Item Open Access An Assessment of National Policy on Technology Incubation and Skill Acquisition in Nigeria (2013 - 2018)(Department of Political Science, Nasarawa State University Keffi, 2019-12-12) Zakari, Musa; Muhammad, Bello Baban'umma; Ohiani, BelloThe study examined the effect of National Policy on Technology Incubation on Skill Acquisition in Nigeria (2013 - 2018). This study adopts both survey and documentary research design. A total of 368 respondents were purposively selected from incubatees (entrepreneurs) of Technology Incubation Centres (TICs). The study used both primary and secondary method of data collection. The primary data was generated through the instrument of structured questionnaire and semi-structured interview. Secondary data were obtained from existing research and officials documents. Data collected from primary source were presented using descriptive statistics such as frequencies, percentages. Inferential statistical techniques such as multiple regression analysis statistical technique was use to test research hypothesis. Triple helix model of innovation was adopted as theoretical framework. Findings from the study shows that National Policy on Technology Incubation has aided skill acquisition, but little effect on technology development in Nigeria. This is due to the inability of the current technology incubation centres to admit high level invention as a result of pooi equipped modern technology facilities at most of the centres. The study lecommends among other thing, the need for the federal government to sustain its efforts of promoting skill acquisition in order to reduce the rate of unemployment in the country. And also, the government should encourage private incubators through public-private partnership in order to achieve objectives of the programme.Item Open Access CHALLENGES TO CURBING ARMS PROLIFERATION IN NIGERIA.(Department of Political Science, Nasarawa State University Keffi, 2019-04-04) Luka, Ruth Caleb; Aliegba, Eugene T.; Ohiani, BelloThe study focuses on the challenges of curbing small arms and light weapons proliferation in West Africa. The proliferation of small arms and light weapons is an evolving trend and a universal evil; posing challenges to human development and security. This is as a result of the fact that contemporary world is faced with various degrees of crisis which involves the use of arms of different sophistications, many of which are possessed illegally despite laws prohibiting illegal arms trade. Small arms and light weapons exacerbates conflicts, which leads to the use of arms in conflicts situations. Incidences like gang shooting, kidnapping, terrorism, armed robbery, and communal conflicts are essentially promoted and sustained by arms at the disposal of illegal users. Many others are victims ofl egitimate arms abuse by some ruthless law enforcement agents. The study found out that efforts put in place by West African states in particular Nigeria to curb arms proliferation has not achieved much because of so many challenges such as poverty, porous borders, local manufacturers, incessant crisis and soon. Nigeria has not achieved much in tackling domestic issues leading to arms proliferation such as poverty, unemployment, insecurity, conflict amongst others. The data obtained for this study was generated from the secondary source and documentary method applied in data analysis. It adopted "Attribution Theory" as a theoretical underpinning, to show how domestic issues are attributed to arms proliferation. To this end, the study recommends that the government should place emphasis on finding solutions to reasons for the demand of arms in the country by providing jobs and employments in other to reduce the high rate of crime and to discourage local manufacturers, who go into the venture for economic purposes. In conclusion there should be community focused mopping ofi llegal arms in circulation, closure of arms black market to destroy the network, clampdown on syndicates and dealers on illegal arms and promulgation ofdeterrent laws with severe penalty to discourage trading on illegal arms.Item Open Access The Legal Implications of the Proliferation of Small Arms and Light Weapons in Nigeria(Department of Political Science, Nasarawa State University Keffi, 2019-03-04) Luka, Ruth Caleb; Aliegba, Eugene T.; Ohiani, BelloThe study examined the legal implications of the proliferation of small arms and light weapons in Nigeria. The proliferation of SALWs has become a most immediate security threat to individuals, states and nation states globally. Efforts were made to curb these arms proliferation, at the national level, regional and global level. The main objective of the study was to analyse the legal implications of arms’ proliferation in Nigeria. The study employed the secondary method of data collection, the secondary source made use of documented materials from text books, journals, amongst others. The elite theory as postulated by Mosca and Pareto was used as the theoretical underpinning. In the analysis, the problem with Nigeria is not that of lack of good policies/good laws, but that of lack of proper implementation and enforcement. This research found out that Nigeria failed to implement the laws relating to arms’ proliferation as expected. Laws ranging from the UNPoA (United Nations programme of Action) the Bamako protocol, the ECOWAS convention, the Nigerian fire arms act of 1959 and so on, of which Nigeria is a signatory are not properly implemented and enforced. The study concluded that signing of international treaties without proper implementation is an effort in futility. A successful resolution of the SALW conundrum in Nigeria requires a holistic approach that addresses the underlying factors creating the demand for SALW and the sources of supply, rather than treating the SALW problem as an independent or a compartmentalised issue. Furthermore, because armed violence is also a socio economic issue, there is a much larger group of stakeholders and appropriate responses beyond law makers and law enforcers.Item Open Access Out of Pocket (OOP) Expenses for Enrolees of National Health Insurance Scheme (NHIS) and its Implications on Consumer Satisfaction with Health Services in Bauchi State(Department of Political Science, Nasarawa State University, Keffi., 2017-07-30) Ibrahim, Inuwa Abdu; Ohiani, Bello; Erunke, Canice Esidence; Abdullahi, Mohammed YammaThis research examines the impact of NHIS and its implications on health services in Bauchi state with a coverage period between 2013 and 2018, with focus on the formal sector and primary healthcare services. The objective is to examine the implications of out of pocket as it relates to enrolee satisfaction with the policy. The variable was arrived at after a literature mapping and review exercise. The study adopted a quantitative approach (primary methods) of data collection via survey questionnaires, administered to relevant establishments. Justice theory was used as the theoretical framework for the research. Data were analysed using Statistical Packages for Social Sciences. Findings of the study indicate that the variable has significant impact on consumer satisfaction under NHIS primary healthcare facilities in Bauchi State. It is also clear that the management of the predictor variable will lead to an enhanced customer satisfaction. The research recommends among others the need to improve upon the quality of drugs offered under NHIS primary health care facilities in the state which will thereby improve the level of consumer satisfaction with health services.Item Open Access Performance of Technology Incubation Policy and Programme in Nigeria, 2014-2018(Department of Political Science, Nasarawa State University Keffi, 2019-03-03) Ohiani, Bello; Muhammad, Bello Baban'umma; Zakari, MusaFor many developing countries, entrepreneurship has been a powerful engine of economic growth and industrialization. It also has several multiplier effects on the economy, spurs innovation, and fosters investment in people, which is a better source of competitive advantage than other natural resources, which can be depleted. Entrepreneurs create new enterprises, new commercial activities, and new economic sectors. They generate jobs for others; they produce goods and services for society; they introduce new technologies and improve or lower cost outputs; and earning. The establishment of Technology Incubation Centres (TICs) has assisted budding entrepreneurs in the development of new technology-based firms both start-up and fledglings by way of effectively linking talent, technology, capital and know-how to leverage entrepreneurial talent in order to accelerate development of new companies and speedy commercialization of R&D and innovation in Nigeria. This paper draws the attention of government and other stakeholders to Technology Incubation Programme to fund and contribute greatly to the technological development of Nigerian by way of promoting technological entrepreneurship, eradicating poverty through wealth creation, enhancing Nigeria's technological capability and ultimately reducing her reliance on mono-Crude oil economy. The paper has also assessed the performance of the programme in Nigeria since its establishment, in addition to proffering some solutions to the problems being faced by the programme.Item Open Access State Joint Local Government Account and Financial Autonomy for Local Government in Nigeria(Department of Political Science, Nasarawa State University Keffi, 2019-06-06) Ibrahim, Adamu Mahmud; Ohiani, Bello; Muhammad, Bello Baban'ummaThe 1999 Nigerian constitution recognizes the three tiers of governments in Nigeria, Federal State and Local government. L.Gs as part of the tier of government, constitution grants them allocations from the federation account on monthly basis, but the allocations are paid into an account created by law called the State Joint Local Government Account. The work aimed at examining the operation of State Joint Local Government Account (SJLGA) and its implication on autonomy of local government in an effort to deliver service to the grassroots. Based upon above objectives, this work adopted secondary sources of data collection. The findings of the work is that state joint local government account has brought negative effects on local governments in forth republic as the states government mismanaged the federal allocation to local governments in Nigeria. Based on this findings, it is the recommended that the state joint local government account be abolished through amendment of 1999 constitution.
