Item Open Access BUDGET IMPLEMENTATION AND LOCAL GOVERNMENT PERFORMANCE IN NIGERIA(Department of Public Administration, Nasarawa State University Keffi., 2016-07-21) Itodo, Sylvanus Mohammed; Onodugo, I.C.The stories of disparity' between budget and its implementation in Nigerian public sector are replete in newspapers, public discourses and academic journals. Reasons advanced for this include: corruption, fluctuating oil revenue, unstable economic parameters and poor budget monitoring. The main thrust of this paper was to examine the reasons and solutions to budget implementation challenges in Nigerian local governments and to show how it has affected their performance. The expo methodology' was adopted and found the above assertions to be true. We recommend that any new budget effort should include gain sharing or similar incentives for agencies to perform as well as disincentives for agencies that perform poorly. The paper concludes that budgeting systems are most successful when they are coordinated and assisted by a government’s central administrative unit.Item Open Access CYBER CRIME AND ITS EFFECTS ON NIGERIAN BUSINESS(Department of Public Administration, Nasarawa State University Keffi, 2016-06-06) Onodugo, I.C.; Itodo, Sylvanus MohammedWithin the last decade, the use of the Internet in Nigeria has grown so rapidly with the explosion of Internet Sendee Providers (ISPs), Internet cybercafes and access points. This has had swcral positive impacts on the social, economic and educational sectors in the country. Unfortunately, the countiy's image has also suffered as a result of the nefarious activities of some Nigerians, who instead of utilizing the Internet for constructive purposes; turn it into a cheap channel for the perpetration of criminal activities. With Nigeria venturing into cashless society, there is a need for cyber crimes menace to be minim ized if not completely eradicated. This paper seeks to find out the curses of the scourge in cyber crimes, its effects on the economy and how to combat the evil. We adopted an expo factor descriptive methodology in the research. We found that Cyber crime involves using computers and Internet by individuals to commit crime. Cyber terrorism, identity theft and spam are identified as types of cyber crimes. The study identified some of the causes of cybcrcrimcs to include urbanization, unemployment and weak implementation of cyber-crime laws. The effects of cybcrcrimcs on organizations, the society and the country in general include reducing the competitive edge of organizations, waste of production time and damage to the image of the country. We recommend that firms should take reasonable steps to protect their IT infrastructure like networks and computer systems; government should assure that cyber crime laws arc formulated and strictly adhered to and individuals should observe simple ndcs by ensuringantivims protection on their computer systems.Item Open Access HUMAN CAPITAL DEVELOPMENT AND NIGERIA SUSTAINABLE DEVELOPMENT(Department of Public Administration, Nasarawa State University Keffi., 2016-06-22) Onodugo, I.C.; Itodo, Sylvanus Mohammed; Obasi, AngelaEducation has a dual nature as both private consumption and investment process on the one hand and a social investment process on the other. The paper seeks to examine the concept and influence of education on sustainable development in .Nigeria. To achieve this, the paper is structured into: abstract, introduction, conceptual clarification, challenges affecting education and economic growth, conclusion and recommendations. The paper revealed that there is a symbiotic nexus between human capital and sustainable national development. It is in the light of this that the paper advocates that federal government should provide funds for adequate production and provision of relevant teaching and research equipment in educational institutions.Item Open Access POST ELECTION VIOLENCE AND DEMOCRATIC CONSOLIDATION IN NIGERIA: A CONCEPTUAL DISCOURSE(Department of Public Administration, Nasarawa State University Keffi., 2016-02-15) Itodo, Sylvanus Mohammed; Onodugo, I.C.The electoral process in Nigerian democracy has been characterised by violence. However, recent manifestations of electoral violence have assumed an unprecedented magnitude and changing form and character, with negative implications for democratic stability and consolidation. This paper analyses post electoral violence in Nigeria, with emphasis on its manifestations, causes, implications and possible solutions. The paper argues that rising electoral violence in Nigeria is closely connected with the neopatrimonial character of the Nigerian state, the nature of contestation for power, the weak institutionalisation of democratic architectures, including political parties and electoral management body and the fascinating political • economy of electoral violence. This is complicated by the absence/paucity of democrats, with democratic mindset, to play the game of politics according to established rules. Worse still, avenues for democratic redress, including the judiciary and civil society, are also deeply implicated in the deepening contradictions of the state. The result is the deinstitutionalisation of the people in the democratisation process. Post electoral violence is thus a major source of democratic instability with palpable threats of deconsolidation. These contradictions will have to be redressed to tame the monster.
