Item Open Access Boko Haram Insurgency in Nigeria: Religiosity or Alice in Wonder-Land?(Department of Public Administration, Nasarawa State University Keffi, 2020-01-11) Umar, Elems Mahmoud; Aliegba, Becky Ade; Omadachi, OklobiaThis study attempts a programmed expository analysis of Boko Haram insurgency in Nigeria with major objective to examine the philosophy of the sect and the terrorism. Using content analytical approach, the study examines the modus operandi of the insurgents, in a bid to answer the question as to whether or not Boko Haram is motivated by religiosity, or by the adventure into terrorism, or mutatis-mutandis, by a share desire to spring wonders. Flowing from the analysis of the natural name of the sect, and its mode of operation, the findings of the study reveal that Boko Haram insurgency is primarily against the West and its culture, with no evidence of bias against any religion: Islam, Christianity, Hinduism, Budism, et-cetera. Concluding, the study surmises that Boko Haram insurgency in Nigeria is intended to initiate and propagate intractable terrorist attacks designed to undermine and rubbish the internal security integrity and capability of the Nigerian State, and recommends, modus vivendi, a political dialogue, to complement the ongoing military counter insurgency option.Item Open Access COMMUNITY-DRIVEN DEVELOPMENT PROJECTS IN OBI LOCAL GOVERNMENT OF NASARAWA STATE: AN IMPACT ASSESSMENT(Department of Public Administration, Nasarawa State University Keffi, 2019-05-05) Odonye, Dauda Yusuf; Omadachi, OklobiaThe main objective of this study is to examine the impact and extent of community-driven development projects in Obi Local Government Area of Nasarawa State between 2007 and 2017. To address this, therefore, the study adopted the survey research method and design. This was complemented by interview, focus group discussion and documentary sources. The testing of hypothesis was conducted at 0.05 level of significance using Karl Pearson Product Moment Correlation and Chi-square statistics. The study found that community development projects have contributed significantly to human and social capital development in the study area. Certain levels of dissatisfaction were observed amongst members of the community bordering on transparency, the quality of work done on some community projects and technical resources available for project execution. The study, therefore, recommended that there should be grant-in-aid schemes to rural communities by government as this will ensure a speedy initiation, of community development projects. The Nasarawa State Agency for Community and Social Development Programme should provide training on maintenance culture to ensure community projects are sustained. Evidence ascribes the particularly poor e-governance among the local government councils to the disconnect formal institutions responsible for developing and disseminating new ideas and innovations in ICT to affd the councils. In effects, the slack in information flow and weak structures have militated against the realization of objectives of e-governance, particularly by local government areas of Nigeria, as explainable by diffusion theory and structural-functionalism. In the survey research, several findings were made among which poor ICT lagged or lacking information dissemination to local government councils, low level of ICT literacy among employees of local councils and very low budgetary allocation to ICT development by councils, among other. This study examines the Electoral Act, 2022 as a vehicle for effective leadership recruitment in Nigeria. The study reviews the critical Sections of the Electoral Act, 2022 as a vehicle to drive the success of transparent and democratic recruitment of leaders in Nigeria in the 2023 General Elections. Using data generated through secondary> sources and subjected to descriptive analysis, the study explores the various meaning of Electoral Act, leadership and recruitment, factors that affect it and benefits associated with the effective leadership recruitment, the study finds out that situations usually determine the leadership style that may be applied to propel higher levels of transparent recruitment process in Nigeria electoral process is lacking. The study also revealed the issue of electronic accreditation of voters, electronic transmission of votes, establishment of electoral offences commission, resignation of political appointees’ before participating as delegates in either primaries’ or contest election, the limit of election expenses by political parties, death of a candidate before the official announcement of final result by the returning officer and a lots of other provisions that shall bring about credible, acceptable, transparent outcome of election result. However, this is not surprising considering the fact that recruitments of leadership in Nigeria are microcosms of the umbrella Nigeria society in which poor political leadership has denied the nation from transformational, prosperous and buoyant Nigeria. The study, thus, conclude that unless there is effective, transparent and focused political leadership and virile followership at all levels, the vision of improved electoral process of transformation of leadership nationwide will remain a mirageItem Open Access Impact of Road Infrastructure Funding on Economic Growth in Nigeria(2022-09-03) H, Hassan T; Omadachi, Oklobia; O, Baba ARoad infrastructure plays a crucial role by providing mobility for the efficient movements of people and goods, as well as providing accessibility to a wide variety of commercial and social activities. The study analysed the contribution of road infrastructure on economic growth in Nigeria, using ex-post facto and existing data research methods. The data collected were analysed using simple regression with the aid of E-views. The study revealed that every 1 Naira spent on road had positive significant impact on the Nation’s economic growth and every length of road constructed had positive significant impact on industries, commerce, and trade by connecting many rural communities to urban cities. The character of public administration depends on. or can be largely shaped. by its ecological influence, as rightly posited by Fred W. Riggs (1961) in his various ecological models of society. The objective of this study is to provide an expository’ and “curve fitting’’ explication of the character of Nigeria's public administration, within the context of Riggsian ecological thesis. In the content analytical approach, the study examines the characteristics of Nigeria’s Bureaucracy and attempts to provide insights into the environmental influences on its modus operandi. The study finds, among others, that the key features of Nigeria’s Bureaucracy include ascription, corruption and inefficiency, due to the high presence and influence of vestiges of “atavistic” fused societal model. To overcome the undesirable character of Nigeria's Bureaucracy, therefore it is recommended, among others, that reforms aimed at its repositioning, with the cardinal objective of eliminating the vices and enthroning achievement and efficiency, should be undertaken by Government.Item Open Access ROAD INFRASTRUCTURE FINANCING IN NIGERIA: ASSESSMENT OF THE INFRASTRUCTURE FUND INVESTMENT POLICY(Department of Public Administration, Nasarawa State University Keffi, 2008-01-05) Omadachi, Oklobia; Abel, Ooche Baba; Dangana, Johnson Watse; Odauda, JamesNigeria faces an existential challenge of a huge public infrastructure deficit and a surging population of over 198 million people. The population challenge puts pressure on public infrastructure in Nigeria. In the light of this, the paper assessed the infrastructure fund investment policy in Nigeria, and infrastructure financing mechanism and how it measures up to the challenges. In addition, it examined the prospects and impact of the infrastructure fund investment policy on the road sector in Nigeria. The paper employed an integrated method of analysis consisting of the examination of existing data and documentary materials. The study revealed extent of the infrastructure deficit in Nigeria, and most State and Local governments of the Federation have not accessed the infrastructure fund. Lagos State, however, has access and is using the fund. The Fund seeks to invest in a manner, which is coordinated to the extent feasible, and is technically consistent with the infrastructure priorities and plans developed by the appropriate ministries and agencies. Its strength has a positive influence on the legislative practices of the legislatures. The paper concluded and recommended that there should be an increase and focus networking among Civil Society’ groups to aid training of cadres in grassroots mobilisation and advocacy; more efforts should be directed at service delivery and the reduction of corruption in the Civil Society in order to properly strengthen the legislative practices in Nigeria; finally, Civil Society’ groups should improve their effectiveness by clearly defining their objectives, strengthening their technical competencies, increase in knowledge, skills and methods of advocacy
