Item Open Access AFRICA’S QUEST FOR SUSTAINABLE DEVELOPMENT: ISSUES, CHALLENGES AND PROSPECTS(Department of Political Science, Nasarawa State University, Keffi., 2010-05-18) Abdullahi, Mohammed YammaMany years after independence, several African Countries face one crisis or the other, ranging from political instability, Wars, poverty, poor educational and agricultural facilities among others. There are also lack of infrastructure, bad roads, and inadequate energy, health and water systems. The unemployment rate in Africa is high resulting into more crimes being committed by the youth. "An Idle Mind ” as the saying goes “is Devil workshop ”, and therefore, if the youth are not gainfully engaged in legitimate business, many of them will resort to crime or political violence. The three areas to be discussed in this paper are agriculture, education and science and technology. For example, the issue of child soldiers in Africa is caused by underdevelopment. If there are good and affordable education, agricultural facilities, good roads and proper health system, children would not have been forced to take weapons to kill innocent citizens. Good governance with focus on developmental projects could solve many crises in Africa. However, many African Leaders pursue negative political agenda instead of concentrating on developments. This paper uses liberal theory to analyze what ought to be done to improve conditions of living of Africans thereby reducing crises and wars. Secondary sources, like books, journals, newspapers and so on are used to obtain data while content analysis is applied to analyze them.Item Open Access The Agricultural Policy in Nigeria: The Case Study of Rice Production 2010 - 2014(Department of Political Science, Nasarawa State University, Keffi., 2015-05-23) Abdullahi, Mohammed YammaRice provides the staple diet of half the world’s population and is second to wheat in terms of total output. Given the crucial role of rice in the food security of urban and rural household alike, development of rice growing in Nigeria had for long been considered a priority. Annually, Nigeria imports about 1.7 million of white rice because paddy rice in most parts of Nigeria is grown by small farmers. Therefore rice production in Nigeria is the major focus of this research. It discusses local rice cultivation in Nigeria and how to improve its production with some recommendations.Item Open Access AN ANALYSIS OF CIVIL SERVICE IN NIGERIA(Department of Political Science, Nasarawa State University, Keffi., 2011-07-14) Abdullahi, Mohammed YammaCivil Service is the administrative structure employed in civil capacity to fulfill government policies and programmes. This paper analyses the importance of civil service, its origin, functions and structures in Nigeria. The relationships between Minister and permanent secretary are explained. Each of them has his functions, power and limitations, therefore, cooperation between then is necessary. These persistent conflicts in the nation pave the way for scientific research and analysis. These conflicts have continued to threaten the corporate existence of this nation called Nigeria and subsequently called for a national discussions as to whether the country is an indivisible nation. This paper utilizes secondary data for presentation and analysis. The contributory pension scheme introduced in 2004 was to ameliorate the suffering experienced by pensioners in the country and to further put to rest the fear hitherto exhibited by the working class. This article briefly examined the problems of the old pension scheme evaluate the performance of the contributory scheme, challenged, achievements and how the present scheme has adhered to improve the welfare of the pensioners in the country.Item Open Access Assessment of Value Based Leadership Style of President Muhammadu Buhari (2015 - 2018)(Department of Political Science, Nasarawa State University, Keffi., 2019-07-23) Abdullahi, Mohammed Yamma; Izom, Yahuza DanjumaNigeria is the most populous country in Africa and the seven most populous countries in the world. Muhammadu Buhari is the current president of Nigeria with many challenges including economic, security, unemployment, among others. His coming was applauded by both national and international communities because of his known level of discipline. He came in with three thematic issues namely economy, security and fighting corruption in the country. This research intends to assess his performances for the past four years. The methodology applied in the research work is historical research. The success of any leader depends on his or her leadership style. That is the reason this paper is assessing the performances of Buhari administration to know its impact. Findings of the research noted that even though the administration has done well, there are still some challenges that need urgent attention. The study is a theoretical analysis of the concept and context of consequences of conflicts on development in Africa. The study will adopt secondary sources of data collection for the whole understanding of the main subject The literature will gather from the studies of scholars in the area of conflicts as a root cause of underdevelopment in Africa. The thrust of this paper is to examine the performance of the policy as it affects the welfare of the retirees in NISER. The paper heightedfew problems of the old pension scheme in Nigeria. To achieve this objective secondary data were sourced and reviewed accordingly. The paper revealed that most retirees are not happy with the new pension policy since their welfare is inadequately caters for. It therefore recommend among others that NISER, an agency of government should endeavour to put in place policy that will enhance the welfare of pensioners and this will bring about more productivity from the would- be retireesItem Open Access DEVELOPMENT OF ABUJA AS FEDERAL CAPITAL TERRITORY: THE EFFECTS OF SOCIAL CHANGE.(Department of Political Science, Nasarawa State University, Keffi., 2001-03-04) Abdullahi, Mohammed YammaNigeria decided to transfer her capital from Lagos jo Abuja in order to solve the problems associated with Lagos as federal capital such as lack of security, accommodation, and traffic congestion among others. Abuja was recommended as the new capital-to solve these problems and to meet the challenges of modem times; It is against this background that (his paper examined the development of Abuja and *the effects of social change in the federal capital territory. The method applied is historical, using content analyses from secondary materials. The purpose of relocating the federal capita! to Abuja as a result of mass dissatisfaction with Lagos especially as dual capital of Lagos State and Nigeria. Lagos was over-burdened with daily traffic congestion, sprawling slums, over population, inadequate supply of piped water, electricity and housing. (African Concord, 30th December 1986 P.7) Lagos also had the disadvantage of periphery location. Abuja was chosen as federal capital and became the hope of the nation. It was seen as the symbol of unity. The well being of people can be identified empirically by observing how they stand on a range of relevant conditions. (Afonja and Pearce: 1986:14). Such conditions, according to Amdi should include good houses for the high and low-income earners because every individual is entitled to live in a habitable environment irrespective of class or status in the society. (Amdii: 1993:253). In addition, availability of good transportation system with participation from government and private sectors is important. As at now, government participation is very low giving chance to commercial vehicle operators to charge exorbitant fares. The abovementioned problems arc as a result of mass movement to Abuja from public and private sectors. However, this is not unexpected if one considers the analysis of a city by the Time magazine of USA of November, 1997 that: Like planets, cities have gravity. The bigger they arc, the more powerful the pull. Sizes create opportunities and that is why cities attract so many dreamers, leaders, luminaries and ordinary job seekers... Cities remain as always, the hubs of our civilization - magnified, intensified versions of both the good and the bad in the way of life (Time Magazine, Special Edition. November, 1997). However, in spite of careful consideration of the Abuja master plan, there arc still some social problems, which are as a result of changes from development. For example, the projected population of Abuja in the master plan after the completion of all the four phases of its development is 3.1 million inhabitants. This estimate can be regarded as conservative considering the present population of Abuja. The consequences of these social changes arc what this paper examined and make recommendations.Item Open Access EDUCATION POLICY IN NIGERIA AND THE GENESIS OF UNIVERSAL BASIC EDUCATION (UBE), 1999-2018(Department of Political Science, Nasarawa State University, Keffi., 2021-06-12) Abdullahi, Mohammed Yamma; Izom, Yahuza DanjumaThe Universal Basic Education (UBE) in Nigeria was introduced in 1999 to improve the educational system in the country. The policy was aimed at primary education and junior secondary schools which are the foundations of education worldwide. The paper discussed the UBE Act, 2004 and the statement of the problem outlined. The methodology applied is qualitative technique while cognitive development theory is considered relevant to the work. The Genesis of Education in Nigeria from primary, secondary school and higher education institutions were also analysed. The importance of primary education in a child’s overall development and the relevance of Universal Basic Education in Nigeria were emphasized. The paper suggested the way forward and made some recommendations.Item Open Access ENVIRONMENTAL POLICY IN DEVELOPING COUNTRIES: THE NIGERIA’S PERSPECTIVE(Department of Political Science, Nasarawa State University, Keffi., 2019-06-19) Abdullahi, Mohammed YammaThe environment is the major life support system given by the almighty God to humanity. Before the inventions of science and technology, the three components of the environment - air, soil and water were virgin, pure, undisturbed, uncontaminated and basically most hospitable. However, the reverse becomes the case nowadays leading to environmental degradation and erosion destruction. However, in order to control the environmental problems, Nigerian government formulated environmental protection policies, starting from 1915 to 1992. In addition, Nigeria formulated its first national policy in the environment in 1991 and revised in 1999. Recently (November, 2016), new policy on environment was formulated by the Federal Government in Nigeria. The paper discusses the environmental problems in Nigeria including environmental degradation in Niger Delta, erosion, gas flaring, water pollution, soil contamination, among others. Environmental Determinism theory is applied with some valid recommendations made. Conclusions are drawn from major issues discussed.Item Open Access Evaluation of Financial Performance in Nigeria Cement Sector: A Case Study of Dangote and Bua Cement(Department of Political Science, Nasarawa State University, Keffi., 2022-09-01) Muhammad, Bello; Abdullahi, Mohammed Yamma; Muhammad, Bello Baban'ummaThe present survey targeted 400 samples (Bua and Dangote cement workers). The respondents were chosen based on their knowledge and experience in cement sector. Stratified sampling approach was used followed by simple random sampling in this investigation. In this study, all of the elements in a given stratum are identical in terms of the relevant parameter. The questionnaire comprised of 11 questions including socio-demographic that described issues operationalized in the financial performance framework. The responses were graded on a five-point Likert scale ranging from strongly agrees to strongly disagree. The study used descriptive statistics (frequency and percentage) as tools for data analysis. Three hundred and eighty-nine persons responded, resulting in a response rate of 97 percent. The result shows that, males account for 266(63.4%) of the respondents, while females account for 123(31.6 %). With 137 responses, the majority of those respondents are between the ages of 41-50 (35.2 %). The majority of respondents (30.1%) have earned a certificate from a tertiary institution, while 116, or 29.8%, have earned a secondary certificate, and only 78(20.1%), have earned a primary certificate. This study found that the degree of production in both Bua and Dangote cement can effect revenue generating. The respondents revealed that excellent accountability minimizes the level of bad financial performance among both Bua and Dangote cement enterprises, based on the data provided. The findings also suggest that implementing corporate governance in both production and non-production organizations boosts productivity, resulting in improved financial performance. Based on the findings, it was obvious that production companies were typically registered with multiple insurance companies in order to reduce the risk of losses that could occur at any time. Furthermore, the majority of respondents believed that profit realization by enterprises (both Dangote and Bua cements) was due to product developments rather than managerial styles, financial prudence, or worker incentives. Most of the respondents firmly agreed that both Dangote and Bua cement firms had held much of their working capital, allowing them to make more products, resulting in better sales and, as a result, improved financial performance. However, both Bua and Dangote practiced strong corporate governance by using financial indicators to assess how well their companies manage their debts. Also, when a company's debts were correctly managed, the organization's financial performance would improve.Item Open Access THE FEDERAL CHARACTER PRINCIPLE IN NIGERIA: ASSESSING ITS RELEVANCE(Department of Political Science, Nasarawa State University, Keffi., 2016-02-28) Abdullahi, Mohammed YammaNigeria adopted the Federal character principle to counteract the nationality question that has been bedevilling the polity. Nigeria is a plural federalism with more than two hundred and fifty ethnicity and cultural diversities. This paper examines the application of the federal character principle in the Nigeria public service. After three decades of the introduction of the principle, this paper assesses the potentials for achieving the national integration which the Federal Character Principle was set up to accomplish. Since federalism is a system which fused diverse entities together for administration convenience, the system theory is adopted in this research work. The paper discovers that FCC is only restricted to sharing of bureacratic positions and appointments instead of engaging serious issues of health, commerce, education agmongst others. It therefore, recommends that a wholistic approach to FCC should be adopted to include the states and LGs and other areas of services.Item Open Access GIRL-CHILD EDUCATION AND NATIONAL DEVELOPMENT IN NIGERIA(Department of Political Science, Nasarawa State University, Keffi., 2015-11-07) Abdullahi, Mohammed YammaGirl-child education is a right to education and skill acquisition, the right to career choice and self actualization. In Nigeria in the past, education was not necessarily been a priority for the girl-child because of cultural beliefs, poverty, religion, among others. It was wrongly believed that the place of a girl-child was in the kitchen. Some parents were not willing to send the girl-child to school because they felt it was a waste of resources and time to educate the girl-child because she would later be married to someone else. However, girl- child is very important for attainment of national development. This paper discusses the benefits of girl-child education. The causes and consequences of lack of girl-child education which include early marriage, hawking, prostitution, girl-child trafficking, Vasco Virginal Fistula (VVF), and so on are discussed. However, government can no longer bear the cost alone going by the exponential increase in both the morbidity and mortality rates of the population which exert unbearable pressure on the cost and quantum of healthcare service provision. Hence, the need for an effective advocacy for easy access and affordable healthcare services. That led to the establishment of the National Health Insurance Scheme to augment government's efforts. The scheme is designed to achieve a number of objectives to alleviate the health challenges of Nigerians. This study adopts a descriptive survey design method to examine the impact and the challenges of the National Health Insurance Scheme Implementation since 2005 with specific reference to the National Teachers' Institute's Headquarters workers. It further adopts the use of a descriptive survey research method. The theoretical framework applicable to this research work is motivational theory propounded by Vroom because it recognizes that if workers are motivated, they can be more productive. The inadequacy of the traditional methods of infrastructural financing and the limitations it pose to rural infrastructural development has further necessitated the need for collaborative engagement through public private partnership as a means of infrastructure financing and delivery. This study therefore, examines public private partnership policy and its impact on rural community development in healthcare, education, roads and agriculture in Niger State from 2011 to 2019 and with major focus on three selected rural communities in the three senatorial zones. The objectives were to examine the impact of effective PPPs implementation on rural community development in Niger State, the hindrances to PPPs implementation, the strategies to tackle these hindrances, and what templates and framework could ensure effective PPPs‟ implementation and performance. Neoliberal theory was used as a theoretical framework for the analysis due to its thrust on democratization and inclusion of private participation of the larger society in public policies. The study adopted both primary and secondary methods of data collection using questionnaire and interview. Data were collected and analyzed using chi-square and SPSS and findings from the study shows that PPPs have positively impacted rural community infrastructures in healthcare, education, roads and agriculture in Niger State. The study recommends more sensitization, awareness, community consultation and participation in the planning and implementation of PPPs, formulation of rural oriented PPPs, and workable template and legal framework capable of promoting rural community development.
