Item Open Access CHALLENGES OF PUBLIC POLICY IMPLEMENTATION AS A PIVOT FOR UNDERDEVELOPMENT IN NIGERIA(Department of Public Administration, Nasarawa State University Keffi, 2022-04-17) Itodo, Sylvanus Mohammed; Dance, Ayuba Maikasuwa; Sani, SuleimanNigeria has developed wonderful policies over the years, but lhe difficulty is that only a small part of these various policies have been implemented. There has been no meaningful progress to show for it. This indicates (hat the creation of policies should not be the primary concern in Nigeria, but rather their success ful execution, because only policies that are well executed may result in nation-state development. In contrast to the past, this study investigates the factors that are more likely to stymie efficient policy implementation in Nigeria, as well as the panacea to the issues. The study revealed that policy summersaults in Nigeria are caused by, among other things, corruption, inadequate policy financing, a lack of consistency in government policies, a lack of political will, insufficient human and material resources, and a lack of clarity of purpose. The implications or repercussions of the public policy summersault on citizens in particular and Nigeria in general were noted, including decreased patriotism, underdevelopment, and nonhuman capital development. Thus, the study recommends that corrupt public servants be severely punished for crimes against the state; budgetary allocation be increased; legislation be enacted to ensure that policies are continued to be implemented by successive governments; attention be paid to Nigeria to ensure loyally to the political party in power; adequate human and material resources be provided through training and retraining of human capital; and, finally, patriotism be instilled.Item Open Access Challenges of the Implementation of Public Procurement Act, 2007 in the Code of Conduct Bureau (CCB), Nigeria(Department of Public Administration, Nasarawa State University Keffi, 2022-01-06) Dance, Ayuba Maikasuwa; Itodo, Sylvanus Mohammed; Sani, SuleimanThe research is the challenges of the implementation of Public Procurement Act, 2007 by Code of Conduct Bureau (CCB), Nigeria. The research sought to find out the challenges the Code_ of Conduct Bureau (CCB) is facing despite the technology put in place to remedy the analogue practices. The study employed the survey documentary research design which secondary method of data gathering was utilized. Based on the analysis from the gathered data, the following findings were made; the Code of Conduct Bureau (CCB) did not performed significantly to the provisions of the Public Procurement Act, 2007 as a result of the inherent challenges faced by the Bureau. These challenges include among others, willful attitude? of procurements Stakeholders, lack of adequate budgetary allocations to the Bureau, low degree of ICT compliance of most procurement officers, mischievous activities of hackers, high total cost of migration from the analogue to e-procurement system and lastly, the complexities and choice of e-procurement software. The study recommended that, government should deliberately increase the Bureau statutory budgetary allocation to meet the procurement process, stakeholders in procurement industry should be made to accept the' procurement practice and not to mischievously develop strategies and tactics that will frustrate the practice for their selfish ends, a strong regulatory agencies and strong laws be put in place at all levels of governments to monitor and check the procurement practices, the Code of Conduct Bureau personnel be train and retrain in modern ICT in order to be compliance in handling the procurement process.Item Open Access EFFICACY OF REHABILITATION AND REINTEGRATION PROGRAMMES OF INMATES IN NIGERIA CORRECTIONAL SERVICE: A PILOT STUDY OF KEFFI CUSTODIAL CENTRES, NASARAWA STATE(Department of Public Administration, Nasarawa State University Keffi, 2021-10-10) Itodo, Sylvanus Mohammed; Dance, Ayuba Maikasuwa; Sani, SuleimanThe survival of man is education and is generally viewed as the most imperative instrument for change, progress and development by all communities the world over. The believe of scholars and have argued that educating human beings would go a long way to bring about the change desired in the development of our communities. Inmates in Nigerian Correctional facilities are part of the communities and in fact need forms of education that will prepare them for a change in life after serving their jail terms. There is no empirical evidence as to show how correctional centres are providing access to education due to the condition of the correctional centres irrespective of the nature of offenses, terms of judgments, etc. The study indicated an outcome of a study conducted on the Correctional Services in Keffi, Nasarawa State. From a population of 182 inmates, a sample of 60 was utilized for the study representing 10%. The study made used of exploratory research design. Interview and Focus Group Discussion (FGD) drawn from the five research questions were used as instruments. Results indicated that much have not been provided in term of recreational education activities because of the nature of the correctional centres, hence rehabilitation and reintegration of the convicts into new life after serving their jail terms is not promoted. It was established that many of the equipments in the correctional facilities are outdated which do not go along with the demand of the current situation. The study solicited for friendlier correctional services as enshrined in the Nigerian Constitution.Item Open Access Nexus Connecting the Code of Conduct Bureau and Code of Conduct Tribunal in the Fight against Corruption in Nigeria(Department of Public Administration, Nasarawa State University Keffi., 2021-12-12) Itodo, Sylvanus Mohammed; Dance, Ayuba Maikasuwa; Sani, SuleimanThe primary purposes and objectives of the Code of Conduct Bureau are to develop and maintain a high moral standard in the conduct of government business and to guarantee that the activities and conduct of public officers correspond to the highest standards of public morality; and accountability. This study analyzed the relationship between Nigeria's Code of Conduct Bureau (CCB) and Code of Conduct Tribunal (CCT). This includes receiving assets declarations from public officers in accordance with the provisions of this Act; examining these declarations; receiving complaints about non-compliance with or breach of the Act; and, if the Bureau deems it necessary, referring such complaints to the Code of Conduct Tribunal established by Section 20 of the Act in accordance with Section 20 to 25 of the Act. Using a qualitative research method involving secondary data gathering, the study found out that the Bureau and Tribunal mandates or aims and objectives are adequate for proper functioning to check the systematic corruption in the public sector of the economy by public servants for meaningful progress. Thus, .the study recommended that, there should be a deliberate review of the Bureau and Tribunal Annual Budgeting Allocation upward to enable the sisters anti-corruption organizations hire more qualify manpower, review the pay package of staff upward, address the problem of office accommodation, training and retraining of staff at all levels and acquisition of adequate operational vehicles and 1CT internet, facilities for e-transaction of their business. Also, there should be a stijfer penalty for the public officers that are dishonest in the discharge of their responsibility by readdressing the constitutional mandate of the sisters institutions and lastly, the Bureau and Tribunal should be free from political interference by way of autonomy be granted to them
