human development index, which accounts for life expectancy, literacy level, access to healthcare. The adverse relationship observed between the budget deficit and GDP, unemployment, inflation and human development is consistent with the proposition of the Neo-classical school The study recommends that policymakers should observe fiscal prudence by keeping the budget deficit to a minimal level, not exceeding 3% of the GDP in line with the prescription of the Fiscal Responsibility Act 2007, that deficit is not financed by monetization and in addition ensure that the deficit is used to finance long-term investments in the productive sector of the economy rather than consumption, which escalates inflation, slows economic growth and exacerbates unemployment and povertyItem Open Access PRIVATIZATION AND NATIONAL DEVELOPMENT IN NIGERIA: A CASE STUDY OF NIGERIA’S POWER SECTOR.(PRIVATIZATION AND NATIONAL DEVELOPMENT IN NIGERIA: A CASE STUDY OF NIGERIA’S POWER SECTOR., 2013-11-19) Stephen, Etubi IdokoNigeria’s public policy thrusts over the years towards the socio-economic and political growth, development and sustainability of the system is largely bereft with abject lack of direction and vision. Hence, this research attempts a plethora of Privatization and National Development vis-à-vis Nigeria’s power sector reform. The thesis argues that social responsibility is an integral aspect of good governance and must be so guided with caution in the management of the affairs of Nigeria’s public space in relations to the welfare of the people at large. The submission of this research is that the present administration’s bid to restructure the power sector does not seem to have the required answer to incessant power outage in Nigeria. Hence, the nuclear energy option remains the available mechanism for effective and efficient power supply in Nigeria. The research sums up with conclusion and policy recommendations for improved performance of the already comatose power sector in Nigeria’s Fourth Republic and beyond.Item Open Access FINANCE AND LOCAL GOVERNMENT PERFORMANCE (A CASE STUDY OF KEFFI LOCAL GOVERNMENT AREA, NASARAWA STATE)(DEPARTMENT OF PUBLIC ADMINISTRATION FACULTY OF ADMINISTRATION NASARAWA STATE UNIVERSITY KEFFI, 2014-07-29) Bitrus, Kreni ReubenThis research examines finance and its role on local government performance with reference to the Keffi Local Government Area. The Objectives of the research are to identify the causes and effects of under-utilization of local governments fund as well as suggest appropriate measures of generating and utilizing the finances of the Keffi Local Government Area, one hypothesis and four research questions guided the study. Stratified sampling technique was used to obtain a sample size from the population. Findings shows that local government have not been adequately mobilized in the economic planning process, the existing sources of revenue of local government are grossly inadequate, the revenue generated in Keffi Local Government is not enough to meet up with its programmes. Among the recommendations are; Keffi Local Government should from time to time, conduct a survey of it area of jurisdiction to enable it assess the number and types of structure that will go a long way in improving its revenue yield in tenement, the Federal and State Governments are also urged to increase their allocation to the local government as to follow them to attend swiftly and effectively to their increasing responsibilities to the people at grass root.Item Open Access THE EFFECT OF MONETISATION POLICY ON PUBLIC SERVICE DELIVERY: A STUDY OF PETROLEUM EQUALISATION FUND MANAGEMENT BOARD, ABUJA(Public Administration department, Nasarawa Sate University, Keffi., 2015-01-17) Eze, Priscilla OnyinyechiThe cost of running public office became so expensive and government could no longer bear it, hence the introduction of monetization policy by an Act 2002. However, many years after the introduction of monetization policy, the productivity of the public sector is yet to improve hence the need for this study Is there really any impact? so, to what extent? If not, why and what really happened. This is the thrust of this project, with emphasis on Petroleum Equalization Fund Management Board (PEFMB) 2005 and 2010. The general objective of this study is to evaluate the impact of monetization policy service effectiveness using the Petroleum Equalization Fund Management Board Abuja between 2005 and 2010 as focus, the study adopted survey research design as a research methodology using chi- square as a tool of analysis, the study relied on primary and secondary data, as its source of information. The study concludes that there was little or no motivation for the workers because there was no standard and adequate reward system for genuine hard work. Rather, the profit motive and pursuit of inordinate gratification were the overriding concerns of management and those in the top echelon of union leadership.Item Open Access AN APPRAISAL OF THE OVERSIGHT FUNCTIONS OF NASARAWA STATE HOUSE OF ASSEMBLY (1999 - 2011(Department of Public Administration, Nasarawa State University, Keffi, 2015-12-12) Umar, Yusuf KasimThis study is examines the extent in which Nasarawa State House of Assembly has been able to discharge her oversight function since the return to civil rule in 1999-2011. Nasarawa State House of Assembly like the National Assembly and indeed like it’s counterpart in other involves itself in other general Governmental functions for the overall survival of polity ranges from Law making, watchdog of public finance, power to conduct investigations, control over personnel removal power among other functions. This research study showed that the Legislatures have not been able to effectively discharge their oversight functions for the good of the Nasarawa State Citizens. This is among other findings of the research study and several other recommendations that have been proffered. These include legislative training, avoidance of party loyalty at the detriment of the State, regular lecture, seminar among other things that widening. The research methodology adopted was survey research method, while the sampling technique used include, cluster and simple random sampling as well as purposive or judgmental sampling techniques. In this study, two methods were employed on gathering the requisite data, the primary and sources. The data collected in this study was analyzed statistically by the use of percentages, and mean. The theoretical framework adopted in this work is called institutional approach. The study discover that if the House of Assembly Members will unanimously agreed to discharge their functions to the good of the State populace the resulted effect will been seen in the area of provision of basic infrastructure, minimizing environmental degradation among other things that will change the State for good.Item Open Access STAFF MOTIVATION AND PERFORMANCE IN PUBLIC ORGANIZATIONS IN NIGERIA: A STUDY OF NATIONAL INLAND WATERWAYS AUTHORITY (NIWA) LOKOJA(DEPARTMENT OF PUBLIC ADMINISTRATION, FACULTY OF ADMINISTRATION NASARAWA STATE UNIVERSITY, KEFFI, 2016-07-05) Atodoga, Godwin EnemiThis study evaluates staff motivation on performance in public organizations in National Inland Waterways Authority. The intention of the researcher is to elicit responses from the staff of National Inland Waterways Authority on the effect of this motivation on organizational productive. 90 respondents were randomly selected as the population of the study. The study used descriptive statistics (frequencies and percentages) to answer research questions posed for the study. The result obtained from the analysis showed that there is strong relationship between Staff motivation and performance in National Inland Waterways Authority. The study reveals that motivational incentives given to workers in the agency have significant influence on the organizational performance. This is in line with Alderfer’s ERG theory of motivation which emphasizes that fairness in the remuneration package tends to produce higher performance from workers which result to greater output in the organization. The researcher recommends that other Public organization should adopt this kind of motivational incentive system in their organization to improve their performance. On the bases of these findings, employers are continually challenged to develop pay policies and procedures that will enable them to attract, motivate, retain and satisfy their employees. And also Management of NIWA should invest in human development (employees training), and technological modernization. This is because, one of the most efficient and effective methods of improving workers’ productivity is simply to train and retrain them in the skills they need to perform their job functions. The researcher therefore suggest that more research should be conducted on the relationship and influence of rewards on workers performance using many private and public organizations which will be a handy tool that could be used to provide solutions to individual conflict that has resulted from poor reward system.Item Open Access ASSESSMENT OF THE APPLICATION OF FEDERAL CHARACTER PRINCIPLE ON STAFF APPOINTMENT IN FEDERAL POLYTECHNIC NASARAWA (2004 – 2014)(Public Administration, Nasarawa Sate Unversity, Keffi., 2016-09-08) Ibrahim, Isyaku AdamuThe general objective of this study is to examine the application of federal character principle on staff appointment in Federal Polytechnic Nasarawa. The problem of in balance in Nigeria has become a born of contention among scholars and practitioners and which create problem between states and ethnic groups in relation to appointment, into the public service and output – efficiency, to achieve this objective, descriptive research work was used in other to get the solution for the problem posed to the study. Sources of data were the primary and secondary source, the primary source consisted of questionnaire and interview, and secondary data were gathered from books, conference papers, unpublished research projects, journals, magazines and newspapers. Simple random sampling was adopted in choosing the respondents; simple percentage method was adopted in analyzing and interpreting the information from the questionnaires. The findings of the study shows that the application of federal character principle on staff appointment in Federal Polytechnic Nasarawa tends to favor the relatives of the people in authority and the host community. It is full of bias and it does not encourage brains in the service. Thus, the study recommends that, there should be total compliance to the principle of Quota system that is based on merit. Qualified candidates should be given appointment into the public service, regardless of their parents and status in the society.Item Open Access THE EFFECTS OF DISCIPLINE IN ACHIEVING ORGANIZATION EFFICIENCY A CASE STUDY OF JOS SOUTH LOCAL GOVERNMENT COUNCIL(Department of Public Administration, Nasarawa State University, Keffi., 2017-02-02) NANBYEN, NANSEL NANKATOrganizations, in any context are made up of group of people and individuals who are interdependent and work together to achieve organizational goals and objective which is made possible by discipline as such, making discipline very essential for a healthy industrial atmosphere and achievement of organizational goals. Generally, the study is designed to determine the factors responsible for the indiscipline in Jos south local government staff. The work adopted a survey method in assessing the Effects of Discipline in Achieving Organization Efficiency. As the instrument of data collection, oral interview and research questionnaire were used. The analysis of the questionnaire was done based on percentages, allowing the greater or less than factor to influence the judgment gotten from the responses. After which it was discovered that majority of the personnel do not work in Jos south local government council, also, the staff and workers contribute to the challenges face in adopting disciplinary measures as well as some of the challenges encounter in the organization includes absenteeism, lateness to work and leaving before closing hours and lack of moral conduct. Based on the followings, the work suggest that the management of the Local Government should offer their personnel a better and befitting package which will motivate them to work in Jos south local government council, also, the staff of the organization should be properly check mate as their inefficiency contributes to the challenges face in adopting disciplinary measures whereas, the management of the organization should looked into the various challenges encounter in the organization which includes absenteeism, lateness to work and leaving before closing hours, lack of moral conduct which has affected the organization in other to improve effectiveness of the local government by doing this, it will make the local government more functional and reliable so as to allow members feel its existence.Item Open Access EFFFECT OF COMMUNITY PARTICIPATION IN THE NATIONAL ECONOMIC EMPORMENT AND DEVELOPMENT STRATEGY (NEEDS) IN NASARAWA STATE: A STUDY OF NASARAWA LOCAL GOVERNMENT AREA(Department of Public Administration, Nasarawa State University Keffi, 2017-02-05) Mohammed, Lawal MusaThis study intends to in:vestigate the effect of community participation in the national economic empowerment and development strategy in Nasarawa Local Government Area of Nasarawa State. The objective of this study is to examine the effects of community participation in the national economic empowerment and development strategy in Nasarawa local government area. The study adopted the system theory as the theoretical framework. The theory contends that a system is a set of interacting components acting independently and sharing a common boundary. The study adopted the survey method and primary and secondary data were collected. The study revealed that many people depended on govemment jobs majority are jobless. Most communities have one social infrastructure or the other, while few have none. It was also discovered that hick of awareness and participation on the programmes of NEEDs by the communities affected the programme. However, . mismanagement, inadequate manpower, non-community participation and corruption are NEEDs poverty reduction constraints. The objective of this study is to ascertain if skill acquisition contribute to sustainable development in Keffi Local Government Area. The work adopted a descriptive research in assessing Skill Acquisition as tools for Sustainable Development in Keffi Local Government Area. As the instrument of data collection, oral interview and research questionnaire were used. The analysis of the questionnaire was done based on percentages, allowing the greater or less than factor to influence the judgment gotten from the responses. After which it was discovered that unemployment contribute to poverty, as well as the attitude of the people does not embrace skill acquisition as such making it deficient in terms of contribution towards economic sustainability of the society. Based on the followings, we suggest that issues of unemployment should be look into by the Keffi Local Government as it impacts contribute greatly to poverty within the area, well the Local Government should consider encouraging it citizens as their attitude does not embrace skill acquisition by doing this it will make the skill acquisition programme more functional and reliable so as to allow individuals feel it impact.Item Open Access MOTIVATION AND EMPLOYEES’ PERFORMANCE: A CASE STUDY OF ADO-EKITI LOCAL GOVERNMENT COUNCIL OF EKITI STATE, 2005 - 2015(Department of Public Administration, Nasrawa State University, Keffi., 2017-03-18) Ayokunle, Temitope AjayiMotivation of employees is viewed as a key concept towards the attainment of set goals and objectives in any organization. The study set out to determine the factors that influence employee motivation, with a view to establishing to what extent motivation affects employees' performance. Data were collected from 200 staff of Ado-Ekiti Local Government Secretariat, using self-administered questionnaire as well as oral interview. The analysis of the questionnaire was done based on percentages, allowing the greater or less than factor to influence the judgment obtained from the responses. The results from the analyzed questionnaires showed that workers are conscious of periodic review of their emoluments and other fringe benefits by the government as a way of enhancing productivity in Ado-Ekiti Local Government. It was also discovered that political influences, such as, who emerges the council Chairman have a bearing on the motivational programmes and employee performances of Ado-Ekiti Local Government. Arising from the foregoing, it is suggested that Government should ensure that their practice ofperiodic review of worker’s salaries and other fringe benefits does not come to an end but rather sustained as it enhances productivity in the organization. Also, the issues of political influences should be discouraged from the government institutions as it affects the motivational programmes of Ado-Ekiti Local Government with regards to Employees performance. Doing so will make the Local Government more functional and productive.Item Open Access EFFECT OF RATIONALIZATION ON ``EMPLOYEES’ PERFORMANCE IN NATIONAL GALLERY OF ART HEADQUARTERS, ABUJA(Department of Public Administration, Nasarawa State University Keffi, 2017-05-14) Ibrahim, Adamu TankoThere is a challenge of measuring the success of the reform in improving workers’ performance. Despite the large body of published works on worker’s performance, there are still gaps in empirical investigations of the effect of administrative reforms on employees’ performance. This study therefore examines the effect of rationalization on performance of employees’ in Nigeria; A Study of the National Gallery of Art, Abuja. Research questions and hypotheses relating to employees’ morale, performance, commitment, and perception were raised, while quantitative data was collected with a close- ended structured questionnaire, the X2 Chi-square statistical tool was employed in testing the hypotheses, with a sample size of 203 respondents. The findings revealed that, rationalization as a set of actions adopted by the management of the National Gallery of Art improved its employees’ performance. It was therefore recommended that, various mechanisms should be employed from merit based recruitment, job descriptions, motivations and employee participation to enhance employees’ commitment for better performance.Item Open Access THE NATIONAL ASSEMBLY AND ITS LEGISLATIVE PROCESS. The best system of government is now found in democracy which gives everyone equal rights and opportunity to co-exist and access the available resource in a symbiotic manner. This project work is an analytical exposition of the journey so far as democracy - how we have fared and what we need to do to better the lots of the citizenry. The National Assembly is constitutionally empowered to make law for the well beings of the people. By clear understanding of the tenets of democracy and legislature which is the focus of this research work, the world will fare better when the dividends of the system is ensured. This project work boarders on the evolution of legislature, what legislature is instituted to do and achieve for the people, the rules and regulations in legislative process, the structural and functional arrangement of the legislature and comparative analysis of the world legislature. With this in place, it is hoped that good legislative process, which is sine guenon for good governance will have been put in place.Item Open Access ASSESSMENT OF THE IMPLEMENTATION OF FEDERAL GOVERNMENT AMNESTY PROGRAMME TO NIGER DELTA STATES OF NIGERIA(DEPARTMENT OF PUBLIC ADMINISTRATION, FACULTY OF ADMINISTRATION, NASARAWA STATE UNIVERSITY KEFFI, NIGERIA, 2017-06-05) Nwokeleme, Onyebuchi AmbroseOne of the most current and topical issues within the context of peace and conflict resolution in Nigeria, borders on the lingering militancy and the subsequent President Yar’Adua’s (2008) amnesty programme in Niger Delta. The objective of this study is to assess the implementation of the Federal Government Amnesty programme with a view to resolving the Niger Delta crisis. Primary and Secondary data were used for this study. Primary data were collected through the survey method with the instrumentality of the questionnaire, while the secondary data were generated through the reading of relevant documents. The data were converted into percentage and analyzed. The findings of this study revealed that the implementation of Amnesty Programme is a strong tool in the development of Niger Delta Region. It was also concluded that the implementation of Amnesty programme will engender integrity, fairness objectivity that will culminate in a robust good decision making in order to enhance good objectives on the implementation of Amnesty Programme. Taking into consideration all the challenges the researcher encountered on this study, he however, came up with recommendations that could enable the Federal Government in the implementation of Amnesty Programme.Item Open Access ASSESSMENT OF THE ROLE OF THE NATIONAL DIRECTORATE OF EMPLOYMENT (NDE) IN REDUCING GRADUATE UNEMPLOYMENT IN SELECTED LOCAL GOVERNMENT AREAS IN KADUNA STATE, 2010/2015(DEPARTMENT OF PUBLIC ADMINISTRATION, FACULTY OF ADMINISTRATION, NASARAWA STATE UNIVERSITY, KEFFI, 2017-06-16) Danjuma, HelenThe research work focuses on graduate unemployment and how the National Directorate of Employment (NDE) has helped in cubing it in Kaduna state. The work is aimed at determining the cause and effect of Graduate Unemployment in Nigeria, highlight various policies and programmes put in place by the government to curb unemployment, assess the National Directorate of Employment and find out problems (if any), hindering the effective performance of the directorate and provide possible solutions. Data were collected from both primary and secondary sources while the systematic sampling method was used in determining the sample size and the stratified random sampling method was used in its administration. Statistical tables and charts were used in the data analysis while the Average Mean Score method was used for the test of hypotheses formulated. The three hypotheses which states “that inadequate awareness of the activities of the National Directorate of Employment has led to poor enrolment”, that inadequate skills acquisition has led to a rise in graduate unemployment in Kaduna state and “that poor funding of the activities of the NDE in Kaduna State undermined its activity, and that skills acquisition is an effective tool in reducing graduate unemployment. Consequently, specific skills acquisition schemes should be included in the curriculum of post-secondary schools. Organising symposia, seminars and using the media were some of the recommendations made for improvement on the awareness of the activities of the National Directorate of Employment.Item Open Access THE ROLE OF LOCAL GOVERNMENT IN RURAL COMMUNITY TRANSFORMATION(DEPARTMENT OF PUBLIC ADMINISTRATION, FACULTY OF ADMINISTRATION NASARAWA STATE UNIVERSITY, KEFFI, 2017-07-28) Shittu, J. TunjiThe Local government as the third tier government in the Nigerian federation was born out of the clear need to better the lots of local citizens in the country. Generally, the work is design to identify the extent to which the Keffi Local Government Council embarks on rural and community transformation of its communities. The work adopt survey method in assessing the role of Local Government in Rural Community Transformation. As an instrument of data collection, oral interview and questionnaires were used. The analysis of the questionnaire was done based on percentages, allowing the greater or less than factor to influence the judgment gotten from the responses. After which it was discovered that most of the individuals are not pleased with the local government contribution toward rural and community transformation also, inadequate financial assistance is given which could not result to any meaningful transformation. Based on the following, the work suggest that the management of Keffi Local Government should upgrade their services as most of the individuals are not pleased with its contribution toward rural and community transformation and also, the Management of Keffi Local Government should ensure that adequate financial assistance is given, as the one given so far is inadequate for any meaningful transformation.Item Open Access ASSESSMENT OF THE ROLE OF NATIONAL DIRECTORATE OF EMPLOYMENT (NDE) IN REDUCING UNEMPLOYMENT IN NIGER STATE, NIGERIA (2010-2015).(Public Administration, Nasarawa Sate Unversity, Keffi., 2017-09-03) Kudu, Haruna MohammedThe study assesses the role of National Directorate of Employment (NDE) in reducing unemployment in Niger State. The research design adopted in this research work was survey and sampling technique used was stratefied random sampling technique. Relevant data were collected from primary source with the used of questionnaire covering a period of 6 years from 2010 to 2015. The population of this study was a total of 16127 unemployed that benefited from the employment creation programmes of the Niger State National Directorate of Employment right from 2010-2015, comprising 6,600 under VSD, 3,385 under SSE, 4,000 under REP and 2,142 under SPW between 2000 to 2015. The statistical instrument used in analyzing the collected data is simple percemtage and frequency distribution table. Among the major findings of the was that the programmes introduced by NDE had not reduced unemployment in Niger State of Nigeria. The study therefore recommended that programmes such as vocational skills development programme, Agricultural employment promotion programme, Small Scale Enterprise programme and Special public Works Programme should be evaluated prior to implementation. An assessment would ensure an identification of the operational problems inherent in a proposed programmes and early resolution of such problems.Item Open Access EFFECTS OF TRAINING ON JOB PERFORMANCE AMONG THE NON-TEACHING STAFF OF THE UNIVERSITY OF JOS, 2005-2015(Department of Public Administration, Nasarawa State University, Keffi, 2017-12-11) UDEH, ELIZABETH JANEIn the past, training of non-teaching staff of the University of Jos was not given attention which affected the performance of the staff in the organization. However, the training of the non-teaching staff of the university is beginning to gain ground. This study examined the relevance of training on the job performance among the non-teaching staff of the University of Jos. A total of 200 respondents were sampled for the study out of 2075 population which stand as the total population of non-teaching staff of the university, using questionnaire, oral interview Annual Appraisal Evaluation Report (APER) to collect data. The findings of the study showed that there is a positive significant relationship between training and job performance among the non-teaching staff of the University of Jos. The study further revealed that the trainees’ on-the-job behaviour also changed positively after the training. The study also discovered that the trainers have enough experience and skills to pass to the trainees. The study equally discovered that there were occasions where some staff were nominated for training and the offer was turned down. The study revealed some factors that could be responsible for the low performance of the non-teaching staff despite the investment on training by the University of Jos these factors are, lack of recognition, advancement, reward and responsibility. Based on these findings, the study recommended that staff who perform exceptionally well should be rewarded either in kind or cash. It further recommended that superior officers should give responsibilities to their subordinate staff and promotion should be given to deserving staff. The study analyses the impact of effective and comprehensive application of training on general performance of Nasarawa State University, Keffi between the period of 2002 and 2012. The problem of this study is to find out how training has impacted on the performance of Nasarawa State University, Keffi. This study employed survey research method as a research methodology and Chi-Square statistical tool was used in analysing the data, Results from analysis of this study shows that employee training has enhance employee performance and also improved productivity in Nasarawa State University, Keffi during the period under review. Based on the above findings the study concludes that the need for sustainable maximization of the benefits of training as it affect performance of the University, the study recommends among others that training policies that trainers incorporate new thinking, new technology and ‘best’ practices globally to be able to assist the staff in meeting organizational goals and objectives.Item Open Access ROLE OF SERVICOM ON THE PERFORMANCE OF FEDERAL MINISTRY OF HEALTH, ABUJA(Department of Public Administration, Nasrawa State University, Keffi., 2018-03-02) ANOCHIRIONYE, ANGELA EBEREThis research work entitled, “Role of SERVICOM on theperformance of Federal Ministry of Health Abuja, aims to examine the role of SERVICOM on job performance in the Nigerian Civil Service with particular reference to Federal Ministry of Health as a service delivery agency. It raises public awareness on the need to serve Nigerians better and rightly too. It is also about why Nigerians suffer in the midst of plenty due to inefficiency, and corruption with impunity over the years. The major objective of this study is, to ascertain, evaluate, and access the impact SERVICOM has made in achieving effective job performance in the Nigerian Civil Service and Federal Ministry of Health as component part of the Nigerian civil service, using the measurement indices as contained in the SERVICOM Index. Inorder to achieve this, the researcher adopted the survey method, using questionnaire and oral interview as the major instrument for data collection, simple percentage was used to analyze the data. Structural Functionalism Theory was adopted as the theoretical base on which this study was conducted. Some of the major findings of the research work include: SERVICOM has not played much significant role in achieving effective job performance in the Nigerian Civil Service, and in Federal Ministry of Health in particular. Inefficient service delivery affects the lives of the citizenry negatively.. Some of the recommendations include: Government should enact adequate legislations establishing SERVICOM programme and offices, to enable it have real legal backing. Government should fund the programme very well, considering its importance to the nation. More awareness of SERVICOM needs to be created. Those contravening the provisions of the SERVICOM charters and programmes should be sanctioned or punished according to the law
