    The paper has attempted to analysis issues, such as accessibility, enrollment, that policies of education has seen as paramount which were found to be treated in almost the same way. Funding being the most fundamental had been leisurely all through the period. The paper thus concluded education had remained of little interest to the elites and seen as a political weapon by the people in government at least during the period under review.
