Item Open Access Broadcast Media and Free and Fair Elections in Nigeria(Department of Political Science, Nasarawa State University Keffi, 2021-12-12) Loko, Maxwell P.; Aliegba, Eugene T.; Luka, Ruth CalebThe study was on broadcast media and free and fair elections in Nigeria. The study was designed to examine the roles the broadcast media plays in ensuring free and fair elections in Nigeria, necessitated by the observed difficulties in conducting credible elections in Nigeria. Four research questions were raised. The study employed the survey design. The sample was 150 journalists in Nasarawa State who were selected using convenient sampling technique on the basis of their availability and willingness to partake in the study. A four point Likert-type of scale questionnaire was designed by the researcher and used for data collection. The questionnaire was validated by two experts from Nasarawa State University, Keffi. The test retest reliability estimate of the questionnaire was 0.81. Direct delivery method was adopted in data collection even as the mean was used in the data analysis with 2.50 as the bench mark mean point. Results showed that poverty and corruption are lead factors that predispose some citizens to electoral malpractices that lead to incredible elections. The roles of the broadcast media in ensuring free and fair election include educating the electorates about electoral malpractices and their consequences and reporting electoral irregularities. The study concluded that the broadcast media has a great role to play in ensuring free and fair elections in Nigeria. It recommended among other things that the government should promulgate sanctions on electoral malpractices to serve as a deterrent to others. Also the broadcast media need to be given some legal support to enjoy freedom of expression.Item Open Access CHALLENGES TO CURBING ARMS PROLIFERATION IN NIGERIA.(Department of Political Science, Nasarawa State University Keffi, 2019-04-04) Luka, Ruth Caleb; Aliegba, Eugene T.; Ohiani, BelloThe study focuses on the challenges of curbing small arms and light weapons proliferation in West Africa. The proliferation of small arms and light weapons is an evolving trend and a universal evil; posing challenges to human development and security. This is as a result of the fact that contemporary world is faced with various degrees of crisis which involves the use of arms of different sophistications, many of which are possessed illegally despite laws prohibiting illegal arms trade. Small arms and light weapons exacerbates conflicts, which leads to the use of arms in conflicts situations. Incidences like gang shooting, kidnapping, terrorism, armed robbery, and communal conflicts are essentially promoted and sustained by arms at the disposal of illegal users. Many others are victims ofl egitimate arms abuse by some ruthless law enforcement agents. The study found out that efforts put in place by West African states in particular Nigeria to curb arms proliferation has not achieved much because of so many challenges such as poverty, porous borders, local manufacturers, incessant crisis and soon. Nigeria has not achieved much in tackling domestic issues leading to arms proliferation such as poverty, unemployment, insecurity, conflict amongst others. The data obtained for this study was generated from the secondary source and documentary method applied in data analysis. It adopted "Attribution Theory" as a theoretical underpinning, to show how domestic issues are attributed to arms proliferation. To this end, the study recommends that the government should place emphasis on finding solutions to reasons for the demand of arms in the country by providing jobs and employments in other to reduce the high rate of crime and to discourage local manufacturers, who go into the venture for economic purposes. In conclusion there should be community focused mopping ofi llegal arms in circulation, closure of arms black market to destroy the network, clampdown on syndicates and dealers on illegal arms and promulgation ofdeterrent laws with severe penalty to discourage trading on illegal arms.Item Open Access Holistic View of the Implications in Power Centered Approach to the Political Economy of Developing Counties(Department of Political Science, Nasarawa State University Keffi, 2021-09-05) Oguine, Nchedo Josephine; Yahaya, Abdullahi Adadu; Luka, Ruth Caleb; Aliegba, Eugene T.Abstract The Power Centered Approach to political economy emphasizes the importance of power in economic relations; and proves if the democracy and legitimacy associated with power are justifiable. It analyzes the nature and different forms of power in relation to the crucial and basic part of the political order. This paper explains the implications of political powers to create worthy reforms in the socio-economic activities of a state to command expected change, growth, and development of the market society. The big puzzles are how undesirable outcomes can be avoided and what type of power does a leader/State exercises to affect a policy change to influence socio-economic activities? The State once triggered by external shock can propel changes of policies, institutions forcing the state to devolve some of its power. This will give rise to the emergence of independent legal, political, and economic institutions; propelling change and proffering solutions to challenges. It is more rampant and overwhelming to the economy of third world countries like Nigeria. Therefore this paper examine Illicit Financial Flow and it effect on Political and Economic Development in Nigeria. To achieve this, historical and descriptive analysis method was utilized for the investigation while power-based regime theory was adopted as a theoretical framework The findings revealed that the factors that facilitates Illicit Financial flows on Political and Economic Development in Nigeria is the nature of the nation corruption tendency, and also illicit financial flow has no any impact on the Nigerian economic development The study among others recommends that government of Nigeria must lobby developed nations to adopt control so that individuals who move funds out of Nigeria into tax havens and secrecy jurisdictions can be exposed. This should follow up with stringent measures, legislations and institutional framework on how Illicit Financial Flows offenders should be treated. Culprits should be punished according to the law; there should be need for reorientation, sensitizations and education of people about the adverse effect of IFF, Nigeria anti-graft agencies, ministries and parastatals such as, Nigerian Customs Services, Nigeria Immigration Services. Economic and Financial Crime Commission, Independent Corrupt Practices and Other Related Offences Commission, Federal Inland Revenue Services, should be re trained and equipped with all that is needed for to perform optimally.Item Open Access Impact of Corporate Governance on the Operations of the Nigerian Deposit Insurance Corporation (NDIC)(Department of Political Science, Nasarawa State University Keffi, 2021-04-04) Aliegba, Eugene T.; Adibe, Jideofor; Muhammad, Bello Baban'umma; Amin, Suleiman SallauCorporate governance in the NDIC is a practical framework, supporting the corporation to achieve it set operational objectives through its strategic plans in line with the standards of International Association of Deposit Insurance (IADI) particularly with regard to speedy reimbursement of approved depots guarantee sum to victims of failed financial institutions within the specified period. This has becomes a challenge partly due to prolong debate by the National Assembly over the revised NDIC Act which contained a new framework and or delay in dispensing justice by the Nigerian judicial system. These called for continuous review of the NDIC’s corporate governance policy using stakeholder theory with a view to examine the impact of corporate governance framework on NDIC’s performance. To achieve these objectives a survey research design was employed using 1644 population with a sample size of 400 respondents selected using Taro Yamane (1967) formula and complemented by secondary data. Cluster sampling and purposive sampling techniques were used to analyse data. The result indicated that the framework as tied to the corporate strategic plans has significantly impacted on the corporate commitment to achieving core operational mandates, but neither effectively increase the level of public awareness, nor ensure efficient payment system to victims of failed insured institutions within the required 90 days. The study recommends more effective awareness campaign through different medium for brother financial inclusion. Also, the National Assembly should expedite action toward assenting the reversed NDIC Act and establish a special court to handle only matters relating to failed financial intuitions in Nigeria which should guide the corporate governance framework for easy cascading to various department and units for optimum performance.Item Open Access The Legal Implications of the Proliferation of Small Arms and Light Weapons in Nigeria(Department of Political Science, Nasarawa State University Keffi, 2019-03-04) Luka, Ruth Caleb; Aliegba, Eugene T.; Ohiani, BelloThe study examined the legal implications of the proliferation of small arms and light weapons in Nigeria. The proliferation of SALWs has become a most immediate security threat to individuals, states and nation states globally. Efforts were made to curb these arms proliferation, at the national level, regional and global level. The main objective of the study was to analyse the legal implications of arms’ proliferation in Nigeria. The study employed the secondary method of data collection, the secondary source made use of documented materials from text books, journals, amongst others. The elite theory as postulated by Mosca and Pareto was used as the theoretical underpinning. In the analysis, the problem with Nigeria is not that of lack of good policies/good laws, but that of lack of proper implementation and enforcement. This research found out that Nigeria failed to implement the laws relating to arms’ proliferation as expected. Laws ranging from the UNPoA (United Nations programme of Action) the Bamako protocol, the ECOWAS convention, the Nigerian fire arms act of 1959 and so on, of which Nigeria is a signatory are not properly implemented and enforced. The study concluded that signing of international treaties without proper implementation is an effort in futility. A successful resolution of the SALW conundrum in Nigeria requires a holistic approach that addresses the underlying factors creating the demand for SALW and the sources of supply, rather than treating the SALW problem as an independent or a compartmentalised issue. Furthermore, because armed violence is also a socio economic issue, there is a much larger group of stakeholders and appropriate responses beyond law makers and law enforcers.Item Open Access POLAC ECONOMIC REVIEW (PER) DEPARTMENT OF ECONOMICS AND MANAGEMENT SCIENCE NIGERIA POLICE ACADEMY, KANO(Department of Political Science, Nasarawa State University Keffi, 2021-10-10) Yunana, Yakubu Aku; Aliegba, Eugene T.; Erunke, Canice Esidence; Jacho, David SundayThis study examines the effects of Farmers- Herdsmen conflict on agricultural production in Nasarawa State. Nigeria using the eco-violence theory. The study used both primary and secondary' data collected from 267 respondents who include farmers, herders, traditional rulers and security agencies through structured questionnaire and interview. A Multi-stage sampling technique was adopted for the study while simple descriptive statistics was used and analyzed the data collected and spearman rank correlation was adopted in testing hypotheses. The study found out that the major causes of the conflict were the destruction of crops by cattle as (42.9%) of the respondents said. (41.5%) of the respondents says that reduction in output and income of farmers/nomads were the major effect of the conflict. The conclusions drew from the findings shows that farmers-herdsmen conflict had affected agricultural production negatively in Nasarawa State. The spearman rank correlation indicated that, null hypotheses one and two were rejected. It was recommended that intensive system of grazing, through ranching should be introduced so that cattle \s are restricted to a particular place and chances of future clashes foreclosed. The Nasarawa State government should partner with traditional rulers, and other relevant agencies and the civil society to build of Fulani herdsmen movement across the Stale.
