This paper examines the extent the application of SERVICOM has improved the service delivery of the Nigerian Public Service. This is because it serves as the major machinery through which governmental policies are implemented.Item Open Access THE CHALLENGES OF PROMOTING ETHICAL BEHAVIOUR IN THE NIGERIAN PUBLIC SECTOR(Political Science Department, Nasarawa State University, Keffi, 2014-01-01) Odonye, Dauda YusufThe promotion of ethics in the public sector is one of the positive steps in ensuring excellent performance in governance. This paper discusses the challenges of promoting ethical behaviour in Nigerian public sector*. Using data generated from secondary sources, it has been realized that uptake of ethics in the public sector within Nigerian context has been very minimal. This has been attributed to factors such as lack of commitment on the part of government to continue to situate stringent measure on ethical violations into the mainstream of government institutions, poor adherence to ethical standards by public officers, absence of rules and regulations that could enhance good ethics and performance in the public sector, poor political leadership and corruption. In the light of the above findings, the paper recommended among others that there should be a mass education campaign on the extent and cost of corruption and unethical behavior; enacting, improving and effectively enforcing legal instruments, code of conduct and regulations for promoting ethics and performance; and ethics and societal norms should be taught in primary and secondary schools and should be introduced as compulsory course under general studies department of all higher institutions in Nigeria.Item Open Access COMMUNITY-DRIVEN DEVELOPMENT PROJECTS IN OBI LOCAL GOVERNMENT OF NASARAWA STATE: AN IMPACT ASSESSMENT(Department of Public Administration, Nasarawa State University Keffi, 2019-05-05) Odonye, Dauda Yusuf; Omadachi, OklobiaThe main objective of this study is to examine the impact and extent of community-driven development projects in Obi Local Government Area of Nasarawa State between 2007 and 2017. To address this, therefore, the study adopted the survey research method and design. This was complemented by interview, focus group discussion and documentary sources. The testing of hypothesis was conducted at 0.05 level of significance using Karl Pearson Product Moment Correlation and Chi-square statistics. The study found that community development projects have contributed significantly to human and social capital development in the study area. Certain levels of dissatisfaction were observed amongst members of the community bordering on transparency, the quality of work done on some community projects and technical resources available for project execution. The study, therefore, recommended that there should be grant-in-aid schemes to rural communities by government as this will ensure a speedy initiation, of community development projects. The Nasarawa State Agency for Community and Social Development Programme should provide training on maintenance culture to ensure community projects are sustained. In addition, there should be financial discipline, and commitment by community project management committees to ensure prudent utilisation of development resources.Item Open Access EFFECT OF INTERNALLY GENERATED REVENUE ON SOCIAL SERVICE DELIVERY IN USSA LOCAL GOVERNMENT AREA, TARABA STATE, NIGERIA(Department of Public Administration, Nasarawa State University, Keffi., 2018-11-01) Abimiku, John; Odonye, Dauda Yusuf; Arstifa, Audu; Bawa, BasilThis study empirically examined the effect of internally generated revenue on social service delivery in Ussa Local Government Area of Taraba State, Nigeria. One of the raison d'etre for the creation of local government is the belief that - it is in the best position to create and sustain rapid socio-economic and political development. Local governments exist in order to facilitate development at the grassroots and ensure effective, measurable and efficient social service delivery to the citizenry Some of the services expected from local government authority include housing, water, rural electricity, roads and transport, health and educational facilities. To achieve the objectives of the study, two null hypotheses were formulated to guide data analysis. A cross-sectional survey research design was used for the study. The study used both secondary and primary data. Primary data for the study were obtained through a structured questionnaire. The study used closed ended questions which had a 5 level Likert scale: Strongly agree, Agree, Disagree, Strongly Disagree and Undecided. Data generated were analysed using both descriptive and inferential statistics. Descriptive statistic (frequency, percentage, mean and standard deviation) was utilized to analyze the demographic information of respondents. Similarly, Pearson correlation analysis was utilized to test the two research hypotheses formulated for the study. The result of data analysis revealed that adequate internally generated revenue has significant positive and strong effect on social service delivery. The study recommends that, the modem equipment like electronic gadget are not used in revenue collection to curtail corruption in the local government also, Ussa LGC should try and create more revenue source in order to increase their IGK Government should encourage the collection of IGK through the application of modem equipment and electronic means to curtail fraud among the revenue collectors and the taxpayers.Item Open Access EFFECTS OF LEADERSHIP STYLE ON ORGANIZATIONAL PERFORMANCE AT NASARAWA STATE CIVIL SERVICE COMMISSION, LAFIA(2022-02-02) Kadarko, Esther Dizaho; Odonye, Dauda YusufThe main objective of this study is to examine the effects of leadership styles on organizational performance at Nasarawa State Civil Service Commission, Lafia. The focus was on three major leadership styles, namely autocratic, democratic and laissez-faire leadership styles. The research design adopted was descriptive and explanatory. Both qualitative and quantitative research approach was employed. A sample of three hundred and ninety-two (392) was purposively selected out of the total population of 954. Both primary and secondary sources of data were utilized. The main instrument for eliciting primary data was questionnaire which was complemented with interview and documentary sources (i.e. secondary sources). The method of data analysis is simple frequency conversion of responses to percentages while simple regression analysis was employed in testing the hypotheses of the study with the aid of correlation statistics. The result of the study shows that the practice of leadership style at the Nasarawa State Civil Service Commission, Lafia is democratic leadership. The result of the regression analysis indicated that effective kind of leadership style has a positive relationship with organizational performance that shows organizational performance is predicted and explained by the three types of leadership. The study concluded that since the effect of leadership style has a significant effect on organizational performance, it is therefore recommended that Nasarawa State Civil Service Commission management should provide various training programmes to the leaders of Nasarawa State Civil Service Commission in order to create a higher level of organizational performance and enhance efficiency.Item Open Access EVALUATION OF THE NIGERIAN NATIONAL PENSION FUNDS REGULATIONS POLICY ON INFRASTRUCTURE INVESTMENT AND RISK MANAGEMENT(Department of Public Administration, Nasarawa State University, Keffi., 2018-06-24) Hussaini, Hassan Tukur; Odonye, Dauda Yusuf; Baba, Abel Oloche; Itanyi, Joseph OgbonnaThe paper evaluates the multi-fund structure of the Nigerian national pension regulations policy on infrastructure investment and risk management. The study used documentary and analysis of existing data researchmethod.The paper revealed investment allowable instruments on infrastructure projects with infrastructure funds is subjected to a maximum investment portfolio limit of five percent (5%) on pension assets under management and the infrastructure bonds invested in Federal Government bond or Central Bank of Nigeria bond and Securities to amaximum investment portfolio limit of eighty percent (80%) of pension assets under management.The limitation in the allowable investment instruments, lack of political commitment over the long term, regulatory instability, fragmentation of the market among different level of governments, lack of clarity on investment opportunities, procurement process of infrastructure projects and infrastructure investment opportunities in the market are perceived as too risky\ Such investments will only be made if investors are able to earn adequate risk-adjusted returns and ij appropriate market structures are in place to access the available pension fund.Item Open Access LOCAL GOVERNMENT FINANCE IN NIGERIA: CHALLENGES AND PROSPECTS IN A DEMOCRATIC ERA(Department of Public Administration, Nasarawa State University, Keffi, 2010-06-08) Odonye, Dauda YusufThe paper examines the sources of local government finance in Nigeria and the factors affecting the financial viability of local government councils within the purview of fiscal federalism as enshrined in the 1999 institution of the Federal Republic of Nigeria (as amended). Using data generated It was further revealed that despite the fact that the funding of local governments in Nigeria is an important aspect of fiscal federalism and intergovernmental relations; has suffered setbacks, thus, circumventing development at the grassroots. This ugly trend is usually associated with or provoked by certain underlying factors like overdependence on statutory allocation from the Federal Account, corruption, tax evasion from citizens at the grassroots, creation of Non-viable local government councils in terms of the capacity to generate finance internally and effectively utilized it for development purposes, and lack of financial autonomy. This implies that science and technology play pivotal roles in the development of nations. However, to be effective and relevant, science and technology must be carried out in such a way that promotes sustainable development. This is because there are certain issues that are associated with science and technology that need to be properly addressed. Some of these issues are social,economic, ethical, political and environmental. The totality of all these can be said to be what constitutes sustainable development. The global power play is focused on the levels of science and technology of nations. This has placed African countries at a disadvantage.There are also ethical implications of these vital aspects of man ’s endeavor. Science and technology are human centered since they strive to make man to conquer, domesticate his environment and understand nature towards making man comfortable. This makes science and technology to provoke certain epistemological questions that border on the relevance and benefits of science and technology. In this paper, effort is made to establish the imperative of education to science and technology. The study is a theoretical investigation into the trajectory of nation-building which has been hampered through the prevalence of. extreme poverty. The methodology adopted is basically secondary sources, and relevant research materials from books, journals, government documents, internet, etc, were used. The problem of the study is thus; to what extent has women empowerment and participation in economic activities enabled women influence the development of Nasarawa State? To address this problem therefore, the study adopted the survey research design. The main instrument for eliciting primary data was the survey questionnaire. This was complemented by interviews and documentary sources. The method of data analysis used was the simple frequency conversion of responses to percentages using mean. The major areas of their involvement in politics that this paper interrogated include participation in elective positions (Presidential, Gubernatorial, National and State Houses of Assembly elections), electioneering processes, campaigns and rallies among others. Utilising data which were generated through secondary sources coupled with the empirical data and subjected to descriptive analysis; the paper, fines out that in spite of the increasing number of Nigerian women in politics, the country's politics is still largely dominated by men. Tire findings further revealed that the challenges facing the active participation of Nigerian women in politics includes but not limited to cultural factor, lack of internal democracy among political parties, gender discrimination, lack of find and so on.
