Item Open Access AN APPRAISAL OF THE RIGHT- SIZING OF THE PUBLIC SERVICE IN NIGERIA(Department of Public Administration, Nasarawa State University, Keffi., 2018-07-01) Abimiku, John; Dance, Ayuba MaikasuwaThis paper attempts to appraise the right-sizing of the public service between 2005-2007, including the strategies adopted by the public service reforms teams (PSRT), and the burden of public service reform (BPSR), to proffer the implementation of the process. This paper is therefore segmented into eight sections namely: Chronology of administrative review/reforms, conceptualization and theoretical framework, Generic Guidelines, Right-Sizing, Pre-Retirement Training,Challenges, Conclusion and Recommendations. The research adopted ex-post factor and secondary material as the major source of data for this write up. The study discovered that the intended impact of the right sizing was not the public service needs at that time it would have been better reformed and re-skilled, before it could be effectively rightsized. The study recommended that, there should be a total overhauling of the structure of the public sector in order to meet the needs of the 2 P1 century public service around the world, recruitment should purely be based on merit principle not on federal character or e patronage system and also salary administration be adjusted upward to meet the inflationary situations of the day. Corrupt officials should be severely punished as a deterrent to others in the service. Finally, for the purpose of effectiveness and efficiency in the work place, public servants at all levels should be adequately train and retrain to meet the challenges of the modern day public service.Item Open Access An Assessment df the Implementation of Public Procurement Act in Nasarawa State University, Keffi(Department of Public Administration, Nasarawa State University, Keffi., 2020-09-01) Abimiku, John; Bawa, Basil; Dance, Ayuba MaikasuwaThis paper is set to determine the impact of Public Procurement Act as a panacea for accountability in governance and to identify the issues and challenges facing public procurement Act in Nasarawa State University, Keffi. The method adopted for this study was survey method and content analysis, while the tools of data collection used were structured closed ended questionnaires as well as survey of related literature on public procurement. The result of the findings reveals that the institution does not comply with the Public Procurement Act while procuring its goods and services due to its difficulty in implementation. The study recommended that the institution should consider complying with the Public Procurement Act while procuring its goods and services as it will be the best way in assuring that the purchased of quality product, work, service in the institution achieved and accountability assured. Thus, it is recommended that government should address the issue of funding of tribunals, make a stronger law for tribunals to be autonomous bodies paidfrom the consolidatedfund, there should be open sitting of cases, full legal procedure should be followed with citizens be given the opportunity for fair hearing and reason for judgement be explained in details to the parties concerned.Item Open Access CHALLENGES OF PUBLIC POLICY IMPLEMENTATION AS A PIVOT FOR UNDERDEVELOPMENT IN NIGERIA(Department of Public Administration, Nasarawa State University Keffi, 2022-04-17) Itodo, Sylvanus Mohammed; Dance, Ayuba Maikasuwa; Sani, SuleimanNigeria has developed wonderful policies over the years, but lhe difficulty is that only a small part of these various policies have been implemented. There has been no meaningful progress to show for it. This indicates (hat the creation of policies should not be the primary concern in Nigeria, but rather their success ful execution, because only policies that are well executed may result in nation-state development. In contrast to the past, this study investigates the factors that are more likely to stymie efficient policy implementation in Nigeria, as well as the panacea to the issues. The study revealed that policy summersaults in Nigeria are caused by, among other things, corruption, inadequate policy financing, a lack of consistency in government policies, a lack of political will, insufficient human and material resources, and a lack of clarity of purpose. The implications or repercussions of the public policy summersault on citizens in particular and Nigeria in general were noted, including decreased patriotism, underdevelopment, and nonhuman capital development. Thus, the study recommends that corrupt public servants be severely punished for crimes against the state; budgetary allocation be increased; legislation be enacted to ensure that policies are continued to be implemented by successive governments; attention be paid to Nigeria to ensure loyally to the political party in power; adequate human and material resources be provided through training and retraining of human capital; and, finally, patriotism be instilled.Item Open Access Challenges of the Implementation of Public Procurement Act, 2007 in the Code of Conduct Bureau (CCB), Nigeria(Department of Public Administration, Nasarawa State University Keffi, 2022-01-06) Dance, Ayuba Maikasuwa; Itodo, Sylvanus Mohammed; Sani, SuleimanThe research is the challenges of the implementation of Public Procurement Act, 2007 by Code of Conduct Bureau (CCB), Nigeria. The research sought to find out the challenges the Code_ of Conduct Bureau (CCB) is facing despite the technology put in place to remedy the analogue practices. The study employed the survey documentary research design which secondary method of data gathering was utilized. Based on the analysis from the gathered data, the following findings were made; the Code of Conduct Bureau (CCB) did not performed significantly to the provisions of the Public Procurement Act, 2007 as a result of the inherent challenges faced by the Bureau. These challenges include among others, willful attitude? of procurements Stakeholders, lack of adequate budgetary allocations to the Bureau, low degree of ICT compliance of most procurement officers, mischievous activities of hackers, high total cost of migration from the analogue to e-procurement system and lastly, the complexities and choice of e-procurement software. The study recommended that, government should deliberately increase the Bureau statutory budgetary allocation to meet the procurement process, stakeholders in procurement industry should be made to accept the' procurement practice and not to mischievously develop strategies and tactics that will frustrate the practice for their selfish ends, a strong regulatory agencies and strong laws be put in place at all levels of governments to monitor and check the procurement practices, the Code of Conduct Bureau personnel be train and retrain in modern ICT in order to be compliance in handling the procurement process.Item Open Access EFFICACY OF REHABILITATION AND REINTEGRATION PROGRAMMES OF INMATES IN NIGERIA CORRECTIONAL SERVICE: A PILOT STUDY OF KEFFI CUSTODIAL CENTRES, NASARAWA STATE(Department of Public Administration, Nasarawa State University Keffi, 2021-10-10) Itodo, Sylvanus Mohammed; Dance, Ayuba Maikasuwa; Sani, SuleimanThe survival of man is education and is generally viewed as the most imperative instrument for change, progress and development by all communities the world over. The believe of scholars and have argued that educating human beings would go a long way to bring about the change desired in the development of our communities. Inmates in Nigerian Correctional facilities are part of the communities and in fact need forms of education that will prepare them for a change in life after serving their jail terms. There is no empirical evidence as to show how correctional centres are providing access to education due to the condition of the correctional centres irrespective of the nature of offenses, terms of judgments, etc. The study indicated an outcome of a study conducted on the Correctional Services in Keffi, Nasarawa State. From a population of 182 inmates, a sample of 60 was utilized for the study representing 10%. The study made used of exploratory research design. Interview and Focus Group Discussion (FGD) drawn from the five research questions were used as instruments. Results indicated that much have not been provided in term of recreational education activities because of the nature of the correctional centres, hence rehabilitation and reintegration of the convicts into new life after serving their jail terms is not promoted. It was established that many of the equipments in the correctional facilities are outdated which do not go along with the demand of the current situation. The study solicited for friendlier correctional services as enshrined in the Nigerian Constitution.Item Open Access Electoral Act, 2022: A Vehicle for Effective Leadership Recruitment in Nigeria(Department of Public Administration, Nasarawa State University Keffi, 2022-06-06) Omadachi, Oklobia; Dance, Ayuba MaikasuwaLeadership as a vehicle for driving Nigeria to the part of greatness has been identified as one of the prime factors affecting leadership recruitment in Nigeria. This study examines the Electoral Act, 2022 as a vehicle for effective leadership recruitment in Nigeria. The study reviews the critical Sections of the Electoral Act, 2022 as a vehicle to drive the success of transparent and democratic recruitment of leaders in Nigeria in the 2023 General Elections. Using data generated through secondary> sources and subjected to descriptive analysis, the study explores the various meaning of Electoral Act, leadership and recruitment, factors that affect it and benefits associated with the effective leadership recruitment, the study finds out that situations usually determine the leadership style that may be applied to propel higher levels of transparent recruitment process in Nigeria electoral process is lacking. The study also revealed the issue of electronic accreditation of voters, electronic transmission of votes, establishment of electoral offences commission, resignation of political appointees’ before participating as delegates in either primaries’ or contest election, the limit of election expenses by political parties, death of a candidate before the official announcement of final result by the returning officer and a lots of other provisions that shall bring about credible, acceptable, transparent outcome of election result. However, this is not surprising considering the fact that recruitments of leadership in Nigeria are microcosms of the umbrella Nigeria society in which poor political leadership has denied the nation from transformational, prosperous and buoyant Nigeria. On the bases of the findings, the study recommended that electorates should only votes leaders who transformational incline than those who are transactional, Political parties to are screen their aspirants thoroughly before making them candidates, the provisions of the 2022 electoral Act should diligently adhere to and that any politician or their follower that flout the provision of the Act be severely punish according to the provision of the Act. Besides, Nigeria is not an exception as there has been growing demand by Nigerians for inclusive governance especially since the return of the country to democratic rule in 1999. This study seeks to assess the implications of insecurity on Nigeria’s quest for democratic consolidation. This study relied heavily on secondary data such as text books, journal articles and other internet sources amongst others while content analysis will be employed as its method of data analysis. Besides, this study is situated within the political economy theoretical framework. This study argues that the growing state of insecurity in Nigeria has a strong link to bad governance, politics of exclusion and marginalization which in turn have triggered various violence acts across the country. This study therefore recommend amongst other things that until there is inclusive governance in all sphere of governance in Nigeria that will allow for adequate representation, Nigeria’s quest for security will be a mirage.Item Open Access Nexus Connecting the Code of Conduct Bureau and Code of Conduct Tribunal in the Fight against Corruption in Nigeria(Department of Public Administration, Nasarawa State University Keffi., 2021-12-12) Itodo, Sylvanus Mohammed; Dance, Ayuba Maikasuwa; Sani, SuleimanThe primary purposes and objectives of the Code of Conduct Bureau are to develop and maintain a high moral standard in the conduct of government business and to guarantee that the activities and conduct of public officers correspond to the highest standards of public morality; and accountability. This study analyzed the relationship between Nigeria's Code of Conduct Bureau (CCB) and Code of Conduct Tribunal (CCT). This includes receiving assets declarations from public officers in accordance with the provisions of this Act; examining these declarations; receiving complaints about non-compliance with or breach of the Act; and, if the Bureau deems it necessary, referring such complaints to the Code of Conduct Tribunal established by Section 20 of the Act in accordance with Section 20 to 25 of the Act. Using a qualitative research method involving secondary data gathering, the study found out that the Bureau and Tribunal mandates or aims and objectives are adequate for proper functioning to check the systematic corruption in the public sector of the economy by public servants for meaningful progress. Thus, .the study recommended that, there should be a deliberate review of the Bureau and Tribunal Annual Budgeting Allocation upward to enable the sisters anti-corruption organizations hire more qualify manpower, review the pay package of staff upward, address the problem of office accommodation, training and retraining of staff at all levels and acquisition of adequate operational vehicles and 1CT internet, facilities for e-transaction of their business. This article examines leadership challenges and impact on third world countries using Nigeria governance as a focal point. The article reviews critically the causes of political instability and insecurity in Nigeria. It also examines the solutions to Nigeria's leadership, political instability and security problems. Using data generated through secondary sources and subjected to descriptive analysis. From the analysis of the Nigeria's governance and leadership challenges and impact on Third World Countries the findings revealed that due to poor and incompetent leadership style, political instability and insecurity has remained dismal in Nigeria political, economic and social environment. However, this is not surprising considering the fact that the Nigerian environment in which poor political leadership has deprived the nation states from transforming from a poverty stricken country to a more prosperous and buoyant one. In this light, the study recommends that government at all levels and other stakeholders in the security sector should step up efforts to fight the insecurity through effective and responsible leadership both at the micro and macro levels. This paper recognizes the fact that in spite of the role women play in politics in Nigeria, they find it cumbersome or difficult to create the enabling environment for the actualization of their mission due to the myriads of challenges militating against the effective to develop participation in the political process. The paper adopted content analysis [research design and result showed gender marginalization, poor financial base and cultural impediments .Also, lack of adequate information in political process, poor educational enrolment to those of them in the rural communities, sexual harassment and volatile environment. Therefore, it is recommended that affirmative action should be put in place to give room for more women involvement in political parties, the electoral body should endeavor to give adequate information on political activities', most of the cultural beliefs should be readdressed to pave way for more women in the democratic process, women education should be taken seriously and made free at all levels, gender issues should be discarded at all levels of elections in order to give more room for women participation. Additionally, women should address interpersonal hatred amongst one another, and political parties should discourage the women by making their process easier and almost free for women participating in the contest at all levels to breach the wide gap. If the aforementioned recommendations are taken with every serious political will, more women will not only be spectators but also participators in the political process.
