Item Open Access NATIONAL LOTTERY POLICY AND ITS IMPACT ON SPORTS AND HUMAN DEVELOPMENT IN NIGERIA(Department of Political Science, Nasarawa State University Keffi, 2019-12-12) Vincent, Aondoakaa Awar; Abdullahi, Mohammed Yamma; Muhammad, Bello Baban'ummaThe National Lottery Regulatory Policy in Nigeria came into being with the enactment of the National Assembly Lottery Act of 2005. Since then, Nigeria joined the over 120 nations of the world that are fully engaged in lottery activities. In this paper, the impact of National Lottery policy in Nigeria on Sports and human development is examined. Lottery being an institution, the theory of New Institutionalism has been adopted to give it a theoretical framework for better comprehension of the subject matter. It is also more appropriate to use this theory because institutions are central in politics and administration. Also, the main thrust of the emergence of the lottery policy in the nation is for sports and human development, hi order to x-ray lottery policy more vividly, the paper has utilized the explanatory survey design methodology for the purpose of scientific information gathering using working class adults in the National Lottery Regulatory Commission (NLRC), the National Lottery Trust Fund (NLTF) and the Federal Ministry of Youth and Sports Development which are key actors. One of the major findings of this paper is that the National Lottery Policy has supported sports and human development in Nigeria by way of supplying sporting equipment such as footballs, jerseys, marking cones and training of players and officials. Finally it is recommended that the lottery Act be amended for its effective execution in Nigeria.Item Open Access THE RELEVANCE OF THE APPLICATION OF NEW INSTITUTIONALISM AND STRUCTURAL FUNCTIONAL APPROACH AS THEORIES ON LOTTERY POLICY IN NIGERIA(Department of Political Science, Nasarawa State University Keffi, 2019-09-03) Vincent, Aondoakaa Awar; Abdullahi, Mohammed Yamma; Muhammad, Bello Baban'ummaThe National Lottery Policy was established in Nigeria by an Act of the Parliament. The same law gave birth to the National Lottery Regulatory Commission (NLRC) and its sister agency, the National Lottery Trust Fund (NLTF). The NLRC is responsible for the registration of operators/licensees and generation of revenue which is channeled to the NLTFfor usefor the sports development in particular and otherp rojects for good causes. This calls for the subjection and evaluation of the policy to theories that are relevant for its execution hence the application of the New Institutionalism and Structural Functional approach in this circumstance is that institutions are central in politics and administration. Therefore, the — study of Political Science revolves around new institutionalism theory. Alternately, Structural Functionalism which is adopted from Sociology is significant and relevant to features of a political system. Every political system performs functions. This explains the necessity for using the two theories in this paper since both of them are complementary of each other. In order to boost the lottery policy in Nigeria for the benefit ofgovernment and licensees, it is recommended that management of the policy should embark on aggressive publicity to create awareness and clear doubts in the minds of Nigerians to accept lottery which is a lawful policy and not gambling that has no legal backing in Nigeria. It is also recommended that sanctions should be applied on illegal lottery operators to pave way for better lottery enhancement in the country.
