Item Open Access INTER–AGENCY COOPERATION AND NATIONAL SECURITY: CHALLENGES AND PROSPECTS(FACULTY OF LAW NASARAWA STATE UNIVERSITY, KEFFI, 2017-04-16) Sabo, SamailaThis research is on Inter-Agency Cooperation and National Security. This study examines the impacts of terrorism on Nigeria’s national security Nigeria is addressing national security problems which necessitated deployment of the Armed Forces of Nigeria and other security agencies. However, Inter-Agency Cooperation has been on ad hoc level, hence the need for institutional arrangement for effective collaboration. The main objective of the study was to examine challenges and prospects of inter-agency cooperation in national security operations by the Nigerian Armed Forces and others security agencies. Though there are two acceptable approaches to legal research writing (which are Doctrinal or Conceptual Legal Research approach and Non-doctrinal or Empirical Legal Research approach), this study adopts the Doctrinal legal research methodology basically because, it is the common methodology employed by those undertaking research in law. The study looks into the history of terrorism generally and how the present national security challenge started in Nigeria. The main finding of this study was that there exists a relationship between inter-agency cooperation that could aid the Armed Forces of Nigeria in national security operation. The challenges militating against inter-agency cooperation for the Armed Forces of Nigeria and others security agencies in national security operations were lack of strategic guidance for inter-agency cooperation, inadequate intelligence technical equipment and insufficient capacity for national security operations. Others were inadequate protection for critical infrastructures, logistics constraint and low level of public support. Prospects identified include the passage of the proposed amendment of Terrorism Prevention Act 2011, foreign counter terrorism collaboration and enhanced technology for counter terrorism. The strategies to mitigate the challenges were: promulgation of National Security Policy, acquisition of high technological equipment, improved joint counter terrorism training and improved infrastructural security. Others were the provision of adequate logistics and enhanced public perception management. Efficient and effective inter-agency cooperation are considered as vital in the Armed Forces of Nigeria national security operations. This study recommended that Office of National Security Adviser should formulate a National Security Policy or it is recommended that for an enhanced security policy that would successfully eliminate or reduce to the barest minimum, the activities of the terrorist group, a robust national security policy should be drafted and if possible enacted into law., Ministry of Defence should ensure acquisition of high technological equipment for the Armed Force of Nigeria and others security agencies, Office of the National Security Adviser should ensure improvement of training facilities in counter terrorism institutions and Federal Government should embark on improvement of critical infrastructure security. Defence Headquarters should ensure provision of adequate logistics for inter-agencies joint operation and Defence Headquarters should improve collaboration with National Orientation Agency for better public perception management.
