Item Open Access Appraising the Intricacies in the Saudi Yemen Political Impasse and Its Implication for the Region(Department of Political Science, Nasarawa State University Keffi, 2020-01-04) Imam, Mukhtar; Abdullahi, Sallau Modibbo; Jacho, David Sunday: TheYemeni political transition which was to herald a new dawn for the democratic transition of government in the year 2011 dashed the optimism of many when the turmoil in the state led to its collapse in 2014, with the invasion and subsequent occupation of the state capital by forces loyal to former President Alt Abdullah Saleh. Drawing from the above this paper makes an assessment oft he lingering conflict in Yemen and the intervention of Saudi Arabia and how it has impacted the entire region. The main objective of the paper is to underscore the impact the conflict has on the Middle-Eastern region. The paper adopts the qualitative method of analysis, it finds that the war in Yemen was primarily ignited by the trajectory of domestic instability and further escalated by regional and international interests. It concludes and recommends amongst other that there is the need to halt the altercation and resume political discussions in a bid to reach a dialogue, and thatf urther . militarization of the region will bring hardship and suffering to the people.Item Open Access Boko-Haram and its Implication on the Socio- Economic Development of Nigeria.(Department Of Political Science, Faculty Of Social Sciences, Nasarawa State University, Keffi, 2021-03-01) Abdullahi, Sallau Modibbo“Boko-Haram insurgcnce (Jama’at Ahl as-sunnah lid-Da’wah wa’l-jihad) has been a source of concern to all Nigerians, particularly people of the North Eastern states of Borno, Yobe, Gombe, Adamawa and Bauchi states in Nigeria. This study seeks to find out the implication of this insurgence to the socio-economic advancement of the region and by extension - Nigerian state since 2009 to date. The work will also try to find out whether there is a nexus between bad governance, poverty, environmental degradation as a result of climate change; extreme religious indoctrination, etc and the emergence of this terrorist group called Boko- Haram in Nigeria. In an attempt to find answers to the aforementioned, I will use the descriptive and analytical method of data collection, while, content analysis and logical induction will be applied in analyzing data. I intend to use the deprivation theory to properly understand the cause of terrorism in our society. Lastly, conclusion will be drawn and recommendation will be proffered based on the findings, so as to achieve a stable society.Item Open Access CHALLENGES OF ACCEPTABLE OIL REVENUE SHARING FORMULA IN NIGERIA(Department of Political Science, Nasarawa State University Keffi, 2021-12-19) Abraham, Samson Segun; Yahaya, Abdullahi Adadu; Abdullahi, Sallau ModibboThe issue surrounding oil revenue sharing formula in Nigeria is multifarious which this paper sought to examine its challenges in Nigeria. To achieve this the paper used both quantitative and qualitative secondary data to examine indices of sharing the oil revenue, the daunting challenges its post and ways of solving the problems. However, rentier state theory was used as a theoretical frame work. From the findings, it was gathered that several factors are responsible for the challenges in oil revenue sharing formula in Nigeria, for instance, non-oil producing states are a hindrance to oil revenue sharing formula; the activities of the host states have also not helped matters. In view of the findings, it was recommended amongst others that: the federal government should emphasised the use of derivation principle in revenue allocation sharing formula. Also, the domineering and exploitative attitude of the federal government over revenue allocation in Nigeria should be check-mated by the National Legislative body. To further address the issue of the imbalance in revenue sharing in Nigeria, the federal government should be ready to make some sacrifices by relinquishing a little part of its; lion's share from the federation account to states and local governments, to enable them attend to their numerous responsibilities.Item Open Access Cyber warfare and its effect on the activities of Security Agencies in Nigeria(Department of Political Science, Nasarawa State University Keffi, 2020-12-18) Ibrahim, Aminu; Abdullahi, Sallau ModibboItem Open Access Evaluation Of The Interests Of Power Sloes In The Syrian War Within The Onion Model Perspective(Department of Political Science, Nasarawa State University Keffi, 2020-01-01) Imam, Mukhtar; Abdullahi, Sallau Modibbo; Jacho, David SundayCivilian unrest in Syria started in March 2011 and quickly became an internationalized proxy war, with the involvement of France, Iran, Russia, Turkey, the United States, and other actors, as well as the rise of a transnational terrorist movement, the self-proclaimed Islamic State. The war has been fought at the price of massive loss of life, huge flows of refugees, widespread destruction, and multiple atrocities, many probably meeting the qualifications for war crimes or crimes against humanity. This paper brings to fore the dynamics of power play by external actors involved in the war. The paper adopts the use of the onion model as a theoretical framework of analysis; it adopts the use of the qualitative research method. It was found that the influence of external actors in the war has further escalated tensions in the region as a result of power tussle. It was concluded that there must be the maintenance of status quo and the mediation by international regimes. The porosity of Nigerian borders has made it possible for unwarranted influx of migrants from neighbouring States to enter the country illegallyfrom such countries as Republic of Niger, Chad and Republic of Benin. The paper interrogates the illegal migration and how it has impacted on national insecurity in Nigeria. Data were sourced through secondary sources; books, newspaper, journals and periodicals. Analysis of the data was done using content analysis. The paper revealed that poor management of borders contributed to the poor state of Nigeria's border thereby leading to illegal immigrants and the proliferation of Small Arms and Light Weapons which has aided the growth of insurgency and terrorism in Nigeria. Several efforts were made towards having an acceptable revenue allocation formula yet, an acrimonious agitations abound. This is not only in Nigeria but also in so many federal states. In Nigeria, the challenge of fiscal federalism is not only on how to allocate revenue from the central government to units but also, on how to generate the revenues. Today, every component unit of the federation is dissatisfied with the revenue sharing formula. Currently, the 13% derivation allocated to oil producing states from the revenue generated from oil has been contentious even among the beneficiaries, which lead to the agitation for resource control. The intense politics associated with revenue generation and allocation has been a serious challenge to the stability of the nation. What are the factors responsible for this? How can these issues be addressed, so as to achieve a stable federal state in Nigeria? This paper will employ a descriptive and analytical method to interrogate the factors responsible for this ugly challenge. To properly have a grasp of the concept of federalism.Item Open Access The Nigerian Federalism: Its Challenges and the Quest for Restructuring(Department of Political Science, Nasarawa State University Keffi, 2018-01-01) Abdullahi, Sallau ModibboNigerian state adopted a federal system of governance since colonial era because of its heterogeneous orientation. The root of federalism was planted in Nigeria with the amalgamation of southern and northern protectorate by Lord Lugard in 1914 and further consolidated by colonial constitution of Richard in 1922 and Machpherson constitution, 1954 and finally the Republic constitution 1959. The Nigerian federalist structure was further consolidated by further constitutional reform through state creation in 1962 since then; the system is faced with a lot of challenges of structural, economic, political and socio cultural imbalances. In trying to uncover the causes of aforementioned challenges facing Nigerian federalism, I intend to adopt descriptive and analytical method of analysis. The work will be guided by the use of federalist theory for the proper direction of the work. Fundamental questions as to why the challenges and why the increasing calls for restructuring of the country will be handled. Under the United Nations Framework Convention on Climate Change (UNFCCC), countries are called upon to take measures to reverse the phenomenon. In this regard, Non-Governmental Organisations (NGOs) have emerged as key actors in climate change action. In Nigeria, NGOs have been at the forefront of the advocacy for everyone to take action on climate change. This study reveals that even ahead of government, NGOs are the key players in mitigation and adaptation action against climate change. They also have more capacity in the field of environment. Using scholarly works and interview survey, this study establishes the leading role of NGOs in Nigeria’s climate change action. It therefore calls on government to extend full , support to the NGOs to facilitate their activities in the field of climate change in the country. It also advocates for domestic carbon market to discourage emission and create a green economy.___________________________________________________________Item Open Access PASTORALISM AND NATIONAL SECURITY, A CASE STUDY OF HERDERs- FARMERS CONFLICT IN ^NIGERIA(Department of Political Science, Nasarawa State University Keffi, 2020-03-06) Abdullahi, Sallau ModibboContributing to instability in Nigeria today are conflicts arising from competition by various resource users, including movements of herds for pasture across the country. Before now, trans-humane has served these regions over the centuries, it now presents enormous security and development challenges in Nigeria. Climate change leading to the shrinking of the lake-chad and rapid urbanization across grazing fields has triggered a cycle of violence. The occasional herders farmer’s conflict has exacerbate and other forms of conflict continue to evolve across this fault line. The character of this conflict in Nigeria now includes cattle rustling arson, inter-ethnic and religious killing which has led to loss of lives and whole community sacked. In the prevailing security situation there is the concern that violent extremist groups and insurgents may try to leverage on the conflict involving pastoralist. This work, seeks to study the major causes of herders-farmers conflict in Nigeria with a view to proffering solutions to the problem. In doing this, I will employ a qualitative method of research. We are using conflict theory as our theoretical frame work. Our findings will be critically analyzed and solutions will be suggested on how to mitigate the incessant conflict between herders-farmers in Nigeria.Item Open Access POLITICS OF OIL REVENUE SHARING FORMULA IN NIGERIA: ISSUES AND CHALLENGES(Department of Political Science, Nasarawa State University Keffi, 2021-12-13) Abraham, Samson Segun; Yahaya, Abdullahi Adadu; Abdullahi, Sallau Modibbo; Muhammad, Bello Baban'ummaThis paper is entitled the politics of oil revenue sharing formula in Nigeria: issues and challenges examine the existing revenue sharing formula in Nigeria and the position of the Niger Delta states. It made use of secondary and primary data mostly from the Nigeria National Petroleum Corporation (NNPC). The paper found out that existing oil revenue sharing formula is unacceptable to the Niger Delta states hence the continuous agitations for resource control-or increase in allocation. Based on the findings, the paper recommended Production- Sharing Agreements (PSAs) formula as a better method. The formula is among the most common types of contractual arrangements for petroleum exploration and development. Under a PSA, the state (host) as owner of mineral resources, engages a foreign oil company (FOC) as a contractor to provide technical and financial services for exploration and development operations. The challenges of development in the case of Niger-Delta states are not a function of non-availability of funds, rather they have to do with the non-transparent and efficient management of the available resources. Full resource control without resource management is an effort in futility. This implies that substantial development revenue exists but it is misappropriated. ' Therefore, what is needed and badly lacking in the Niger-Delta accountability.Item Open Access POVERTY AND DEMOCRATIC CONSOLIDATION IN NIGERIA(Department of Political Science, Nasarawa State University Keffi, 2019-05-05) Abdullahi, Sallau ModibboThe Spate of poverty in Nigeria has reached an alarming rate. It is unfortunate that average Nigerians are living below two dollars a day. It is in view of this unfortunate situation that this study anchored on issues of poverty as it affects democratic consolidation in Nigeria. Marxist theory was used to expose the menace of poverty as it relates to democratic processes in Nigeria. Descriptive method was found useful to this study in understanding the nature, character and consequences of the phenomenon of poverty in the Nigerian nascent democracy. However, it becomes factual as revealed by this study that, achieving a sustained democracy in a poverty striking society remains a mirage. Smuggling, narcotics trafficking, illegal immigration, movement of arms and ammunition, human trafficking, and insurgent movements offer some of the major challenges to domestic and regional security. A variety of circumstances and factors contribute to Nigeria’s systemically futile efforts to accomplish adequate border operations. This paper explored the role of Nigeria Immigration Service as a security in curbing illegal migration. The paper adopted quantitative research design, using content analysis for analysing. The findings revealed that the Nigeria Immigration Service have done their best towards combating this menace, with the provision of mechanisms such as e-passport, establishment of electronic queuing system, installation of HF Voice and Data Codan among others, the obvious fact still remains that a lot still needs to be done if the Service wishes to properly and effectively perform its role in security policing. The paper therefore recommends that, government should adequately exploit e-governance through installation, utilization and maintenance of ICT gadgets in order to achieve desired objectives of secured borders, safe society and increase in economic development. This entails the deployment of United Nations forces to broker peace among warring parties. Traditional peacekeeping has the following attributes; maintaining neutrality diming operations, seeking the consent of the warring parties before intervention; using light weapons for self-defence etc. Traditional peacekeeping during the bi-polar era witnessed only the participation of neural states or small states who are members of the United Nations because of ideological antagonism. In this research, we employed descriptive and analytical methodology via content analysis ofavailable literatures to arrive at our findings. To understand the operation of the United Nations, the functionalist and federalist theory was analysed. This research work discovered some fundamental changes in the character and nature of peacekeeping operations during the unipolar world order. For instance, the notion of non-inference into domestic affairs of states is increasingly been relegated to the background; peacekeeping forces are no more neutral and they are well armedfor combatant fight with belligerent forces and there is increasingly participation of big powers in peacekeeping operations. The research also found out that the nature ofc risis today affected the character ofpeacekeeping operations. Today, peacekeeping operations have now changed to peace support operations which involves military and civilian who are not only in peacekeeping but also peace enforcement; peace making; peace building and humanitarian operations. In conclusion, these new developments in peacekeeping operations in the present unipolar order have its pros and cons to global peace and security.Item Open Access The Utility of Mixed Methodology for Climate Governance Research in Nigeria(Department of Political Science, Nasarawa State University Keffi, 2019-04-04) Zirra, Zakari F.; Tom, Usman Abu; Abdullahi, Sallau ModibboEven before the onset of the twenty first century, the subject of research in climate change as a subset of the environment gained attention in the academia. Since the 90s, the Intergovernmental Panel on Climate Change (EPCC) continues to lead research on climate change which has gained importance owing to the trans-boundary nature of environmental issues (UNFCCC, 2014). Given the rising prominence of climate change governance as a field of study in international relations, defining the methodology for any academic investigation in this field is also of equal importance. This is due to the fact that methodology is one of the three major elements that reflect the intellectual progress of any academic field (Sprinz & Wolinsky, 2004, p.3); the other two being the empirical phenomenon and development of theory. When we consider methodology as a systematic way of testing theories, it is self-evident that methodology is critical in the assessment of any phenomenon or theory in a research area.
