Item Open Access ILLEGAL MIGRATION AND THE CHALLENGES OF NATIONAL SECURITY IN NIGERIA(Department of Political Science, Nasarawa State University Keffi, 2019-09-09) Malik, Aliyu; Abdullahi, Sallau Modibbo; Tom, Usman AbuMigration between Nigeria and her neighbours has been a source of concern in the formulation and articulation of diplomatic and foreign policy of the nation. The porosity of Nigerian borders has made it possible for unwarranted influx of migrants from neighbouring States to enter the country illegallyfrom such countries as Republic of Niger, Chad and Republic of Benin. The paper interrogates the illegal migration and how it has impacted on national insecurity in Nigeria. Data were sourced through secondary sources; books, newspaper, journals and periodicals. Analysis of the data was done using content analysis. The paper revealed that poor management of borders contributed to the poor state of Nigeria's border thereby leading to illegal immigrants and the proliferation of Small Arms and Light Weapons which has aided the growth of insurgency and terrorism in Nigeria. We concluded that if Nigeria pay more attention on her national borders and take full control of movements and activities of immigrant as well as goods and services, insecurity in the country will be drastically checkmated in achieving secured internal security of the nation.Item Open Access Non-Governmental Organisations and Climate Change Action in Nigeria(Department of Political Science, Nasarawa State University Keffi, 2019-09-09) Zirra, Zakari F.; Tom, Usman Abu; Abdullahi, Sallau ModibboClimate change is now a central concern in global governance. Under the United Nations Framework Convention on Climate Change (UNFCCC), countries are called upon to take measures to reverse the phenomenon. In this regard, Non-Governmental Organisations (NGOs) have emerged as key actors in climate change action. In Nigeria, NGOs have been at the forefront of the advocacy for everyone to take action on climate change. This study reveals that even ahead of government, NGOs are the key players in mitigation and adaptation action against climate change. They also have more capacity in the field of environment. Using scholarly works and interview survey, this study establishes the leading role of NGOs in Nigeria’s climate change action. It therefore calls on government to extend full , support to the NGOs to facilitate their activities in the field of climate change in the country. It also advocates for domestic carbon market to discourage emission and create a green economy.___________________________________________________________Item Open Access A POLITICAL ECONOMY OF POVERTY AND ECONOMIC GROWTH: NIGERIA IN PERSPECTIVE(Political Science Department, Nasarawa State University, Keffi, 2014-01-01) Tom, Usman AbuAt independences, Nigeria was regarded as the promising country in the common wealth ahead of India, Malaysia and Singapore. But while these countries have made appreciable progress in most indices of growth, Nigeria is si ill struggling at the bottom of the ladder with most of her citizens unable to meet their basic necessities of food, clothing shelter and employment. The paper argue that despite the huge revenue from the export of petroleum, it is also host to the third largest number of poor people, despite several policies and adjustment of the Nigerian economy by successive administration. Unemployment has been on a high rate among youths in the country. The study recommended that development packages must be designed to make impact on the people, and to sustain economic growth and development there must be radical change in the existing power structure and the masses must be empowered for a poverty stricken populace which is not in a position of contributing to growth and development, instead it tends to undermine it.Item Open Access THE ROLE OF NIGERIA IMMIGRATION SERVICE AS A SECURITY AGENCY IN CURBING ILLEGAL MIGRATION(Department of Political Science, Nasarawa State University Keffi, 2019-09-06) Malik, Aliyu; Abdullahi, Sallau Modibbo; Tom, Usman AbuNigeria ’s porous border situation presents a security problem demanding a coordinated national and multilateral approach to address the issue effectively. Smuggling, narcotics trafficking, illegal immigration, movement of arms and ammunition, human trafficking, and insurgent movements offer some of the major challenges to domestic and regional security. A variety of circumstances and factors contribute to Nigeria’s systemically futile efforts to accomplish adequate border operations. This paper explored the role of Nigeria Immigration Service as a security in curbing illegal migration. The paper adopted quantitative research design, using content analysis for analysing. The findings revealed that the Nigeria Immigration Service have done their best towards combating this menace, with the provision of mechanisms such as e-passport, establishment of electronic queuing system, installation of HF Voice and Data Codan among others, the obvious fact still remains that a lot still needs to be done if the Service wishes to properly and effectively perform its role in security policing. The paper therefore recommends that, government should adequately exploit e-governance through installation, utilization and maintenance of ICT gadgets in order to achieve desired objectives of secured borders, safe society and increase in economic development. Similarly, there is a need to introduce community policing at the local or grassroots level in order to collaborate, share information on cross-border crimes and criminality.Item Open Access State - Local Government Relations in Nigeria: An Assessment of the Fourth Republic Experience(Department of Political Science, Nasrawa State University, Keffi., 2011-02-03) Tom, Usman Abu; Esidene, Erunke CaniceThe mutual working relationship between and amongst the federal, state and local councils in Nigeria, just like those of advanced democracies, is germane to this study. The paper is an empirical theoretical exposition of the chequered relationship that has existed between the three tiers of government in Nigeria since political independence in 1960 to date. The position of this paper is that the place of local councils as enshrined in the 1999 constitution (as amended) is practically honoured in the breach than in strict observance. Hence, local councils in Nigeria have been highly politicized by the powers that be, and the true position of the constitution on the status of the councils is greatly in doubt. Of particular importance in this paper is the dynamics of federal, state and local council relations in the erstwhile Obasanjo administration and the kind of contradictions the administration posed in the corporate affairs of state. The paper concludes that greater autonomy, consensus building, adequate constitutional obligations should be granted to local councils to enhance overall best practices as well as grassroot transformation and sustainable development.Item Open Access The Utility of Mixed Methodology for Climate Governance Research in Nigeria(Department of Political Science, Nasarawa State University Keffi, 2019-04-04) Zirra, Zakari F.; Tom, Usman Abu; Abdullahi, Sallau ModibboEven before the onset of the twenty first century, the subject of research in climate change as a subset of the environment gained attention in the academia. Since the 90s, the Intergovernmental Panel on Climate Change (EPCC) continues to lead research on climate change which has gained importance owing to the trans-boundary nature of environmental issues (UNFCCC, 2014). Given the rising prominence of climate change governance as a field of study in international relations, defining the methodology for any academic investigation in this field is also of equal importance. This is due to the fact that methodology is one of the three major elements that reflect the intellectual progress of any academic field (Sprinz & Wolinsky, 2004, p.3); the other two being the empirical phenomenon and development of theory. When we consider methodology as a systematic way of testing theories, it is self-evident that methodology is critical in the assessment of any phenomenon or theory in a research area.
