This is because it serves as the major machinery through which governmental policies are implemented.Item Open Access Assessment of Human Righs Abuses and Investigations in Niger State, 2013-2019.(Department of Public Administration, Nasarawa State University, Keffi., 2021-03-30) Nuhu, Mohammed; Hussaini, Hassan Tukur; Shehu, Ibrahim YakubuThis study assessed human rights abuses and investigations in Niger State, 2013 - 2019. During this period, NHRC receives about 752 complaints of human rights violations and investigated them. This study adopted a descriptive survey research design. Primary method of data collection was used to generate the data. The Statistical Package for the Social Sciences (SPSS) 20.0 versions were used to analyze the data. Multiple linear regression analysis was used to analyze the data, while regression analysis was calculated at 5% (0.05) level of significance. Structural-functionalism was used as a theoretical framework. Finding from the study reveals that, NHRC received a total number of seven hundred and fifty two (752) complaints of human right abuses in Niger State out which 286 (38%) of the complaints were investigated. The study concludes that, NHRC to some extent has investigated and addresses some Human Right abuses in Niger State. Rodestein-Rodan‟s “Big-Push” Theory in 1943. The cardinal thesis of the Theory is that, in contradistinction to “bit-by-bit” approach, massive capital investment in social and economic infrastructure is required to give an underdeveloped economy a “big-push” out of the doldrums. Evidence from the legion of theoretical literature and occasional commentaries supports the ineluctability of the critical and frontline role of Government in achieving the Herculean task. Unfortunately however, Government‟s attitude in Nigeria has smacked of incuriousity and exacerbated the situation, through derisory budgetary appropriation for capital expenditure. The key objective of this study therefore is to examine the nature, causes and implications of the observed Government‟s “antigrowth attitude”. In the theoretical framework comprising of an admixture of “Big-Push” theory and Structural-Functionalism, content analysis and primary survey provide the research design; while Chi-square statistical tool was employed in examining the discrepancy between the observed and expected capital appropriations by the Federal Government of Nigeria during the study period, 2006-2019. The findings of the study largely support the priori expectation of a significant discrepancy. Not only individuals, institutions and governments are adopting the ICT in all spheres of human endeavour, nothing can be moved in the next few years without the use of ICT. Today e-government and e-governance are becoming the order of the day and Nigerian institutions have long adopted and applied the technology in the provision of its services to their citizens. Against thisdevelopment, this study assessed the effect of e-governance on the delivery of Service in the Nigerian Immigration Service (NIS). To achieve this objective, five questions were raisedThese are: 1. what kinds of e-governance facilities are in the NIS? 2. What are the capabilities of the NIS staff in the knowledge of ICT? 3. What are the effects of such services on efficiency? 5. What is public perception on the efficiency of e-governance? The survey method was used It was found that there is significant relationship between e-governance and efficient service delivery. The study recommends that e-governance should be pursued in the service of the NIS in order to improve staff performance and more training on the usage of ICT facilities to improve service delivery.Item Open Access EFFECT OF MANPOWER TRAINING AND DEVELOPMENT ON THE PERFORMANCE OF NIGERIAN IMMIGRATION SERVICE IN NIGERIA(Department of Public Administration, Nasarawa State Unieversity Keffi, 2019-07-06) Ibrahim, Isah Salisu; Zakari, Musa; Shehu, Ibrahim YakubuThe study examined manpower training and development as tools for enhancing employees' performance in Nigerian Immigration Service. To achieve this purpose, hypotheses were formulated to guide the study. Literatures related to the variables under study were reviewed and survey research design was adopted for the study. Forty respondents were randomly selected for the study. The questionnaire was the major instrument used for data collection. The data collected was analyzed using regression analysis. The 0.05 level of significance was used for statistical testing of hypotheses. The result of the hypothesis reveals that training and development programme enhance worker's performance. There is also a significant relationship between Manpower Training and Development and Employee’s performance. And, the study concluded that, Manpower Training and Development has enhances better performance and greater productivity in Nigerian Immigration Service. Based on the findings of the study, recommendations were given. The integratedpersonnel andpayroll information system (IPPIS) is one of the strategies taken by the federal government to digitalize the manual based and files system marred with cormption, inefficiency and inaccuracy ofnumber ofpersonnel on the civil service of Nigeria. The lack ofdigital based system means that the federal government has no accurate and reliable number of personnel in the civil service and consequently, inaccurate and problematic budgeting in terms ofrecurrent expenditures in Nigeria. The paper has examined the IPPIS policy and personnel administration in Nigerian public service. Furthermore, it evaluates the effect ofthe policy on personnel administration in the office of the Accountant general offederation (OAGF). The paper utilized primary and secondary sources of data to elicit the information ofpublic servants. The study population consists of (330) workers in the office. Interviews were conducted with the staff of IPPIS unit to ascertain the challenges facing effective implementation of IPPIS, as well as detecting ghost workers on salary administration in (OAGF). The importance of CBN Intervention Policy in Agriculture cannot be overemphasize because agriculture is one of the major sectors in the economy and a key determinant of long run economic development in Nigeria. The sector contributes to economic development through production oj goods, foreign exchange and exports. The study adopts classical political economy an eve opment approach as theoretical framework. This study utilised the analysis of existing data research method and qualitative methods of data analysis were analyzed. The study was carried out from 2013 to 2017 using Central Bank of Nigeria annual financial statistics to agricultural sector. Finding from t e study reveals that, The CBN intervention is a sub-component of the Federal Government ff‘8^r,a s Commercial Agriculture Development Programme (CADP) which is financed through N200 billion Bond raised by the Debt Management Office (DMO). Loans to eligible entities under the intervention programme were disbursed at a maximum interest of 9 percent. The stu y furt ler s tows a , e CBN over the years has intervened in agricultural sector through the instrument of Agricultural Credit Guarantee Scheme Fund (ACGSF), Anchor Borrowers' Programme (ABP) and Commercial Agriculture Credit Scheme (CACS). The study, therefore, recommends that the Government should increase the budgetary allocation to agricultural sector in a consistent manner due to the primary and vital importance agriculture plays in the national economy.Item Open Access Financing Public Deficits in Nigeria: Groping in the Dark for Taxation(Department of Public Administration, Nasarawa State University, Keffi., 2021-04-06) Umar, Elems Mahmoud; Shehu, Ibrahim Yakubu; Ibrahim, Isah SalisuTaxation as the orthodox source of public finance has waned in contemporary Nigeria’s fiscal management, due to tax payers’ diminished expectation of service delivery by government. In the alternative, public debt has gained currency and prominence, irrespective of the high risk complexion. Fiscal renaissance, particularly since the 1990s, has engendered a legion of reforms aimed at repositioning taxation and substantially increasing collections. The objective of this study is to conduct an expository examination of the inhibitions of voluntary tax compliance; and to explore prospects of leapfrogging tax contribution from the posterior position, given the lacunae in extant studies. In the descriptive research design, underpinned by the range of structural-functionalist and expectancy theories, salient among the findings of the study is the diminished contribution of taxation to Nigeria’s GDP and total revenue, due to weak institutional framework and pervasive erosion of enthusiasm among tax payers. In the circumstance, Nigeria may be groping in the dark, in search of huge tax revenues. Accordingly, it is recommended, among others, that far-reaching fiscal reforms should be undertaken, to strengthen existing tax administration machinery; and to support the fiscal reformation, against the backdrop of mounting public debt.Item Open Access GOVERNMENT INTERVENTION AND THE PERFORMANCE OF ABUJA ELECTRICITY DISTRIBUTION COMPANY IN ABUJA MUNICIPAL AREA, NIGERIA.(2022-02-02) Abdullahi, Muhammed; Bariratu, Abdullahi; Shehu, Ibrahim YakubuThis study ecamined government intervention and the performance of Abuja Electricity Distribution Company in FCT, Abuja. Descriptive Research design was used intended to establishing the relationships between the dependent and independent variables and in turn analyzing it using SPSS; the major instrument used for data collection was questionnaire, which was structured using three-point Likert scale. Simple percentages, cumulative percentages, and Analysis of Variance (ANOVA) were employed to analyze the data obtained from the respondents. Findings shows that, there is significant relationship between government revenue intervention and performance of Abuja Electricity Distribution Company in FCT Abuja. Finding from the study further revealed that, there is significant relationship between poor rate of collection and remittances of electricity bill and low performance of Abuja Electricity Distribution Company. The study recommends that, The Federal Government should ensure that all the financial intervention are properly utilized by AEDC and the intervention fund should be used to address the epileptic power supply. The management of the AEDC should put more measures in place to improve remittances of electricity bill which will subsequently improve its performance. The Paper analyzed: What are the root cause of Boko Haram Crisis and How Insecurity impede economic development of north eastern Nigeria: Currently the region is witnessing high spate of insecurity, by a group of insurgent called: The Jama'atu Ahlus-Sunnah lidda Awati Wal-Jihad popularly known as Boko Haram. This group was founded in 2001 in 'Maiduguri' the capital city ofBorno State north eastern Nigeria by Mohammed Yusuf the pioneer leader and originator of Boko Haram group. These constitute serious threat to lives and properties, hinder business activities and discourage local and foreign investors, all which retards Nigeria's economic development, This paper employed Documentary research as research methodology, under this study data are obtained, lifted out, analyses and interpreted using simple percentages in order to find answers to research problem. This syndrome has served as an avenue for some unscrupulous public servants to siphoned government resources illegally across all MDAs of the Federal Government. The government losses billions of naira on its recurrent expenditure annually, as a result of money being diverted through difference means like payments of salaries and allowances to non-exiting employees, falsification of records, among others, Thus the recurrent expenditure cf government in wage bill has been increasing annually. Government has made several efforts to address the situation to no avail. With the introduction of the Integrated Payroll and Personnel Information System, the ugly trend is expected to reduce substantially, if not eliminated completely. This paper therefore assesses the implementation of the Integrated Payroll and Personnel Information System as part of the nation's financial reform system as a means of reducing corruption in the Nigeria public service. The researcher adopts both primary and secondary method of data collection. Survey research design was adopted and questionnaires were distributed to assess the opinion for staff of the OAGF. Findings from the study revealed that, implementation of IPPIS has reduced the cost of recurrent expenditure in public service. This has also led to increase in government saving. As a result of the challenges facing the implementation of IPPIS the study recommends that, Government should ensure that whenever an employee resigns his/her appointment, or is terminated, or dismissed, they must ensure that their records are properly updated. Payroll system should not be solely handled by one employee. Central in the trajectory was the nonchalant attitudes of the colonialists and even the successor-nationalists, particularly toward rural development. Upon attainment of independence in 1960, successive administrations attempted to redress the huge deficits by initiating various developmental programmes targeted at rural development. Unfortunately, most of the efforts were largely symbolic, resulting in massive failure. Using growth-centre and classical neo-classical models, this paper x-rayed the utility or otherwise of the development programmes, adopting documentary and expository analyses, in alignment with previous studies. The paper concluded that previous government efforts at rural development in Nigeria were largely inefficacious; and therefore recommended that government should prioritise rural development, by committing commensurate resources, to leapfrog Nigeria over the acute rural underdevelopment.Item Open Access PUBLIC PERCEPTION OF EFCC ANTI-CORRUPTION DRIVE IN GOMBE LOCAL GOVERNMENT AREA OF GOMBE STATE(Department of Public Administration, Nasarawa State University Keffi, 2021-06-06) Usman, Bappi; Abubakar, Bilkisu Mahdi; Shehu, Ibrahim YakubuIn Nigeria, corruption is a lucrative and dangerous threat where a mere imprisonment alone is never enough to deter the perpetrators. Other issues such as the president’s body language as well as the magnitude of punishment for offender are a factor. According to the National Bureau of Statistics corruption charges in Nigeria isestimated at about 4.6 billion naira, confirming the deterioration of Perceptions Index of Transparency International Corruption. Nigeria's 2019 CPI ranking scored the worst, scoring 27 out of 100, well below the world average of 43 and the average for Sub-Saharan Africa of32.02. Given that Transparency International is based on the perception oft he institutions rather than on measuring the actual experiences ofpublic corruption, thisstudyexamined the perception ofpublic on the anti-corruption struggle of the EFCC in Gombe local government area of Gombe State Gombe. It is a survey research and Bandura’s social learning theory constituted the theoretical frame for the paper. The multi- stagesamplingtechniquewas used to select the 407 study participants. In this study, it was found that public corruption is perceived as a serious problem that must be stopped. Factors responsible for corruption in the regioninclude poverty, unemployment, lack of patriotism, weak justice system, negative value system, and lack of social and economic security; corruption perception index of Nigeria from 1996 - 2019 was also keyed. It was also found that the impact of corruption in the area of the local government of Gombe includes a slowdown in growth and economic development, poor infrastructure development, poverty and unemployment, lack of provision of basic health services and reduction of the investment potential of the company. This research recommended the need for a mindset shift. Content Analysis and Exploratory Case Studies research method were used for the study. The target populations comprised of some selected Technology incubation centre in the six geo-political zone of the country. A purposive sampling technique method was used; the sample of 12 skill acquisition centre, tw>o from each State. The main research instrument use was in-depth interviews. The study is very important because it will assist government in formulating policy and programme that will further strengthen the innovative skills to be acquired for economic diversification and economic growth. Findings from the study reveal that Skill acquisition is a dynamic skills transmission that is self-regulating and self-reliance. The study further reveals that, about 30 Products were selected for the skill acquisition programme. The skill acquisitions programme covers the following Products: Power inverters, Automatic power changeover switch, Installation of solar power, accessories, electrical devices repairs, Dettol and liquid soap production, stove wick production, scurrying powder, Kampala production, Electric packaged fish, Anti-mosquito repellant cream, roots and herbs natural soap, after shelves natural spirits, Bead making and wire work etc. the study therefore, recommends that, in order to reduce unemployment and improve informal micro-enterprises, reduce poverty and increase GDP, government should invest heavy on innovative technology, research institute like TICs and others.Item Open Access RECRUITMENT POLICY AND IMPLEMENTATION IN FEDERAL CIVIL SERVICE(Department of Public Administration, Nasarawa State University, Keffi., 2017-12-31) Hussaini, Hassan Tukur; Ibrahim, Isah Salisu; Shehu, Ibrahim YakubuThis Paper Assesses recruitment policy and Implementation at the Federal Civil Service Commission; the Paper analyzes, recruitment policy and how it is implemented by the commission? The research methodology> adopted in this research is the documentary research method. This method consists of documentary evidence from the federal civil service commission such as civil service hand book and manual and seconda/y sources of data collection were used. The secondary sources used included journals and textbooks. The information were analyzed using deductive reasoning and simple percentages as tools of analyzing these data. The study revealed that the commission has a recruitment policy which stipulates the kind of people to be appointed into the sendee. The study found that, recruitment into federal civil sendee is determined by federal character principle and merit system. On the Federal Character Principle, the recruitment system is intertwined with qualification, experience, skills, ability, and equal representation to all states, and zones of the federation. This study evaluates the effect of National Poverty Eradication Programme on poverty reduction in Nasarawa State. Structural functionalism was adopted as theoretical framework. The study uses survey research method, qualitative and quantitative method of data collection was utilized. The study used descriptive and inferential statistics to present and analyzed the data. Finding from the study reveals that, ‘National Poverty Eradication Programme” to some extent has achieved its objective in the area of training youth on vocational trades, supporting women entrepreneurship culture in Nasarawa State. The results of the study form the bases for policy recommendations especially in the area of ICT, automobile policy, agriculture, financial service. The study recommends that, NAPEP should support more women and youth with micro credit in order establish economic activities to further reduced poverty in Nasarawa State.
